Title: Hybrid Modes of Urban Water Delivery in Low- and Middle-Income Countries
Most urban residents in high-income countries obtain piped and treated water for drinking and domestic use from centralized utility-run water systems. In low- and middle-income countries (LMICs), however, utilities work alongside myriad other service providers that deliver water to hundreds of millions of city-dwellers. Hybrid modes of water delivery in urban areas in low- and middle-income countries are systems in which a variety of state and nonstate actors contribute to the delivery of water to households, schools, healthcare facilities, businesses, and government offices. Historically, the field has evolved to include within-utility networks and outside-the-utility provision mechanisms. Utilities service the urban core through network connections, while nonstate, smaller-scale providers supplement utility services both inside and outside the piped network. The main reform waves since the 1990s—privatization and corporatization—have done little to alter the hybrid nature of provision. Numerous case studies of nonutility water providers suggest that they are imperfect substitutes for utilities. They reach millions of households with no access to piped water, but the water they deliver tends to be of uncertain quality and is typically far more expensive than utility water. Newer work on utility-provided water and utility reforms has highlighted the political challenges of private sector participation in urban water; debates have also focused on the importance of contractual details such as tariff structures and investor incentives. New research has produced numerous studies on LMICs on the ways in which utilities extend their service areas and service types through explicit and implicit relationships with front-line water workers and with supplemental nonstate water suppliers. From the nonutility perspective, debates animated by questions of price and quality, the desirability or possibility of regulation, and the compatibility (or lack thereof) between reliance on small-scale water providers and the human right to safe water, are key areas of research. While understanding the hybrid nature of water delivery is essential for responsible policy formulation and for understanding inequalities in the urban sphere, there is no substitute for the convenience and affordability of universal utility provision, and no question that research on the conditions under which particular types of reforms can improve utility provision is sorely needed.  more » « less

    ABSTRACT Low- and middle-income countries (LMICs) bear the largest mortality burden of antibiotic-resistant infections. Small-scale animal production and free-roaming domestic animals are common in many LMICs, yet data on zoonotic exchange of gut bacteria and antibiotic resistance genes (ARGs) in low-income communities are sparse. Differences between rural and urban communities with regard to population density, antibiotic use, and cohabitation with animals likely influence the frequency of transmission of gut bacterial communities and ARGs between humans and animals. Here, we determined the similarity in gut microbiomes, using 16S rRNA gene amplicon sequencing, and resistomes, using long-read metagenomics, between humans, chickens, and goats in a rural community compared to an urban community in Bangladesh. Gut microbiomes were more similar between humans and chickens in the rural (where cohabitation is more common) than the urban community, but there was no difference for humans and goats in the rural versus the urban community. Human and goat resistomes were more similar in the urban community, and ARG abundance was higher in urban animals than rural animals. We identified substantial overlap of ARG alleles in humans and animals in both settings. Humans and chickens had more overlapping ARG alleles than humans and goats. All fecal hosts from the urban community and rural humans carried ARGs on chromosomal contigs classified as potentially pathogenic bacteria, including Escherichia coli , Campylobacter jejuni , Clostridioides difficile , and Klebsiella pneumoniae . These findings provide insight into the breadth of ARGs circulating within human and animal populations in a rural compared to urban community in Bangladesh. IMPORTANCE While the development of antibiotic resistance in animal gut microbiomes and subsequent transmission to humans has been demonstrated in intensive farming environments and high-income countries, evidence of zoonotic exchange of antibiotic resistance in LMIC communities is lacking. This research provides genomic evidence of overlap of antibiotic resistance genes between humans and animals, especially in urban communities, and highlights chickens as important reservoirs of antibiotic resistance. Chicken and human gut microbiomes were more similar in rural Bangladesh, where cohabitation is more common. Incorporation of long-read metagenomics enabled characterization of bacterial hosts of resistance genes, which has not been possible in previous culture-independent studies using only short-read sequencing. These findings highlight the importance of developing strategies for combatting antibiotic resistance that account for chickens being reservoirs of ARGs in community environments, especially in urban areas.

  2. Throughout history, urban agriculture practitioners have adapted to various challenges by continuing to provide food and social benefits. Urban gardens and farms have also responded to sudden political, economic, ecological, and social crises: wartime food shortages; urban disinvestment and property abandonment; earthquakes and floods; climate-change induced weather events; and global economic disruptions. This paper examines the effects on, and responses by, urban farms and gardens to the COVID-19 pandemic. The paper is based on data collected in the summer of 2020 at the onset of the pandemic when cities were struggling with appropriate responses to curb its spread. It builds on an international research project (FEW-meter) that developed a methodology to measure material and social benefits of urban agriculture (UA) in five countries (France, Germany, Poland, UK and USA) over two growing seasons, from a Food-Energy-Water nexus perspective. We surveyed project partners to ascertain the effects of COVID-19 on those gardens and farms and we interviewed policy stakeholders in each country to investigate the wider impacts of the pandemic on UA. We report the results with respect to five key areas: (1) garden accessibility and service provision during the pandemic; (2) adjustments to operational arrangements; (3) effects on production; (4) support for urban farms and gardens through the pandemic; and (5) thoughts about the future of urban agriculture in the recovery period and beyond. The paper shows that the pandemic resulted in multiple challenges to gardens and farms including the loss of ability to provide support services, lost income, and reductions in output because of reduced labor supply. But COVID-19 also created several opportunities: new markets to sell food locally; more time available to gardeners to work in their allotments; and increased community cohesion as neighboring gardeners looked out for one another. By illustrating the range of challenges faced by the pandemic, and strategies to address challenges used by different farms and gardens, the paper illustrates how gardens in this pandemic have adapted to become more resilient and suggests lessons for pandemic recovery and longer-term planning to enable UA to respond to future public health and other crises.

