Abstract Our society depends on the effective management of phosphorus (P). Phosphorus is a key component of agricultural fertilizers to improve crop yields, and also plays a critical role in many industrial processes and consumer products. In the past decade, there have been numerous calls for innovative approaches to manage P more sustainably, as it is a nonrenewable resource that can adversely impact aquatic ecosystems from runoff and inefficiencies in P use. To develop more sustainable solutions that will ultimately be adopted, diverse stakeholder perspectives must be recognized, including those in industry, government, academia, non-governmental organizations, and other civil groups. This study responds to this need by identifying stakeholder views, needs, concerns, and challenges regarding P sustainability. An online survey was developed and deployed to individuals identified as P sustainability experts and professionals in the U.S. and abroad. Based on responses from 96 stakeholder participants from a range of sectors, areas of expertise, and geographies, we found that the vast majority of stakeholders considered current P use to be unsustainable and were very concerned about the ability to manage P sustainably. Stakeholder participants did not distinguish between urgent and long-term challenges, and perceived financial and regulatory issues to be of greatest importance. Stakeholder participants expressed a range of needs to improve P management systems, including improved management practices, new technologies, enhanced regulations, and better approaches for engagement. Outcomes from this work can help inform future research, engagement, and policy priorities to ensure sustainable P management solutions based on stakeholder-identified perspectives and needs.

Perceptions, Experiences, and Priorities Supporting Agroecosystem Management Decisions Differ among Agricultural Producers, Consultants, and Researchers
The sustainability of agriculture depends as much on the natural resources required for production as it does on the stakeholders that manage those resources. It is thus essential to understand the variables that influence the decision-making process of agricultural stakeholders to design educational programs, interventions, and policies geared towards their specific needs, a required step to enhance agricultural sustainability. This study employed a survey of multiple-choice and open-ended questions to examine the perceptions, experiences, and priorities that influence management decisions of agricultural stakeholders across Montana, United States. A total of 272 respondents completed a survey, representing five distinct agricultural stakeholder groups: 103 (34.9%) conventional producers, 78 (28.7%) consultants, 37 (13.6%) researchers, 33 (12.1%) organic grain producers, and 21 (7.7%) organic vegetable producers. The results revealed that, while stakeholder groups have distinct perceptions, experiences, and priorities, there were similarities across groups (pseudo-F = 22.92, p = 0.001). Specifically, organic vegetable and organic small-grain producers showed similar responses that were, in turn, divergent from those of conventional producers, researchers, and crop consultants. Conventional small-grain producers and researchers showed overlapping response patterns, while crop consultants formed an isolated group. Six clusters resulting from the classification of the multiple-choice response dataset associated with specific agricultural professions (χ2 = 549.72, p = 0.001). The classification of open-ended questions that assessed agronomic challenges and research needs resulted in six distinctive clusters, with specific associations between clusters and agricultural stakeholder groups (χ2 = 164.41, p = 0.001). These results reinforce the need for agricultural education and programs that address unique and shared experiences, priorities, and concerns of multiple stakeholder groups. This study endorses the call for a paradigm shift from the traditional top-down agricultural extension model to one that accounts for participants’ socio-ecological contexts to facilitate the adoption of sustainable agricultural systems that support environmental and human wellbeing.

