The coronavirus pandemic has challenged the operation of municipal solid waste management systems (MSWMSs) in the United States and elsewhere. With the growing concern about the potential exposure to the coronavirus, people are spending more time in their homes while changing their waste generation behaviors. This phenomenon has changed not only how people produce waste but also how MSWMSs plan and adapt the operation of their facilities. Since solid waste management has been declared as an essential service in addition to public health, MSWMSs have faced new challenges and thus developed adaptive measures in order to keep their critical operations. This study (i) identifies a broad range of waste management and operational challenges and (ii) summarizes various adaptive measures taken by different MSWMSs. Ephemeral data were collected and analyzed on the longitudinal impact of the pandemic on multiple MSWMSs in severely affected U.S. states, such as Florida, California, and New York, over a nine-month period. Note that best management practices for such waste-related challenges and adaptive measures can vary across different MSWMSs and states. In order to facilitate the development of different MSWMSs’ plan for future pandemic events, this study will characterize the identified impact of the pandemic and its relevant adaptive measures in terms of system structure (i.e., what facilities exist [entity], how they interact with one another [interdependency], and who control which facilities [control]).

Challenges and Adaptive Measures for U.S. Municipal Solid Waste Management Systems during the COVID-19 Pandemic
The coronavirus pandemic has resulted in major disruptions in the way municipal solid waste management systems (MSWMSs) operate due to substantial distortions in waste generation trends, along with a variety of significant operational and managerial challenges. As critical infrastructure, MSWMSs have endeavored to adapt in response to such unprecedented stresses in order to maintain their operations during the pandemic. The challenges and their relevant adaptive measures, however, have varied with the progression of the pandemic across different MSWMSs. Currently, there is a limited understanding of such time-bound and system-specific phenomena, which impedes timely and effective adaptation. This study aims to fill this knowledge gap by performing a detailed and documented investigation of the longitudinal impact of the coronavirus pandemic on different MSWMSs across the United States, along with its evolution over time, using collected qualitative and quantitative data (i.e., monthly interviews with waste management personnel, online news media, and waste tonnages). This study also develops a relational database system to facilitate the systematic recording and monitoring of the pandemic’s impact on MSWMSs, as well as guide the implementation of different adaptation strategies based on distinct systems’ characteristics. Findings of this study will help solid waste decision-makers better understand the current pandemic, along with serving as a knowledge base for future pandemic scenarios towards more resilient MSWMSs.

Waste management is a critical sector that needs to co-ordinate its activities with outcomes that impact society. Multi-criteria decision-making methods for waste management have been widely considered using environmental and economic criteria. With the development of new social regulations and concerns, sustainable waste management needs to additionally target socially acceptable practices. Despite the need to aid solid waste management decision-makers in contemplating the three pillars of sustainability, a limited inclusion of social impact has been found in the multi-objective decision-making literature. This study presents a systematic literature review of multi-criteria decision-making methods in solid waste management. The purpose of this study is threefold. (1) Emphasize the application of multi-objective decision-making methods, summarizing the models that have been used and their applications; (2) provide insights into the quantification of social aspects and their inclusion in decision-making methods, providing a list of social indicators collected from the reviewed studies; (3) offer an analysis of stakeholders’ involvement in waste management. From the articles investigated, one can observe the importance of understanding the local context in which the waste management system is located and the necessity of community consultation to recognize the potential challenges and improvements to solid waste management systems. Consequently, the involvement of stakeholders is crucial during the quantification process of social indicators. In alignment with the findings and needs raised by this review, a methodological approach is suggested for integrating optimization, social aspects, and stakeholders under a waste management context.more » « less

Recent disruptions in waste management, including the COVID-19 pandemic and China’s decision to limit waste imports from the United States, have shocked materials management systems across the United States. In Maine, these disruptions have been exacerbated by significant disturbances in the state’s waste management infrastructure. These shocks, emerging on multiple scales, combine to strongly impact Maine’s communities. Drawing on interviews with stakeholders involved in waste hauling, processing, outreach and education, as well as state and municipal government. Our paper explores how participants are leveraging these experiences to envision a more resilient materials management system for the state. However, as this case study illustrates, the complexity of materials management systems means that there is no single solution for ongoing, emergent, and unforeseen disruptions. Our research identifies tensions related to how to define system boundaries, the respective roles of the government and markets, issues of scale, and the dual need for both centralized and distributed solutions. Our exploration of materials management disruptions in Maine demonstrates the complexity of building and managing systems that attempt to balance the social, economic and ecological dimensions of materials management systems.more » « less

The increasing volume of electronic waste (e-waste) creates significant environmental and economic challenges which demands practical management strategies. Life Cycle Assessment (LCA) has been known as a principal tool for evaluating the environmental impact of e-waste recycling and disposal methods. However, its application is hampered by inconsistencies in methodology, data limitations, and variations in system boundaries. This study provides a review of current LCA tools used in e-waste analysis and identifies gaps and opportunities for improvement. It categorizes studies into three groups: studies that applied LCA to product and process optimization, impact evaluation, and policy development. Findings reveal that LCA has been helpful in assessing the sustainability of different recycling strategies. However, significant variations exist in methodological approaches and data accuracy. Challenges such as the lack of standardized LCA protocols, the limited availability of regionspecific impact data, and inconsistencies in assessment methodologies are still barriers to its widespread adoption. Finally, the study discusses emerging trends in LCA aimed at addressing current gaps, including the incorporation of machine learning and artificial intelligence for predictive modeling, dynamic impact assessment frameworks, and the role of real-time data collection via IoT-based sensors.more » « less

Populated coastal areas worldwide have a legacy of numerous solid waste disposal sites. At the same time, mean sea level is rising and likely to accelerate, increasing flooding and/or erosion. There is therefore concern that landfill sites located at and near the coast pose a growing risk to the environment from the potential release of liquid and solid waste materials. This paper aims to assess our present understanding of this issue as well as research and practice needs by synthesizing the available evidence across a set of developed country cases, comprising England, France, Germany, the Netherlands, and the United States (Florida). Common insights gained here include: (1) a lack of data and limited appreciation of waste release from coastal landfill as a potential problem; (2) recognition of the scale and diversity of coastal landfill waste within a range of generic settings (or situations); and (3) a lack of robust protocols that allow the impact of different categories of waste release to the coast to be assessed in a consistent and evidence-based manner, most particularly for solid waste. Hence, a need for greater understanding of the following issues is identified: (1) the amount, character and impact of waste that could be released from landfill sites; (2) the acceptability and regulation of waste eroding from coastal landfills; (3) present and future erosion rates at landfill sites suggesting the need for more monitoring and relevant predictive tools; (4) the full range of possible management methods for dealing with waste release from landfills and the science to support them; and (5) relevant long-term funding mechanisms to address this issue. The main focus and experience of current management practice has been protection/retention, or removal of landfills, with limited consideration of other feasible solutions and how they might be facilitated. Approaches to assess and address solid waste release to the marine/coastal environment represent a particular gap. Lastly, as solid waste will persist indefinitely and sea levels will rise for many centuries, the long timescale of this issue needs wider appreciation and should be included in coastal and waste policy.more » « less
