Title: Do Advisories, Warnings, or Color Coding Matter to Risk Perception and Precautionary Decisions?
Abstract

There are lingering questions about the effectiveness of the watch, warning, and advisory system (WWA) used to convey weather threats in the United States. Recently there has been a shift toward alternative communication strategies such as the impact-based forecast. The study reported here compared users’ interpretation of a color-coded impact-based prototype designed for email briefings, to a legacy WWA format. Participants, including emergency managers and members of the public, saw a weather briefing and rated event likelihood, severity, damage, and population affected. Then they recommended emergency response actions. Each briefing described the severity of the weather event and the degree of impact on population and property. In one condition a color-coded impacts scale was added to the text description. In another, an advisory and/or warning was added to the text description. These were compared with the text-only control. Both emergency managers and members of the public provided higher ratings for event likelihood, severity, damage, and population affected and recommended a greater response for higher impact levels regardless of format. For both groups, the color-coded format decreased ratings for lower-impact events. Among members of the public, the color-coded format also led to increases for many ratings and greater response at higher levels relative to the other two conditions. However, the highest ratings among members of the public were in the WWA condition. Somewhat surprisingly, the only effect of the WWA format on emergency managers was toreduceaction recommendations, probably because of the inclusion of the “advisory” in some briefings.

  1. This study analyzes 488 household residents’ responses to the 2018 Indonesia M7.5 earthquake and tsunami. Comparison of this event with past earthquake and tsunami events, such as the 2009 Samoa (M8.1), 2011 Christchurch (M6.3), and 2011 Tohoku (M9.0) events, identifies commonalities and differences among people’s responses to these events. The results show that many Palu respondents failed to recognize strong earthquake ground motion as an environmental cue to a tsunami, but this was partially offset by an informal peer warning network. Most of the warnings only mentioned one of the six recommended message elements—the tsunami hazard. However, this brief message might have been adequate for many people if they could infer the certainty, severity, and immediacy of the threat, and appropriate evacuation modes, routes, and destinations. Unlike two comparison cases, some Palu respondents actually began their evacuation later than they expected the tsunami to strike. This might be due to spending too much time milling (seeking additional information, relaying warnings, reuniting families, and preparing to evacuate)—given the tsunami’s extremely rapid onset. This finding underscores the need for coastal emergency managers to promote evacuation preparedness for near-field tsunamis in which households pack Grab and Go kits in advance, warn others while evacuating, and plan in advance where to reunite household members who must evacuate separately.

  2. Emergencies, such as extreme weather events, require residents to evacuate for their safety. Past research suggests that administrative burdens—compliance, learning, and psychological costs—can impact the likelihood of evacuations to shelters. These burdens disproportionately impact socially vulnerable populations and create social equity issues. Florida operates special needs shelters to provide safe environments and basic assistance to individuals needing higher levels of care and supervision and ensure that special medical needs are met during an evacuation. Using data from 23 county after-action reports from Hurricane Irma, this article examines administrative burdens faced by individuals evacuating to special needs shelters. Although residents faced all three types of administrative burdens, psychological costs were most common, especially among counties with high social vulnerability. Based on the results, recommendations are provided for public administrators and emergency managers to reduce these administrative burdens when evacuating to special needs shelters during future emergencies.

    Extreme weather events are expected to increase in frequency and severity due to climate change. However, we lack an understanding of how recent extreme weather events have impacted the U.S. population. We surveyed a representative sample of the U.S. public (n = 1071) in September 2021 about self-reported impacts they experienced from six types of extreme weather events within the past three years. We find that an overwhelming majority (86%) of the U.S. public reported being at least slightly impacted by an extreme weather event, and one-third (34%) reported being either very or extremely impacted by one or more types of extreme weather events. We clustered respondents into four impact groups, representing a composite of self-reported impacts from multiple types of extreme weather events. Respondents in the highest extreme weather impact group are more than 2.5 times as likely to identify as Black or Hispanic and 1.89 times more likely to live in a household with income levels below the Federal poverty level. We also observe reports of higher extreme weather impacts from respondents who are female, do not have a bachelor’s degree and live in a rural area. Our results indicate that extreme weather impacts are being felt by a broad cross-section of the U.S. public, with the highest impacts being disproportionately reported by populations that have previously been found to be more vulnerable to natural disasters and other extreme events.

  4. In addition to academic curricula, schools offer regular drills to train young people and adult staff on what to do in an emergency or disaster. Earthquake drills in the United States currently recommend the protective action “drop, cover, and hold on” in the event of shaking. Yet, little is known about whether this guidance is followed in schools and homes by children and adults. To fill this gap, this research examined protective actions taken by children and adults during the 2018 Anchorage, Alaska earthquake and the 2019 Ridgecrest, California earthquake sequence. Our research team conducted indepth interviews with kindergarten to secondary school administrators, teachers, and students, as well with parents, emergency managers, building officials, and engineers (N = 118) in earthquake-affected communities. Our findings indicate that the most common action among children across the study locations was to drop, cover, and hold on. Adults, however, did not always follow current recommended guidance and exhibited more variability in the actions they took in response to shaking, such as trying to protect others, getting in doorways, freezing in place, or rapidly exiting buildings. This research suggests that a generational gap exists that could compromise the safety of young people as well as the adults who care for them. We recommend that earthquake training in schools be strengthened to better prepare both child and adult populations for the threat of earthquakes. Moreover, the emergence of new technologies, like ShakeAlert – the earthquake early warning system for the West Coast of the United States – can create new opportunities for disseminating alert and warning information and preparing populations for impending hazards. Recognising how children and adults may react in an earthquake can improve drills and messaging, refine risk communication strategies, and reduce injury and loss of life.

  5. Abstract NOAA’s Hazardous Weather Testbed (HWT) is a physical space and research framework to foster collaboration and evaluate emerging tools, technology, and products for NWS operations. The HWT’s Experimental Warning Program (EWP) focuses on research, technology, and communication that may improve severe and hazardous weather warnings and societal response. The EWP was established with three fundamental hypotheses: 1) collaboration with operational meteorologists increases the speed of the transition process and rate of adoption of beneficial applications and technology, 2) the transition of knowledge between research and operations benefits both the research and operational communities, and 3) including end users in experiments generates outcomes that are more reliable and useful for society. The EWP is designed to mimic the operations of any NWS Forecast Office, providing the opportunity for experiments to leverage live and archived severe weather activity anywhere in the United States. During the first decade of activity in the EWP, 15 experiments covered topics including new radar and satellite applications, storm-scale numerical models and data assimilation, total lightning use in severe weather forecasting, and multiple social science and end-user topics. The experiments range from exploratory and conceptual research to more controlled experimental design to establish statistical patterns and causal relationships. The EWP brought more than 400 NWS forecasters, 60 emergency managers, and 30 broadcast meteorologists to the HWT to participate in live demonstrations, archive events, and data-denial experiments influencing today’s operational warning environment and shaping the future of warning research, technology, and communication for years to come.
