Title: Approximating Community Water System Service Areas to Explore the Demographics of SDWA Compliance in Virginia
Although the United States Safe Drinking Water Act (SDWA) theoretically ensures drinking water quality, recent studies have questioned the reliability and equity associated with community water system (CWS) service. This study aimed to identify SDWA violation differences (i.e., monitoring and reporting (MR) and health-based (HB)) between Virginia CWSs given associated service demographics, rurality, and system characteristics. A novel geospatial methodology delineated CWS service areas at the zip code scale to connect 2000 US Census demographics with 2006–2016 SDWA violations, with significant associations determined via negative binomial regression. The proportion of Black Americans within a service area was positively associated with the likelihood of HB violations. This effort supports the need for further investigation of racial and socioeconomic disparities in access to safe drinking water within the United States in particular and offers a geospatial strategy to explore demographics in other settings where data on infrastructure extents are limited. Further interdisciplinary efforts at multiple scales are necessary to identify the entwined causes for differential risks in adverse drinking water quality exposures and would be substantially strengthened by the mapping of official CWS service boundaries.  more » « less

  1. Abstract: Tribal Nations in the United States are afflicted by a number of disparities including health, socioeconomics, education, and contaminant exposure to name a few. To understand drinking water quality disparities, we analyzed Safe Drinking Water Act violations in Indian Country found in the Environmental Protection Agency’s (EPA’s) Enforcement and Compliance History Online (ECHO) and compared them to violations in non-tribal areas of the same state for the time period 2014 – 2017. The violations assessed were total point accumulations per year per 1,000 customers, health-based maximum contaminant limit (MCL), reporting and monitoring, and public notice for each state reporting tribal data. Violation point disparities were evident, as tribal facilities acquired nearly six times the points of the national average. In some states, health-based tribal water quality was better than in non-tribal communities, however Arizona, Iowa, Idaho, Montana, Utah, and Wyoming had MCL violations affecting a greater percentage of tribal populations than non-tribal. Nation-wide, monitoring and reporting violations affected tribal communities at nearly twice the rate of non-tribal customers. Public notice reporting was high and comparable for both tribal and non-tribal facilities. Finally, a comparison of small drinking water facilities, under which ~97% of the surveyed tribal drinking water falls, confirmed state-wide disparities. Solutions for the apparent disparities in Indian Country and on non-tribal lands may be as simple as rectifying monitoring and reporting violations, though this correction will not shift the overall water quality difference. Addressing MCL and treatment violations is the next step to reduce the disparity.

  2. Small community water systems (CWS) often have difficulty maintaining high-quality service provision. Part- nerships can help alleviate these problems, yet may not be attainable or pursued. This research examines the perspectives of U.S. state agencies with drinking water primacy regarding the benefits of water systems part- nerships and the points of leverage that can induce water systems to partner. It assesses the benefits, drawbacks, and barriers to five common forms of partnerships as well as the approaches states can use to encourage small CWS partnerships. Findings indicate that while partnerships hold significant potential, in many contexts, there are inherent limitations to their formation.

  3. ABSTRACT The cost of basic drinking water services has implications for affordability, investment capacity, and public health. The fragmentation of drinking water services in the United States makes it difficult to reliably track and compare what customers pay for basic drinking water services. This paper uses a new, national dataset to examine the social, political, environmental, and institutional drivers of the cost of basic drinking water services, measured as the cost to households of 6000 gal of water per month. We find basic drinking water service costs vary widely across the United States. Costs are generally higher in smaller and more liberal cities and lower in places that rely on groundwater sources. Our findings provide a unique national perspective on variation in, and drivers of, the cost of basic water services and can inform efforts to improve the affordability, accessibility, and quality of drinking water services in the United States.

  4. United Nations recognized access to safe drinking water as a human right, yet many countries in the developing world lack access to potable water. Recurrent incidences of water-borne illnesses have a devastating effect on the morale and personal well-being of many people living in developing countries, contrasting the achievement of the UN’s objective. Qualitative and semi-quantitative approaches used for risk assessment are often ineffective, time-consuming, and do not discern the risk due to ingestion of unsafe drinking water at the global scale. This research utilizes a global dataset of drinking water facilities to evaluate the risks using a clustering approach. Extensive data analysis involving predetermined risk thresholds, the exceedance of which indicates the potential adverse risk. These risk-thresholds are based on the JMP Service Ladder, which effectively utilizes density-based spatial clustering of applications. Risk analysis of 132 datasets was conducted to designate the risk categories ranging from low, medium, and high-risk. Of the dataset analyzed, 90 areas were designated as a low-risk category while 42 were medium-risk. Overall, the clustering approach is an excellent tool to analyze a large dataset for risk assessment which will help the potential stakeholder, including the water utility manager, to assess the potential risk due to declining water quality quickly. Additionally, the clustering approach can be further harnessed for better data visualization, long-term performance evaluation of water utility, and real-time drinking water quality monitoring.

    Drinking water services in the U.S. are critical for public health and economic development but face technical, political, and administrative challenges. Understanding the root cause of these challenges and how to overcome them is hindered by the lack of integrative, comprehensive data about drinking water systems and the communities they serve. The Municipal Drinking Water Database (MDWD) combines financial, institutional, demographic, and environmental conditions of U.S. municipalities and their community water systems (CWS). Municipally owned and operated CWS are ubiquitous and play a critical role in ensuring safe, affordable drinking water services for most Americans; they also offer important opportunities for understanding municipal government behavior and decision making. The MDWD is publicly available and will enable researchers and practitioners interested in viewing or tracking drinking water spending, the financial condition of municipal governments, or myriad demographic, political, institutional, and physical characteristics of municipal drinking water systems to access the data quickly and easily. This paper describes the database and its creation, details examples of how the data can be used and discusses illustrative analyses of trends and insights that can be gleaned from the database. Building and sharing more integrated datasets provides new opportunities for asking novel questions about the drivers and consequences of local decision making about drinking water.
