Title: Building 21st Century Skills through Development Engineering
At the University of California at Berkeley, the vision of a 2020 Engineer with the skills to solve the global challenges of today is being realized through an emergent program focused on design for social impact. A minor for Ph.D. students, Development Engineering (DevEng) is a degree program and accompanying ecosystem that aims “...to create technology interventions in accordance with the needs and wants of individuals living within complex, low-resource settings.” This paper explores how the competencies conveyed through the DevEng program overlap with and go beyond the criteria laid out for the Engineer of 2020. Today’s engineering student engages with a wide variety of global problems, only some of which are addressed by solely technological solutions. Academic programs across the country, including DevEng, have recognized that a unique skillset is needed to address these complex challenges. As a result, there is a growing collection of academic programs (e.g., DevEng, Design for Social Impact, Humanitarian Engineering) that train technologically adept engineers to work in multifunctional teams while attempting to have a positive social impact on the world. In this paper, the authors examine the skill development activities that students in the DevEng Program are exposed to and whether they meet or exceed the goals and principles of the 2020 Engineer. The paper further describes the DevEng learning objectives and accompanying ecosystem opportunities to determine whether the program is on track in providing students with a multidisciplinary set of skills and diverse experiences that effectively train the Engineer of 2020.  more » « less

Engineering education research and accreditation criteria have for some time emphasized that to adequately prepare engineers to meet 21st century challenges, programs need to move toward an approach that integrates professional knowledge, skills, and real-world experiences throughout the curriculum [1], [2], [3]. An integrated approach allows students to draw connections between different disciplinary content, develop professional skills through practice, and relate their emerging engineering competencies to the problems and communities they care about [4], [5]. Despite the known benefits, the challenges to implementing such major programmatic changes are myriad, including faculty’s limited expertise outside their own disciplinary area of specialization and lack of perspective of professional learning outcomes across the curriculum. In 2020, Montana State University initiated a five-year NSF-funded Revolutionizing Engineering Departments (RED) project to transform its environmental engineering program by replacing traditional topic-focused courses with a newly developed integrated and project-based curriculum (IPBC). The project engages all tenure-track faculty in the environmental engineering program as well as faculty from five external departments in a collaborative, iterative process to define what students should be expected to know and do at the completion of the undergraduate program. In the process, sustainability, professionalism, and systems thinking arose as foundational pillars of the successful environmental engineer and are proposed as three knowledge threads that can be woven throughout environmental engineering curricula. The paper explores the two-year programmatic redesign process and examines how lessons learned through the process can be applied to course development as the team transitions into the implementation phase of the project. Two new integrated project-based learning courses targeting the 1st- and 2nd-year levels will be taught in academic year 2023-2024. The approach described in this work can be utilized by similar programs as a model for bottom-up curriculum development and integration of non-technical content, which will be necessary for educating engineers of the future.

S-STEM scholarships are provided to academically talented low-income engineering students with the intent of increasing retention as well as successful transfer and subsequent graduation rates for a bachelor's degree in an Engineering or Computer Science (ECS) field. Since the spring of 2020, 71 unique students have been awarded scholarships. At this time, there are 22 active scholars, 34 have already successfully transferred to complete their ECS degree and a quarter of those scholars have since graduated. Beyond the financial support, NSF S-STEM programs center on providing academic, social and professional development. In addition, the research component of this program at a midwestern HSI community college is exploring the following questions: Do students recognize themselves as engineers prior to transfer? Do students feel a sense of belonging in their Engineering and Computer Science programs? Does being an NSF S-STEM Scholar impact either of these outcomes? The importance of developing a strong engineering identity as an indicator of persistence to degree completion has been the focus of considerable research over the last fifteen years. However, there is limited understanding of how community college experiences influence engineering identity development. Since the spring of 2020, students have been completing surveys during the first six weeks of the fall semester and during the last four weeks of the spring semester. Engineering identity was explored with questions centered on interest, recognition and competence as well as self-efficacy in skills such as tinkering, design and experimentation. Sense of belonging indicators were examined in terms of inclusion, sense of belonging to the community and sense of belonging to their major. This paper will provide quantitative analysis of the data examining outcomes based on demographics including ethnicity, gender, scholar status and length of time in the program.

