Title: Research Analytics: A Systematic Literature Review
As data-informed decision-making continues to evolve across multiple disciplines in higher education institutions, and as the role of research administration continues to expand from proposal submissions, compliance, and managing research and development expenditures to a profession of an active partnership with investigators to support institutional research, it becomes necessary to have a strategy or model to inform best practices in both strategic planning and business operations within research administration. As numerous research evaluation frameworks and assessment models were proposed to improve the administrative processes of institutional research, this project proposes a data-analytics approach to enhance the services provided by research administrators to minimize risks, maximize efficiencies, and better support researchers and other research and development (R&D) personnel in higher education. This article documents the process of conducting a systematic literature review on leveraging research administration data-analytics in higher education to provide evidence-based practices to inform decision-making regarding strategic advancement in institutional research. The literature review examines current works on how data can be effectively used in process operations, control, and provides new perspectives on how research administration process systems might evolve into a new paradigm of data enhanced operations and control.  more » « less

PurposeThe research enterprise within higher education is becoming more competitive as funding agencies require more collaborative research projects, higher-level of accountability and competition for limited resources. As a result, research analytics has emerged as a field, like many other areas within higher education to act as a data-informed unit to better understand how research institutions can effectively grow their research strategy. This is a new and emerging field within higher education. Design/methodology/approachAs businesses and other industries are embracing recent advances in data technologies such as cloud computing and big data analytic tools to inform decision making, research administration in higher education is seeing a potential in incorporating advanced data analytics to improve day-to-day operations and strategic advancement in institutional research. This paper documents the development of a survey measuring research administrators’ perspectives on how higher education and other research institutions perceive the use of data and analytics within the research administration functions. The survey development process started with composing a literature review on recent developments in data analytics within the research administration in the higher education domain, from which major components of data analytics in research administration were conceptualized and identified. This was followed by an item matrix mapping the evidence from literature with corresponding, newly drafted survey items. After revising the initial survey based on suggestions from a panel of subject matter experts to review, a pilot study was conducted using the revised survey instrument and validated by employing the Rasch measurement analysis. FindingsAfter revising the survey based on suggestions from the subject matter experts, a pilot study was conducted using the revised survey instrument. The resultant survey instrument consists of six dimensions and 36 survey items with an establishment of reasonable item fit, item separation and reliability. This survey protocol is useful for higher educational institutions to gauge research administrators’ perceptions of the culture of data analytics use in the workplace. Suggestions for future revisions and potential use of the survey were made. Originality/valueVery limited scholarly work has been published on this topic. The use of data-informed and data-driven approaches with in research strategy within higher education is an emerging field of study and practice.

  2. This research paper investigates the process of forming strategic partnerships to enact organizational change. There has been increasing interest in forming strategic partnerships in higher education due to a variety of motivations, such as pooling of resources and improving the professional development process for students (Worrall, 2007). It is important to examine how strategic partnerships form because the process of formation sets the objectives and expectations of the relationship, which in turn impact the likelihood of success and sustainability of the relationship. Further, despite the growing interest in forming strategic partnerships, the majority of these partnerships fail (Eddy, 2010). This analysis of strategic partnerships emerges from our participatory action research with university change agents activated through the NSF REvolutionizing engineering and computer science Departments (RED) Program. Through an NSF-funded collaboration between [University 1] and [University 2], we work with the change-making teams to investigate the change process and provide just-in-time training and support. Utilizing qualitative data from focus group discussions and observations of monthly cross-team teleconference calls, we examine the importance of motivations, social capital, and organizational capital in the process of forming strategic partnerships. We find that change-making teams have utilized a variety of strategies to establish goals and governance within strategic partnerships. These strategies include establishing alignment among institutional goals, project goals, and partner organization goals. Further, the strategic partnerships that have been most successful have occurred when teams have intentionally built mutually beneficial relationships and invited their partner into the visioning process for their change projects. These results delineate practices for initiating strategic partnerships within higher education and encourage faculty to build mutually beneficial strategic partnerships.

  3. The use of data and analytics in the field of research administration remains in explorations stages for many, if not most, higher education institutions. That is evidenced not only by the great demand and attendance seen for such sessions at NCURA’s Annual Meetings in 2022 and 2023, but also via prior research. This presentation will highlight the efforts implementing data-informed decision making based on research administration metrics, analytics, and dashboard examples. Emphasis will be placed on that you can’t manage what you can’t measure. The data analytics team at Emory supports all visions of our research administration leadership. Challenges, pain points, and lessons learned will be shared. Reasons for implementing collecting data and metrics will be shown. These include improving operational efficiencies, stakeholder satisfaction (e.g., faculty), as well as providing analytical insights to decision makers. The benefits of such initiatives will also be depicted with examples of successfully implemented metrics and analytics, including dashboard examples.

  4. The research landscape continues to shift and evolve. With challenges around research integrity and security growing, research leaders must rely on the highest quality data to make confident decisions. Universities and funders need to understand the societal impact of research investments in addition to the scholarly impact. Has research helped to advance the UN Sustainable Development Goals? What are the emerging research areas that will lead to commercial innovations and sustainability advancements? We will discuss how quantitative data from Web of Science and InCites can help research stakeholders understand these big questions and inform their strategic research decisions. With the collection and availability of data on student academic performance and academic background, higher education institutions have recently stepped up initiatives in and infrastructure for learning analytics, leveraging this deluge of data to inform student success. With definitions of student success varying from analyses of what predicts levels of specific career readiness competencies to degree completion, the environment is a fertile ground for statistical practice and collaboration among a statistically savvy yet diverse clientele of instructors, programme advisors and administrators. In this paper, we discuss our experiences to this end through a consulting project evaluating the impact of writing course class size on students achieving a graduation writing requirement. In detailing the workflow for and challenges in this project, we share aspects of statistical communication and reporting, applications of innovative statistical methodology developed by our research group for handling confounding factors and correlated inputs and training through an interdisciplinary applied institutional research professional development programme. This paper illustrates how instilling an appreciation for statistical inference through each of these components is invaluable for capturing institutional buy‐in for data‐informed decision‐making in general statistical practice.