What would it look like? Visualizing a future US Corn Belt landscape with more table food productionAbstract Most farmland in the US Corn Belt is used to grow row crops at large scales (e.g., corn, soybean) that are highly processed before entering the human food stream rather than specialty crops grown in smaller areas and meant for direct human consumption (table food). Bolstering local table food production close to urban populations in this region through peri-urban agriculture (PUA) could enhance sustainability and resilience. Understanding factors influencing PUA producers' preferences and willingness to produce table food would enable supportive planning and policy efforts. This study combined land use visualization and survey data to examine the potential for increased local table food production for the US Corn Belt. We developed a spatial visualization of current agricultural land use and a future scenario with increased table food production designed to meet 50% of dietary requirements for a metropolitan population in 2050. A survey was administered to row crop (1360) and specialty crop (55) producers near Des Moines, Iowa, US to understand current and intended agricultural land use and factors influencing production. Responses from 316 row crop and 25 specialty crop producers were eligible for this analysis. A future scenario with increased table food production would require less than 3% of available agricultural land and some additional producers (approximately 130, primarily for grain production). Survey responses indicated PUA producers planned small increases in table food production in the next three to five years. Producer plans, including land rental for table food production, could provide approximately 25% of residents' fruit, vegetables, and grains, an increase from the baseline of 2%. Row crop producers ranked food safety regulations, and specialty producers ranked labor concerns as strong influences on their decision-making. Both groups indicated that crop insurance and processing facilities were also important. Increasing table food production by clustering mid-scale operations to increase economies of scale and strengthening supply chains and production infrastructure could provide new profitable opportunities for farmers and more resilient food systems for growing urban regions in the US Corn Belt. Continuing to address producer factors and landscape-scale environmental impacts will be critical in considering food system sustainability challenges holistically.more » « less

Abstract Agricultural researchers are increasingly encouraged to engage with stakeholders to improve the usefulness of their projects, but iterative research on the design and assessment of stakeholder engagement is scarce. The USDA Long‐Term Agroecosystem Research (LTAR) Network recognizes the importance of effective engagement in increasing the utility of information and technologies for future agriculture. Diverse stakeholders and researchers at the Kellogg Biological Station (KBS) LTAR site co‐designed the KBS LTAR Aspirational Cropping System Experiment, a process that provides a testing ground and interdisciplinary collaborations to develop theory‐driven assessment protocols for continuous stakeholder engagement. Informed by prior work, we designed an assessment protocol that aims to measure participant preferences, experiences, and perceived benefits at various stages of this long‐term project. Two online surveys were conducted in 2021 and 2022 among participants of LTAR engagement events at KBS, using a pre‐post design, resulting in 125 total responses. Survey respondents had positive perceptions of the collaboratively designed research experiment. They had a strong expectation that the research would generate conservation and environmental advances while also informing policy and programs. Respondents also indicated a desire to network with other stakeholders. The research team noted the significant role of a long‐term stakeholder engagement specialist in inviting participants from diverse backgrounds and creating an open and engaging experience. Overall, results highlight an interdisciplinary path of intentional and iterative engagement and evaluation to build a program that is adaptive and responsive to stakeholder needs.more » « less

The Wadden Sea became a UNESCO World Heritage Site in 2009 owing to its geographical and ecological importance. Given its status and its global recognition, academic understanding of, and engagement with, a diverse set of stakeholders is crucial to the sustainability of the Wadden Sea and the wildlife that inhabit its transnational boundaries. As such, this paper reviews with whom, how, and to what extent the academy has engaged with Wadden Sea stakeholders. This study finds that stakeholder groups (whom, with vested interests in the sea, might be expected to be present) are missing from academic publications focused on stakeholders in the Wadden Sea. Moreover, existing studies tend to focus on singular, categorized stakeholder ‘groups’, and lack transboundary integration, as well as reference to UN Sustainability Goal 14 – a key target for environmental protection. In sum, the review provides (1) an analysis of academic work that engages Wadden Sea stakeholders to assist future researchers undertaking work in this global ecologically significant area, and (2) a discussion of where future academic work might be developed.more » « less

Phosphorus (P) is essential for life on Earth, yet its current management is unsustainable. Stakeholder engagement is urgently needed to help ensure that scientific and technical solutions to improve P sustainability meet the needs of diverse groups, yet there are comparatively few studies that provide insights into stakeholder views, perceptions, or concerns. In this opinion, we use a mass flow diagram of P as a boundary object to understand the complex challenges of sustainable P management. In particular, we map US stakeholder groups onto the mass flow diagram to incorporate human factors into mass flows at a national scale. Our approach is grounded in well-established social–scientific methodologies, such as stakeholder mapping and social network analysis, but is applied in a novel way that can be generalized to other mass flows and geographic areas. We then suggest ways that researchers can use the annotated flow diagram to identify both knowledge gaps and research gaps in stakeholder engagement, especially in interdisciplinary or convergence research contexts.more » « less
