Title: Social ties explain catch portfolios of small‐scale fishers in the Caribbean
Abstract

Small‐scale fisheries often involve weak management regimes with limited top‐down enforcement of rules and minimal support from legal institutions, making them useful model systems for investigating the role of social influence in determining economic and environmental outcomes. In such regimes, interpersonal relationships are expected to have a strong effect on a fisher's catch portfolio, the set of fish species targeted by an individual fisher. Here, we test three competing hypotheses about social influence using belief propagation network models and show that a peer‐to‐peer information‐sharing social network is key to explaining catch portfolios at a small‐scale fishery in Jamaica. We find that experience dictates the direction of influence among fishers in the social network, with older fishers and information brokers having distinct roles in shaping catch patterns for large‐ and small‐sized fish species, respectively. These findings highlight concrete opportunities for harnessing social networks in natural resource management. Our new approach to modelling social influence is applicable to many social–ecological systems with minimal legal and institutional support or those that rely heavily on bottom‐up participatory processes.

  1. ABSTRACT

    Small islands are important model systems for examining the role of people in shaping novel environments and modifying resources through time. Here we report on the vertebrate faunal assemblages recovered from two sites on Ofu and Olosega islands (American Samoa), which were occupied only a few centuries after the initial settlement of the islands. We assess forager decision‐making both locally and regionally as well as changing subsistence regimes. Our results suggest foraging efforts were focused on the marine environment, particularly fish, but with concomitant evidence for interactions with terrestrial habitats (e.g. seabirds) including the introduction of commensal species (i.e. red junglefowl and Pacific rat). Notably we documented a high degree of similarity between the fish species reported archaeologically and those targeted by modern subsistence fishers in the region, which is despite the occurrence of wide scale coastal landscape changes over the past several thousand years. These preliminary outcomes may suggest fish resources have remained stable through initial occupation to the present‐day, but future zooarchaeological research is required to comprehensively evaluate the sustainability of the marine fishery over the past several millennia.

  2. Abstract

    Mounting evidence suggests that fishing can be a major driver of coral‐to‐macroalgae regime shifts on tropical reefs. In many small‐scale coral reef fisheries, fishers target herbivorous fishes, which can weaken coral resilience via reduced herbivory on macroalgae that then outcompete corals. Previous models that explored the effects of harvesting herbivores revealed hysteresis in the herbivory–benthic state relationship that results in bistability of coral‐ and macroalgae‐dominated states over some levels of fishing pressure, which has been supported by empirical evidence. However, past models have not accounted for the functional differences among herbivores or how fisher selectivity for different herbivore functional groups may alter the benthic dynamics and resilience. Here, we use a dynamic model that links differential fishing on two key herbivore functional groups to the outcome of competitive dynamics between coral and macroalgae. We show that reef state depends not only on the level of fishing but also on the types of herbivores targeted by fishers. Selectively fishing browsing herbivores that are capable of consuming mature macroalgae (e.g., unicornfish) increases precariousness of the coral state by moving the system close to the coral‐to‐macroalgae tipping point. By contrast, selectively harvesting grazing herbivores that are only capable of preventing macroalgae from becoming established (e.g., parrotfishes) can increase catch yields substantially more before the tipping point is reached. However, this lower precariousness with increasing fishing effort comes at the cost of increasing the range of fishing effort over which coral and macroalgae are bistable; increasing hysteresis makes a regime shift triggered by a disturbance more difficult or impractical to reverse. Our results suggest that management strategies for small‐scale coral reef fisheries should consider how functional differences among harvested herbivores coupled with fisher selectivity influence benthic dynamics in light of the trade‐off between tipping point precariousness and coral recovery dynamics following large disturbances.

  3. Using social media, we collect evidence for how nearshore fisheries are impacted by the global COVID-19 pandemic in Hawai’i. We later confirm our social media findings and obtain a more complete understanding of the changes in nearshore non-commercial fisheries in Hawai’i through a more conventional approach—speaking directly with fishers. Resource users posted photographs to social media nearly three times as often during the pandemic with nearly double the number of fishes pictured per post. Individuals who fished for subsistence were more likely to increase the amount of time spent fishing and relied more on their catch for food security. Furthermore, individuals fishing exclusively for subsistence were more likely to fish for different species during the pandemic than individuals fishing recreationally. Traditional data collection methods are resource-intensive and this study shows that during times of rapid changes, be it ecological or societal, social media can more quickly identify how near shore marine resource use adapts. As climate change threatens additional economic and societal disturbances, it will be necessary for resource managers to collect reliable data efficiently to better target monitoring and management efforts.

  4. The emergence of ecosystem-based fisheries management (EBFM) has broadened the policy scope of fisheries management by accounting for the biological and ecological connectivity of fisheries. Less attention, however, has been given to the economic connectivity of fisheries. If fishers consider multiple fisheries when deciding where, when, and how much to fish, then management changes in one fishery can generate spillover impacts in other fisheries. Catch-share programs are a popular fisheries management framework that may be particularly prone to generating spillovers given that they typically change fishers’ incentives and their subsequent actions. We use data from Alaska fisheries to examine spillovers from each of the main catch-share programs in Alaska. We evaluate changes in participation—a traditional indicator in fisheries economics—in both the catch-share and non–catch-share fisheries. Using network analysis, we also investigate whether catch-share programs change the economic connectivity of fisheries, which can have implications for the socioeconomic resilience and robustness of the ecosystem, and empirically identify the set of fisheries impacted by each Alaska catch-share program. We find that cross-fishery participation spillovers and changes in economic connectivity coincide with some, but not all, catch-share programs. Our findings suggest that economic connectivity and the potential for cross-fishery spillovers deserve serious consideration, especially when designing and evaluating EBFM policies.

    Abstract

    Fishers reporting all of their catch is key to estimating population viabilities of vulnerable, highly migratory fish stocks. However, fishery managers find it difficult to ensure that this reporting behavior takes place consistently. Wild Atlantic salmon (Salmo salar) are a highly migratory and internationally contested species with a threatened conservation status. Greenland manages a fishery for Atlantic salmon, and its coastline serves as a key feeding ground in the life history of Atlantic salmon. However, salmon catch is underreported by fishers, even though they are required to report. Deterring noncompliant behavior with penalties and sending short message service (SMS) messages have been shown to increase compliance, but no known studies test their effect on compliance with catch reporting requirements. We evaluated two interventions for their effect on salmon catch reporting behavior among Greenland's salmon fishers. Salmon fishers were 41% more likely to report (p < 0.00) once a deterrence-based intervention was implemented. Fishers who received SMS reminders were 6% more likely to report salmon catch (p < 0.1). These results highlight the complementarity of nudges and command-and-control interventions to increase compliance with catch reporting requirements.
