Title: Unlikely alliances and their implications for resource management in the American West
Abstract

Collaborative, or participatory governance is an increasingly common means of addressing natural resource issues, especially in the American West where patchworks of public, private, and tribal interests characterize the region’s resources. In this context, unlikely alliances, or partnerships among diverse actors who have historically been at odds, have a growing potential to shape social and ecological outcomes, for better or worse. While these unlikely alliances have received greater attention in recent years, relatively little research has worked to synthesize the concept across diverse contexts and disciplines. Based on a review of the literature on unlikely alliances in natural resource governance, we develop a framework that synthesizes the individual motivations and contextual factors that influence their formation, as well as the social and ecological outcomes that they create. We use this framework to analyze six illustrative cases of unlikely alliances. Our analysis of these cases suggests that unlikely alliances in the American West are likely to arise in the presence of a crisis, when appropriate leadership is present, when some of the actors have interacted effectively in the past, and when actors need to pool resources. The cases also illustrate some common outcomes, including environmental improvement, transformation of social networks, policy change, and shifts in power relationships. We discuss the implications of unlikely alliances for the social-ecological future of the American West. Our paper highlights the role of unlikely alliances in shaping patterns of natural resource governance, and provides a focus for further research in this realm.

  1. Synopsis

    Public health researchers have long been aware of the importance of defining the human community associated with research on environmental health initiatives. However, the field community’s human components where applied ecology research is conducted, e.g. diverse participants and perspectives, are often overlooked in environmental problem solving. We outline a framework for elevating the human dimension in defining the field community in applied ecology research and for teaching diverse undergraduate students the skills needed to address Anthropocene environmental concerns. We promote broadening participation and incorporating cultural and racial perspectives in ecology research planning, implementation, and teaching. We use the environmental research problem of concern to identify the diverse human community groups potentially connected to the problem and guide the strategies for incorporating their perspectives in the proposed research project. Which human community, whether local, ethnic, or visiting public community, affects the resource management strategy, i.e. people protect what they love, can change the outcomes of applied ecological research, as well as promote development of a diverse environmental workforce. Broadening participation and perspectives means that the people asking the research questions are also part of the social ecological community processes who choose which questions to pursue to manage the natural resources of the community. Here, we promote research and teaching practices that consider the long-standing multicultural connections to nature to allow all students to pursue their love of nature and its beauty in a safe, comfortable, and mentoring setting. We integrate current human diversity, equity, and inclusion-focused pedagogical knowledge into the Ecological Society of America-endorsed 4DEE multidimensional curricular framework. We provide a faculty action guide to engage and train diverse students in ecological practices that meet the needs of today’s environmental problem-solving workforce.

  2. On a planet experiencing global environmental change, the governance of natural resources depends on sustained collective action by diverse populations. Engaging in such collective action can only build upon the foundation of human cognition in social–ecological settings. To help understand this foundation, we assess the effect of cognitive abilities on the management of a common pool resource. We present evidence that two functionally distinct cognitive abilities, general and social intelligence, improve the ability of groups to manage a common pool resource. Groups high in both forms of intelligence engage in more effective collective action that is also more consistent, despite social or ecological change. This result provides a foundation for integrating the effects of cognitive abilities with other dimensions of cognitive diversity to explain when groups will and will not sustainably govern natural resources.

  3. Abstract

    Collaborative governance has emerged as a promising approach for addressing complex water sustainability issues, with purported benefits from enhanced democracy to improved environmental outcomes. Collaborative processes are often assumed to be inherently more equitable than traditional governance approaches due to their goal of engaging diverse actors in the development of policy and management solutions. However, when collaborative water governance processes ignore issues of politics and power in their design, they risk creating or even exacerbating existing inequities. How, then, can collaborative water governance processes be designed to enhance, rather than undermine, equity? To answer this question, we first conduct an extensive review of the collaborative governance literature to identify common design features of collaborative processes, which each present potential benefits and challenges for actualizing equitable collaborative water governance. After critically discussing these design features, we explore how they are executed through two case studies of collaborative water governance in western North America: groundwater governance reform in California and transnational Colorado River Delta governance. In reflecting on these cases, we chart an agenda for future collaborative water governance research and practice that moves beyond engaging diverse actors to promoting equity among them.

  4. Megacities are socio-ecological systems (SES) that encompass complex interactions between residents, institutions, and natural resource management. These interactions are exacerbated by climate change as resources such as water become scarce or hazardous through drought and flooding. In order to develop pathways for improved sustainability, the disparate factors that create vulnerable conditions and outcomes must be visible to decision-makers. Nevertheless, for such decision-makers to manage vulnerability effectively, they need to define the salient boundaries of the urban SES, and the relevant biophysical, technological, and socio-institutional attributes that play critical roles in vulnerability dynamics. Here we explore the problem of hydrological risk in Mexico City, where vulnerabilities to flooding and water scarcity are interconnected temporally and spatially, yet the formal and informal institutions and actors involved in the production and management of vulnerability are divided into two discrete problem domains: land-use planning and water resource management. We analyze interviews with city officials working in both domains to understand their different perspectives on the dynamics of socio-hydrological risk, including flooding and water scarcity. We find governance gaps within land-use planning and water management that lead to hydro-social risk, stemming from a failure to address informal institutions that exacerbate vulnerability to flooding and water scarcity. Mandates in both sectors are overlapping and confusing, while socio-hydrological risk is externalized to the informal domain, making it ungoverned. Integrated water management approaches that recognize and incorporate informality are needed to reduce vulnerability to water scarcity and flooding.

  5. Abstract

    Essential for society to function, the production and consumption of food, energy, and water (FEW) are deeply intertwined, leading to calls for a nexus approach to understand and manage the complex tradeoffs and cascading effects. What research exists to date on this FEW nexus? How have scholars conceptualized these interactions at the urban scale? What are some promising approaches? Where are the research gaps? To answer these questions, we conducted a quantitative review of the academic literature on the FEW nexus (1399 publications) over more than four decades (1973–2017), followed by in-depth analysis of the most influential papers using an evaluation matrix that examined four components: 1) modeling approach; 2) scale; 3) nexus ‘trigger’; and 4) governance and policy. Scholars in the fields of environmental science predominated, while social science domains were under-represented. Most papers used quantitative rather than qualitative approaches, especially integrated assessment and systems dynamics modeling although spatial scale was generally recognized, explicit consideration of multi-scalar interactions was limited. Issues of institutional structure, governance, equity, resource access, and behavior were also underdeveloped. Bibliometric analysis of this literature revealed six distinct research communities, including a nascent urban FEW community. We replicated the analysis for this urban group, finding it to be just emerging (80% of papers have been published since 2010) and dominated by scholars in industrial ecology. These scholars focus on quantifying FEW flows of the urban metabolism in isolation rather than as a nexus, largely ignoring the political and socio-economic factors shaping these flows. We propose the urban FEW metabolism as a boundary object to draw in diverse scholarly and practitioner communities. This will advance research on complex FEW systems in four key areas: (1) integration of heterogeneous models and approaches; (2) scalar linkages between urban consumption and trans-boundary resource flows; (3) how actors and institutions shape resource access, distribution and use; and (4) co-production of knowledge with stakeholders.