    Experiential learning programs like internships and capstone projects are high-impact practices that allow engineering students to build a professional network, apply technical skills in a real-world context, and develop non-academic skills that employers need. In 2020 the COVID-19 pandemic and subsequent school closures impacted the entire engineering education ecosystem, particularly internships and other experiential learning opportunities. Virtual internship, an education intervention developed to broaden participation in experiential learning for non-traditional students, was rapidly deployed to address the disruption to internships caused by the COVID-19 pandemic. Key challenges that emerged during the implementation process include marketing the new program to existing partners, deciding on a remuneration structure, and navigating IP issues. The paper systematically steps through the implementation process and how the challenges mentioned above were addressed in practice. As life, school and internships return to normal in 2021 and beyond, the Virtual internship intervention can still play a valuable role in the experiential learning landscape. However, higher education institutions may need to intentionally de-couple the educational innovations rapidly developed during the COVID-19 pandemic from being ‘pandemic solutions’ to valuable alternatives that provide equitable and scalable access to educational opportunities and proactively invest in their continued sustainability and growth.

    Natural disasters, such as 2017 hurricanes Irma and María, the 2020 earthquakes in Puerto Rico and the ongoing COVID-19 pandemic, affect students in many aspects including economic, socio-emotional, and academic performance progress. To ensure that students can cope with the aftermath of such searing events, it is necessary to develop initiatives that address these three aspects. Satisfying the financial need is essential, but a long-term solution is mandatory. Hence, providing socio-emotional and academic support and cultivating a sense of purpose are critical to prevent attrition. To secure continued STEM success among students affected by natural disasters, the National Science Foundation has funded several projects at the University of Puerto Rico, a Hispanic Serving Institution. This manuscript presents four NSF-funded projects sharing the common goal of providing support to STEM students to ensure that they succeed despite the said challenges. The first project, titled Nanotechnology Center for Biomedical, Environmental and Sustainability Application, leans heavily on research teams dedicated to design new Nanotechnology platforms to address biomedical and environmental challenges and simultaneously trains a new generation of nanoengineers and nanoscientists throughout the educational echelon starting from public intermediate schools through doctoral programs. The second project, entitled Ecosystem to Expand Capabilities and Opportunities for STEM-Scholars (EECOS), developed an integrated framework that provides support to 62 low-income, talented, STEM students who were severely affected by Hurricane María and 2019-2020 earthquakes (58 undergraduate and 4 graduate). The project provided participants with financial, academic, socio-emotional, and career motivation support needed to complete their programs. The third project, Program for Engineering Access, Retention, and LIATS Success (PEARLS) addresses college access and economic hardships of Low-Income Academically Talented Students (LIATS). It aims at increasing the retention and academic success of talented engineering students coming from economically disadvantaged families. The fourth project, Resilient Infrastructure and Sustainability Education – Undergraduate Program (RISE-UP), has developed an interdisciplinary curriculum to educate cadres of Hispanic students on infrastructure resilience to temper and to overcome the effects of such natural disasters. Three campuses of this institution system collaborate in this interdisciplinary undertaking. Participating students are pursuing undergraduate degrees in engineering, architecture, and surveying who take the entailed courses together and participate in co-curricular activities (both online and in-person through site visits). The new curricular endeavor prepares them to design infrastructure that can withstand the impact of natural events. The expect outcome is to form cohorts of graduates ready to take on real-life infrastructure failures caused by disasters and provide them with an edge in their future professions. The present work provides a range of scalable and portable strategies that universities with underrepresented minorities in STEM programs could deploy to address the immediate and continued needs of students affected by natural disasters to secure academic success. These strategies can contribute to the development of professionals with the skills and experience to deal with severe circumstances such as those effected by natural disasters as well as the preparation to solve infrastructure challenges.
