Title: Deep Learning for Real Time Crime Forecasting
Accurate real time crime prediction is a fundamental issue for public safety, but remains a challenging problem for the scientific community. Crime occurrences depend on many complex factors. Compared to many predictable events, crime is sparse. At different spatiotemporal scales, crime distributions display dramatically different patterns. These distributions are of very low regularity in both space and time. In this work, we adapt the state-of-the-art deep learning spatio-temporal predictor, ST-ResNet [Zhang et al, AAAI, 2017], to collectively predict crime distribution over the Los Angeles area. Our models are two staged. First, we preprocess the raw crime data. This includes regularization in both space and time to enhance predictable signals. Second, we adapt hierarchical structures of residual convolutional units to train multifactor crime prediction models. Experiments over a half year period in Los Angeles reveal highly accurate predictive power of our models.  more » « less

  1. Abstract The murder of George Floyd triggered a broad social response and noticeable shift in public opinion of policing. Since policing is dependent upon public cooperation, a question is whether the shift in opinion had an effect on police calls-for-service. Data from Los Angeles and New York City are evaluated using a regression discontinuity design. Violent crime, property crime, and quality-of-life disorder calls are analyzed to address differences in reporting norms. The role of racial–ethnic composition of local areas is assessed by examining census tracts where the majority of the residential population is Asian, Black, Hispanic, or White. Following the murder of George Floyd, in New York City violent crime, property crime, and quality-of-life calls all increased significantly. In Los Angeles, quality-of-life calls for service decreased significantly. The increase in violent crime calls observed in New York was greatest in areas where the majority of residents are Black, whereas the increase in property crime calls was the greatest in areas where a majority of residents are White. The decrease in quality-of-life calls observed in Los Angeles was in areas where the majority of residents are White. In both cases, the effect was relatively short-lived.

  2. Research SummaryThe onset of extreme social distancing measures is expected to have a dramatic impact on crime. Here, we examine the impact of mandated, city‐wide social distancing orders aimed at limiting the spread of COVID‐19 on gang‐related crime in Los Angeles. We hypothesize that the unique subcultural processes surrounding gangs may supersede calls to shelter in place and allow gang‐related crime to persist. If the normal guardianship of people and property is also disrupted by social distancing, then we expect gang violence to increase. Using autoregressive time series models, we show that gang‐related crime remained stable and crime hot spots largely stationary following the onset of shelter in place. Policy ImplicationsIn responding to disruptions to social and economic life on the scale of the present pandemic, both police and civilian organizations need to anticipate continued demand, all while managing potential reductions to workforce. Police are faced with this challenge across a wide array of crime types. Civilian interventionists tasked with responding to gang‐related crime need to be prepared for continued peacekeeping and violence interruption activities, but also an expansion of responsibilities to deal with “frontline” or “street‐level” management of public health needs.

  3. Societal Impact Statement People plant, remove, and manage urban vegetation in cities for varying purposes and to varying extents. The direct manipulation of plants affects the benefits people receive from plants. In synthesizing several studies of urban biodiversity in Los Angeles, we find that cultivated plants differ from those in remnant natural areas. This highlights the importance of studying cultivated plants in cities, which is crucial for the design and planning of sustainable cities. Residents have created a new urban biome in Los Angeles, and this has consequences for associated organisms, ultimately resulting in a responsibility for society to determine what type of biome we wish to create. SummaryUrbanization is a large driver of biodiversity globally. Within cities, urban trees, gardens, and residential yards contribute extensively to plant biodiversity, although the consequences and mechanisms of plant cultivation for biodiversity are uncertain.We used Los Angeles, California, USA as a case study for investigating plant diversity in cultivated areas. We synthesized datasets quantifying the diversity of urban trees, residential yards, and community gardens in Los Angeles, the availability of plants from nurseries, and residents’ attitudes about plant attributes.Cultivated plant diversity was drastically different from remnant natural areas; compared to remnant natural areas, cultivated areas contained more exotic species, more than double the number of plant species, and turnover in plant functional trait distributions. In cultivated areas, most plants were intentionally planted and dominated by exotic species planted for ornamental purposes. Most tree species sampled in Los Angeles were available for sale in local nurseries. Residents’ preferences for specific plant traits were correlated with the trait composition of the plant community, suggesting cultivated plant communities at least partially reflect resident preferences.Our findings demonstrate the importance of cultivated species in a diverse megacity that are driven in part through commercial distribution. The cultivation of plants in Los Angeles greatly increases regional plant biodiversity through changes in species composition and functional trait distributions. The pervasive presence of cultivated species likely has many consequences for residents and the ecosystem services they receive compared with unmanaged or remnant urban areas.

Our goal in this work is to build effective yet robust models to predict unreliable and inconsistent in-kind donations at both weekly and monthly levels for two food banks across coasts: the Food Bank of Central Eastern North Carolina in North Carolina and Los Angeles Regional Food Bank in California. We explore three factors: model, data length, and window type. For the model, we evaluate a series of classic time-series forecasting models against the state-of-the-art approaches such as Bayesian Structural Time Series modeling (BSTS) and deep learning models; for the data length, we vary training data from 2 weeks to 13 years; for the window type, we compare sliding vs. expanding. Our results show the effectiveness of different models heavily depends on the data length and the window type as well as characteristics of the food bank. Motivated by these findings, we investigate the effectiveness of employing an average of all predictions formed by considering all three factors at both monthly and weekly levels for both food banks. Our results show that this average of predictions significantly and consistently outperforms all classical models, deep learning, and BSTS for the donation prediction at both monthly and weekly levels for both food banks.

  5. Coyotes (Canis latrans) exist throughout North America and increasingly thrive in dense urban spaces; they also cause controversies when they eat small pets or seem to pose a threat. Based on fieldwork in Los Angeles, and an archive of over 400 conversations collected from the online application Nextdoor (2015–2019), we theorize the emergence of what we call the cloud coyote. Cloud coyotes are not representations but lively actors in coyote politics animated by discussion, debate, and a settler logic of property relations in places like Los Angeles. They do this by performing a threat and justifying a response that includes various attempts at extermination, containment, and assimilation, all of which—even supposedly humane alternatives—further sediment forms of settler colonialism in urban Los Angeles. We diagnose this process, show how it works, and argue that anticolonial practices—in both Los Angeles and its cloudy territories like Nextdoor—are needed to escape from perpetuating its violence.
