Title: Sharing the World With Bears: Conflict and Coexistence in the Siberian Taiga
Abstract Conservation regimes and governmental relations with Indigenous peoples both vary widely. Successfully resolving conflicts arising from human-wildlife interactions (HWI) is complicated by the existence of multiple ontologies not only among various publics but within historically-marginalized and fragmented Indigenous communities. Current models of HWI are being reevaluated in order to better understand how humans and animals, including large carnivores, have learned to coexist. This article uses field interviews and Indigenous songs texts to describe the uniquely moral character of human-bear interactions among the elder generation of Siberian Khanty of Siberia. We outline the potential of such an ethos for developing more inclusive and just management policies and practices focused on tolerance and coexistence, while also identifying some limitations on developing such policies that emerge from acculturative stresses.  more » « less

  1. Abstract Objective: Water plays a critical role in the production of food and preparation of nutritious meals, yet few studies have examined the relationship between water and food insecurity. The primary objective of this study, therefore, was to examine how experiences of household water insecurity (HWI) relate to experiences of household food insecurity (HFI) among a pastoralist population living in an arid, water-stressed region of northern Kenya. Design: We implemented the twelve-item Household Water Insecurity Experiences (HWISE, range 0–36) Scale and the nine-item Household Food Insecurity Access Scale (HFIAS, range 0–27) in a cross-sectional survey to measure HWI and HFI, respectively. Data on socio-demographic characteristics and intake of meat and dairy in the prior week were collected as covariates of interest. Setting: Northern Kenya, June–July 2019. Participants: Daasanach pastoralist households ( n 136) from seven communities. Results: In the prior 4 weeks, 93·4 % and 98·5 % of households had experienced moderate-to-severe HWI and HFI, respectively. Multiple linear regression analyses indicated a strong association between HWI and HFI. Each point higher HWISE score was associated with a 0·44-point (95 % CI: 0·22, 0·66, P = 0·003) higher HFIAS score adjusting for socio-economic status and other covariates. Conclusions: These findings demonstrate high prevalence and co-occurrence of HWI and HFI among Daasanach pastoralists in northern Kenya. This study highlights the need to address HWI and HFI simultaneously when developing policies and interventions to improve the nutritional well-being of populations whose subsistence is closely tied to water availability and access.

    Resilience is often treated as a single-dimension system attribute, or various dimensions of resilience are studied separately without considering multi-dimensionality. The increasing frequency of catastrophic natural or man-made disasters affecting rural areas demands holistic assessments of community vulnerability and assessment. Disproportionate effects of disasters on minorities, low-income, hard-to-reach, and vulnerable populations demand a community-oriented planning approach to address the “resilience divide.” Rural areas have many advantages, but low population density, coupled with dispersed infrastructures and community support networks, make these areas more affected by natural disasters. This paper will catalyze three key learnings from our current work in public librarians’ roles in disaster resiliency: 1) rural communities are composed of diverse sub-communities, each which experiences and responds to traumatic events differently, depending on micro-geographic and demographic drivers; 2) public libraries are central to rural life, providing a range of informational, educational, social, and personal services, especially in remote areas that lack reliable access to community resources during disasters; and 3) rural citizens tend to be very self-reliant and are committed to strengthening and sustaining community resiliency with local human capital and resources. Public libraries and their librarian leaders are often a “crown jewel” of rural areas’ community infrastructure and this paper will present a community-based design and assessment process for resiliency hubs located in and operated through rural public libraries. The core technical and social science research questions explored in the proposed paper are: 1) Who were the key beneficiaries and what did they need? 2) What was the process of designing a resiliency hub? 3) What did library resiliency hubs provide and how can they be sustained? This resiliency hub study will detail co-production of solutions and involves an inclusive collaboration among researchers, librarians, and community members to address the effects of cascading impacts of natural disasters. The novel co-design process detailed in the paper reflects 1) an in-depth understanding of the complex interactions among libraries, residents, governments, and other agencies by collecting sociotechnical hurricane-related data for Calhoun County, Florida, USA, a region devastated by Hurricane Michael (2018) and hard-hit by Covid-19; 2) analyzed data from newly-developed fusing algorithms and incorporating multiple communities; and 3) co-designed resiliency hubs sited in public libraries. This research leverages a unique opportunity for the co-development of integrated library-centered policies and technologies to establish a new paradigm for developing disaster resiliency in rural settings. Public libraries serve a diverse population who will directly benefit from practical support tailored to their needs. The project will inform efficient plans to ensure that high-need groups are not isolated in disasters. The knowledge and insight gained from disseminating the study’s results will not only improve our understanding of emergency response operations, but also will contribute to the development of new disaster-related policies and plans for public libraries, with a broader application to rural communities in many settings.

Over the last decade, there has been a remarkable increase in scientific literature addressing human–wildlife interactions (HWI) and associated concepts, such as coexistence, tolerance, and acceptance. Despite increased attention, these terms are rarely defined or consistently applied across publications. Indeed, the meaning of these concepts, especially coexistence, is frequently assumed and left for the reader to interpret, making it hard to compare studies, test metrics, and build upon previous HWI research. To work toward a better understanding of these terms, we conducted two World Café sessions at international conferences in Namibia, Africa and Ontario, Canada. Here, we present the array of perspectives revealed in the workshops and build upon these results to describe the meaning of coexistence as currently applied by conservation scientists and practitioners. Although we focus on coexistence, it is imperative to understand the term in relation to tolerance and acceptance, as in many cases these latter terms are used to express, measure, or define coexistence. Drawing on these findings, we discuss whether a common definition of these terms is possible and how the conservation field might move toward clarifying and operationalizing the concept of human-wildlife coexistence.

    Scholars bridging the fields of science and technology studies (STS) and energy research in social sciences (ERSS) offer a rich and integrated conceptualization of how energy systems are imbued in social systems, including cultures, social structures, institutions, and social relations of power. Yet as fields of study, STS and ERSS are dominated by approaches to understanding nature, culture, and relationships among them with origins in western European Enlightenment thinking. In this article, we argue that the language of “imaginaries” provides an understanding of culturally organized normative commitments but may obscure attention to what are actually diverse and sometimes incommensurable yet legitimate plural ontologies. Tribal Nations, Indigenous communities, and other non-Western worldviews are not simply imagined; they offer different teachings regarding the relational and embedded realities governing relations among human and more-than-human beings across time and space. The field of STS has a rich history of exploring ontological controversies and provides insight into understanding diverse and competing perspectives in science and technology, yet without articulating the connection between this conceptual terrain and the lived realities of socio-technological system entrenchment or change. ERSS recognizes participation, energy system democratization, and even co-production as components of a just energy transition, while most typically thinking about participation as a methodology or research approach rather than as requiring consideration and even wholesale reconceptualization of ontological foundations. To advance convergent, transdisciplinary social science research in socio technological transitions requires grappling with plural ontologies regarding the reality of relations in the world. Here, we explore diverse ontologies shaping the realities of energy systems through the lens of Tribal Nations in the Great Lakes region in the United States. Ontologies that recognize reciprocal relationships among human and more-than-human beings as well as the sovereignty of these beings and their collective kinships suggest fundamentally different priorities for energy systems transitions. Moving beyond the language of imagination to recognize that cultures can involve diverse and sometimes incommensurable pluralistic ontologies is essential for developing inclusive and just frameworks for socio-technological system transitions.
