A framework is presented for understanding how misinformation shapes decision-making, which has cognitive representations of gist at its core. I discuss how the framework goes beyond prior work, and how it can be implemented so that valid scientific messages are more likely to be effective, remembered, and shared through social media, while misinformation is resisted. The distinction between mental representations of the rote facts of a message—its verbatim representation—and its gist explains several paradoxes, including the frequent disconnect between knowing facts and, yet, making decisions that seem contrary to those facts. Decision makers can falsely remember the gist as seen or heard even when they remember verbatim facts. Indeed, misinformation can be more compelling than information when it provides an interpretation of reality that makes better sense than the facts. Consequently, for many issues, scientific information and misinformation are in a battle for the gist. A fuzzy-processing preference for simple gist explains expectations for antibiotics, the spread of misinformation about vaccination, and responses to messages about global warming, nuclear proliferation, and natural disasters. The gist, which reflects knowledge and experience, induces emotions and brings to mind social values. However, changing mental representations is not sufficient by itself; gist representations must be connected to values. The policy choice is not simply between constraining behavior or persuasion—there is another option. Science communication needs to shift from an emphasis on disseminating rote facts to achieving insight, retaining its integrity but without shying away from emotions and values.

Harnessing Visible Representation to Mitigate Bias
Numerous attempts to improve diversity by way of changing the hearts of decision makers have fallen short of the desired outcome. One underappreciated factor that contributes to bias resides not in decision makers’ hearts, but instead in their minds. People possess images, or mental representations, for specific roles and professions. Which mental image or representation springs spontaneously to mind depends on the current status quo within a field. Whether or not an individual or groups’ appearance matches visual stereotypes results in perceptually mediated preferences and prejudices, both of which harbor pernicious assumptions about who belongs in a professional setting and why. Leveraging these scientific insights can enact change. Shifting visible exemplars can change people’s mental representations and their heart’s evaluative reactions to others.

Expert decision makers are starting to rely on data-driven automated agents to assist them with various tasks. For this collaboration to perform properly, the human decision maker must have a mental model of when and when not to rely on the agent. In this work, we aim to ensure that human decision makers learn a valid mental model of the agent's strengths and weaknesses. To accomplish this goal, we propose an exemplar-based teaching strategy where humans solve a set of selected examples and with our help generalize from them to the domain. We present a novel parameterization of the human's mental model of the AI that applies a nearest neighbor rule in local regions surrounding the teaching examples. Using this model, we derive a near-optimal strategy for selecting a representative teaching set. We validate the benefits of our teaching strategy on a multi-hop question answering task with an interpretable AI model using crowd workers. We find that when workers draw the right lessons from the teaching stage, their task performance improves. We furthermore validate our method on a set of synthetic experiments.more » « less

Stakeholder engagement is a vital, yet under-accessed and under-studied, resource for tackling wicked environmental problems. This paper examines mental models – cognitive representations of “real” systems – refined through group model building (GMB) with stakeholders concerned with environmental issues in the US state of Oklahoma. During GMB, a diverse group of high-level decision makers met with a variety of physical and social scientists to collaborate on mental models concerning three environmental focus areas in Oklahoma: encroachment of eastern red cedar, grid and infrastructure resilience, and marginal water use and re-use. We ask: how do individuals from diverse stakeholder groups describe causes and consequences of key environmental problems in Oklahoma? Results from this analysis advance efforts toward developing socially sustainable solutions for environmental problems in Oklahoma and beyond.more » « less

When a log burns, it transforms from a block of wood into a pile of ash. Such state changes are among the most dramatic ways objects change, going beyond mere changes of position or orientation. How does the mind represent changes of state? A foundational result in visual cognition is that memory extrapolates the positions of moving objects—a distortion called representational momentum. Here, five experiments ( N = 400 adults) exploited this phenomenon to investigate mental representations in state space. Participants who viewed objects undergoing state changes (e.g., ice melting, logs burning, or grapes shriveling) remembered them as more changed (e.g., more melted, burned, or shriveled) than they actually were. This pattern extended to several types of state changes, went beyond their low-level properties, and even adhered to their natural trajectories in state space. Thus, mental representations of objects actively incorporate how they change—not only in their relation to their environment, but also in their essential qualities.more » « less

Abstract This paper develops the concept of flood problem framing to understand decision-makers’ priorities in flood risk management in the Los Angeles Metropolitan Region in California (LA Metro). Problem frames shape an individual’s preferences for particular management strategies and their future behaviors. While flooding is a complex, multifaceted problem, with multiple causes and multiple impacts, a decision-maker is most likely to manage only those dimensions of flooding about which they are aware or concerned. To evaluate flood decision-makers’ primary concerns related to flood exposure, vulnerability, and management in the LA Metro, we draw on focus groups with flood control districts, city planners, nonprofit organizations, and other flood-related decision-makers. We identify numerous concerns, including concerns about specific types of floods (e.g., fluvial vs pluvial) and impacts to diverse infrastructure and communities. Our analyses demonstrate that flood concerns aggregate into three problem frames: one concerned with large fluvial floods exacerbated by climate change and their housing, economic, and infrastructure impacts; one concerned with pluvial nuisance flooding, pollution, and historic underinvestment in communities; and one concerned with coastal and fluvial flooding’s ecosystem impacts. While each individual typically articulated concerns that overlapped with only one problem frame, each problem frame was discussed by numerous organization types, suggesting low barriers to cross-organizational coordination in flood planning and response. This paper also advances our understanding of flood risk perception in a region that does not face frequent large floods. Significance StatementThis paper investigates the primary concerns that planners, flood managers, and other decision-makers have about flooding in Southern California. This is important because the way that decision-makers understand flooding shapes the way that they will plan for and respond to flood events. We find that some decision-makers are primarily concerned with large floods affecting large swaths of infrastructure and housing; others are concerned with frequent, small floods that mobilize pollution in low-income areas; and others are concerned with protecting coastal ecosystems during sea level rise. Our results also highlight key priorities for research and practice, including the need for flexible and accessible flood data and education about how to evacuate.more » « less
