Mechanisms underlying the loss of ecological resilience and a shift to an alternate regime with lower ecosystem service provisioning continues to be a leading debate in ecology, particularly in cases where evidence points to human actions and decision-making as the primary drivers of resilience loss and regime change. In this paper, we introduce the concept of coerced resilience as a way to explore the interplay among social power, ecological resilience, and fire management, and to better understand the unintended and undesired regime changes that often surprise ecosystem managers and governing officials. Philosophically, coercion is the opposite of freedom, and uses influence or force to gain compliance among local actors. The coercive force imposed by societal laws and policies can either enhance or reduce the potential to manage for essential structures and functions of ecological systems and, therefore, can greatly alter resilience. Using a classical fire-dependent regime shift from North America (tallgrass prairie to juniper woodland), and given that coercion is widespread in fire management today, we quantify relative differences in resilience that emerge in a policy-coerced fire system compared to a theoretical, policy-free fire system. Social coercion caused large departures in the fire conditions associated with alternative grassland and juniper woodland states, and the potential for a grassland state to emerge to dominance became increasingly untenable with fire as juniper cover increased. In contrast, both a treeless, grassland regime and a co-dominated grass-tree regime emerged across a wide range of fire conditions in the absence of policy controls. The severe coercive forcing present in fire management in the Great Plains, and corresponding erosion of grassland resilience, points to the need for transformative environmental governance and the rethinking of social power structures in modern fire policies.

Untapped capacity for resilience in environmental law
Over the past several decades, environmental governance has made substantial progress in addressing environmental change, but emerging environmental problems require new innovations in law, policy, and governance. While expansive legal reform is unlikely to occur soon, there is untapped potential in existing laws to address environmental change, both by leveraging adaptive and transformative capacities within the law itself to enhance social-ecological resilience and by using those laws to allow social-ecological systems to adapt and transform. Legal and policy research to date has largely overlooked this potential, even though it offers a more expedient approach to addressing environmental change than waiting for full-scale environmental law reform. We highlight examples from the United States and the European Union of untapped capacity in existing laws for fostering resilience in social-ecological systems. We show that governments and other governance agents can make substantial advances in addressing environmental change in the short term—without major legal reform—by exploiting those untapped capacities, and we offer principles and strategies to guide such initiatives.

The rapidly intensifying effects of climate change on urban settlements demand that cities move to the forefront of resilience planning. Climate extremes, from heatwaves to flooding, are increasingly testing the adaptability limits of urban systems and the vulnerability of their populations. Recognizing the unique position of cities, the IPCC’s seventh assessment cycle has prioritized urban areas in its upcoming Special Report on Climate Change and Cities. The IPCC report underscores the potential of cities to act as agents of climate adaptation and provides a framework for cities to build climate-resilient systems. Cities are positioned to pioneer practical, integrative solutions that blend climate sciences with urban planning, establishing frameworks that align economic growth, health equity, environmental sustainability, social justice, and effective governance. This opinion piece explores how cities, by positioning themselves as hubs for innovation, policy reform, and community collaboration, can transform climate vulnerabilities into opportunities for community resilience and sustainability, especially by becoming more-than-human cities, setting examples on the global stage.more » « less

Abstract The concept of adaptive capacity has received significant attention within social-ecological and environmental change research. Within both the resilience and vulnerability literatures specifically, adaptive capacity has emerged as a fundamental concept for assessing the ability of social-ecological systems to adapt to environmental change. Although methods and indicators used to evaluate adaptive capacity are broad, the focus of existing scholarship has predominately been at the individual- and household- levels. However, the capacities necessary for humans to adapt to global environmental change are often a function of individual and societal characteristics, as well as cumulative and emergent capacities across communities and jurisdictions. In this paper, we apply a systematic literature review and co-citation analysis to investigate empirical research on adaptive capacity that focus on societal levels beyond the household. Our review demonstrates that assessments of adaptive capacity at higher societal levels are increasing in frequency, yet vary widely in approach, framing, and results; analyses focus on adaptive capacity at many different levels (e.g. community, municipality, global region), geographic locations, and cover multiple types of disturbances and their impacts across sectors. We also found that there are considerable challenges with regard to the ‘fit’ between data collected and analytical methods used in adequately capturing the cross-scale and cross-level determinants of adaptive capacity. Current approaches to assessing adaptive capacity at societal levels beyond the household tend to simply aggregate individual- or household-level data, which we argue oversimplifies and ignores the inherent interactions within and across societal levels of decision-making that shape the capacity of humans to adapt to environmental change across multiple scales. In order for future adaptive capacity research to be more practice-oriented and effectively guide policy, there is a need to develop indicators and assessments that are matched with the levels of potential policy applications.more » « less

Addressing global challenges such as climate change requires large-scale collective actions, but such actions are hindered by the complexity and scale of the problem and the uncertainty in the long-term benefit of short-term actions (Jagers et al., 2019). In addition to climate change, socio-ecological systems face the cumulative pressures associated with resource needs, technology development, industrial expansion, and area conflicts. In marine systems, this has been called “the blue acceleration” (Jouffray et al., 2020) and is referred to as “socio-ecological pressures” in this paper. These socio-ecological pressures reduce our ability to reach the UN Sustainable Development Goals and meet the challenges of the UN Ocean Decade, and require integrating knowledge within a shared conceptual framework. For example, achieving sustainable growth must integrate ecological, socioeconomic, and governance perspectives on a larger scale by considering ecological impacts, ecosystem carrying capacities, economic trade-offs, social acceptability, and policy realities. This requires capacity development whereby actors unite to bridge disciplinary boundaries to meet challenges of complex systems.more » « less

Policy Brief: The Amazon has a diverse array of social and environmental initiatives that adopt forest-based land-use practices to promote rural development and support local livelihoods. However, they are often insufficiently recognized as transformative pathways to sustainability. This brief 1) identifies the key factors that enable these place-based initiatives to achieve successful social-ecological outcomes and 2) suggests policies to better support these grassroots efforts in addressing environmental and social challenges in the region, such as: • Promoting policies that prioritize and empower local grassroots leadership in sustainability initiatives. • Encouraging diversification in activities and partnerships to increase resilience and impact. • Promoting collaboration across different governance levels and sectors to support sustainability efforts.more » « less