    For many middle‐income households, paying the electricity bill is a mundane, even mindless, act. But for an ever‐increasing number of low‐income families, the electricity bill—filtered through the racialized materiality of poor‐quality housing stock and antidemocratic price regulation—represents something more ominous: looming disconnection, eviction, and a deep spin of vulnerabilities. This article explores the materiality of race in the US South through the prism of southern utilities and maps the political landscape on which contestations over the value of energy are taking place. I ask, how do different conceptualizations of value by utilities, regulators, and energy justice advocates figure into the price of energy and racialized dispossession in the Deep South? I draw attention to the highly elaborated narrative politics of the value of Georgia Power's energy. In conversation with recent anthropological debates about value and “the just price,” I argue that Georgia Power's monopoly on public power engages and reinforces the racialized political economy of the South to produce high home energy prices for low‐income families. But it also provokes a decryption of these energy prices by energy justice advocates that connects the silent violence of energy injustice to people's everyday experiences of extractive utility bills.

    Objective To assess the links between structural and household determinants of household water insecurity and test three water insecurity measures against self-reported diarrhoea, dengue fever and perceived stress in the middle-income and low-income urban areas of Torreón, Mexico. Design Cross-sectional household survey conducted in two waves (rainy and dry seasons). Participants 500 households selected via multistage cluster sample in selected communities. Socioeconomic status determined the selection of participant neighbourhoods; five were identified in low socioeconomic status neighbourhoods and five in low-medium socioeconomic status neighbourhoods. We examine how the context of urban water provision is related to a new cross-culturally valid Household Water Insecurity Experiences (HWISE) Scale. Primary outcome measures The HWISE Scale, self-reported diarrhoea, dengue fever and the Perceived Stress Scale. Results Water system intermittency (adjusted OR (AOR) 3.96, 95% CI 2.40 to 6.54, p<0.001), unpredictability (AOR 2.24, 95% CI 1.34 to 3.74, p=0.002) and the dry season (AOR 3.47, 95% CI 2.18 to 5.52, p<0.001) were structural correlates of the HWISE Scale. This study also found that the HWISE Scale was associated with two health outcomes, self-reported diarrhoea (AOR 1.09, 95% CI 1.03 to 1.15, p=0.002) and perceived stress (β=0.28, SE=0.07, t =4.30, p<0.001), but not self-reported dengue fever (AOR 1.02, 95% CI 0.98 to 1.06). A 3-item hygiene subscore and a 3-item water worry subscore were also both positively associated with self-reported diarrhoea and perceived stress. Conclusion Short-form screeners of water insecurity may be useful for assessing certain health risks by lay survey workers in settings with limited healthcare resources, particularly in lieu of more expensive microbiological tests that require specialised training and facilities.

  5. Tanker water markets (TWM) supply water services in many urban areas, including those unconnected to public infrastructures. Notwithstanding, they have been associated with outcomes in conflict with sustainability goals of water policy, e.g., through inequitable and unaffordable supply or by contributing to groundwater overexploitation. So far, the literature dedicated to TWM has primarily conducted case studies embedded in diverse local contexts, which impedes the comparison and transfer of insights. In this article, we systematically summarize existing empirical knowledge on TWM and assess to what extent normative claims about the impacts of TWM on sustainability goals are supported by evidence. We use the concept of sustainable access, which combines notions of what constitutes access to water and what characterizes sustainable supply of services. The available evidence suggests that TWM have two key functions in urban water systems: (1) They provide services at otherwise unavailable levels, particularly with respect to the temporal availability and spatial accessibility of the service, and (2) they extend access to areas without or with low-quality network supply, typically low-income communities on the fringe of cities. From the perspective of sustainable access, we find that TWM can provide high service levels and thus fill a specific gap in the landscape of urban water services. Due to comparatively high prices, however, it is unlikely that these services are affordable for all. The combination of heterogeneous access to cheaper (subsidized) piped water and marginal pricing in TWM results in allocation outcomes that are not coherent with existing notions of equitable access to water. However, there is little convincing evidence that TWM necessarily result in unsustainable water use. The literature indicates that urban water governance in the studied areas is frequently characterized by a lack of effective institutions, which impedes the regulation or formalization of TWM.
