This article provides perspectives on the graying of the fleet and research efforts to understand it in Alaska fisheries, discusses recent abrupt multifaceted challenges faced by Alaskan fishermen, and compares divergent public perceptions and support programs for farmers and fishermen in the United States. Equity concerns have seen a resurgence in academic and policy realms and the graying of the fleet is now a common example of distributional inequity, yet despite in-depth research attention on the issue, few substantive programmatic modifications have been made to address it in Alaska. Aging trends in United States fisheries have typically been framed as one of changing aspirational preferences. Research suggests coastal youth do desire and highly value fishing careers, but structural and financial barriers limit opportunities for new generations. The precarity of the fishing industry was highlighted in 2023 with sudden global seafood market instability, rising interest rates and operating costs, destabilized geopolitical tensions, and hastening climate change impacts. This recent industry turmoil disproportionately impacts those on the margins and adds an additional layer of complexity to addressing graying of the fleet trends. Unlike in fisheries, there are numerous federal programs to support young farmers and the agricultural industry. This paper calls for proactive and comprehensive measures to stabilize and support fishing communities and the viability of next generation pathways amidst recent fishing industry market turmoil and longer term inequities in fishery governance.

The importance of local fisheries as a cultural attribute: insight from a discrete choice experiment of seafood consumers
Abstract The role of maritime heritage in providing benefits such as sense of place and identity has been well documented, but there is limited quantitative analysis (especially in monetary valuation) of its influence on people’s preferences. In this paper, we present results from a choice experiment where we valued cultural and heritage aspects of fishing through the preferences of seafood consumption. We found a strong preference for some attributes of seafood such as “locality” (origin of the catches), freshness, and sustainability in harvesting, but also a significant role of tangible maritime cultural heritage, such as visible fishing operations. This analysis can be helpful in informing public policies aiming to enhance experiences of fisheries as a living heritage and to valorise local produce to increase income of local communities.

null (Ed.)Since its inception in 1988, the Belize Valley Archaeological Reconnaissance (BVAR) Project has had two major foci, that of cultural heritage management and archaeological research. While research has concentrated on excavation and survey, the heritage management focus of the project has included the preservation of ancient monuments, the integration of archaeology and tourism development, and cultural heritage education. In this paper, we provide a brief overview on the history of scientific investigations by the BVAR Project, highlighting the project’s dual heritage management and research goals. This background offers the basis in which to discuss the successes and challenges of the project’s efforts in cultural heritage management and public engagement, particularly in early conservation efforts, in its training and educational efforts, and its ongoing outreach activity. We emphasize the need to train Belizeans as professional archaeologists and conservators, to serve as the next generation of advocates for Belize’s heritage management. We offer some ideas on how research projects can make significant contributions to heritage education and preservation in the developing world.more » « less

Seafood from marine fisheries, such as finfishes and invertebrates, is an important source of nutrients for billions of people globally. Seafood species vary in their micronutrient concentration, their economic value, and their vulnerability to exploitation and climate change. However, fisheries management has rarely considered the nutritional quality of fisheries catches and their relation to economic, conservation and climate vulnerability dimensions. Here, we quantified and analysed the micronutrient supply and average micronutrient concentration of taxa exploited by fisheries in the Indian Ocean. We also assessed associations among taxon‐specific micronutrient concentrations, ex‐vessel prices, fishing vulnerability and climate vulnerability. We found that small pelagic finfishes, despite contributing little to the overall catch weight, were particularly rich in micronutrients, were resilient and low priced, highlighting their utility in food and nutritional security. In contrast, taxa such as tunas and cephalopods were less nutrient‐dense, more vulnerable and had higher ex‐vessel prices. Results also showed differences in catch micronutrient concentrations between countries within the Indian Ocean Rim (IOR) and Distant Water Fishing (DWF) countries. IOR country catches were dominated by taxa richer in calcium, omega‐3 fatty acids and iron but with higher climate vulnerability. DWF catches, which accounted for only 2% of the Indian Ocean's total micronutrient supplies, were relatively richer in selenium, more vulnerable to fishing and had higher ex‐vessel prices. Our results highlight the trade‐offs and synergies among nutritional, economic, conservation and climate resilience dimensions of Indian Ocean fisheries, providing key insights for nutrition‐sensitive fisheries management strategies aimed at balancing multiple priorities.more » « less

Abstract The United States’ current Seafood Import Monitoring Program (SIMP) and a potential extension are undergoing review, yet quantitative evaluation of the current program is lacking. The SIMP is a traceability program aimed at reducing imports of seafood products that are of illegal, unreported, and unregulated (IUU) origin or associated with seafood fraud. We conducted a quantitative examination of the SIMP’s current scope and design by synthesizing publicly available trade data along with measures of IUU fishing and seafood mislabeling. We found prioritized shipments amounted to 33% of 2016 imported tonnage. The SIMP species groups had higher IUU scores and mislabeling rates relative to non-SIMP groups, but the difference was consistent with random prioritization suggesting potential benefits from program expansion. Furthermore, two-thirds of imported volume lacked a mislabeling rate and 5% lacked species information, underlining the urgent need for improved open-access data on globalized seafood supply chains.more » « less

ABSTRACT. Indigenous Peoples and salmon in the lands now called Alaska have been closely entwined for at least 12,000 years. Salmon continue to be central to the ways of life of Alaska Natives, contributing to physical, social, economic, cultural, spiritual, psychological, and emotional well-being. Salmon have also become important to Alaskan settlers. Our research and advisory team conducted a synthesis of what is known about these diverse human–salmon relationships, drawing on 865 published scientific studies; Indigenous knowledge; state, federal, and tribal data; archival materials; oral histories; and cross-cultural dialogs at working group meetings. Two important socio-cultural dimensions of salmon–people systems emerged from this synthesis as fundamentally important but largely invisible outside of Indigenous communities and the social science disciplines that work closely with these communities: (1) the deep relationships between Indigenous Peoples and salmon and (2) the pronounced inequities that threaten these relationships and stewardship systems. These deep relationships are evident in the spiritual, cultural, social, and economic centrality of salmon across time and cultures in Alaska. We describe Indigenous salmon stewardship systems for the Tlingit, Ahtna, and Central Yup'ik. The inequities in Alaska's salmon systems are evident in the criminalization and limitation of traditional fishing ways of life and the dramatic alienation of Indigenous fishing rights. The loss of fish camps and legal battles over traditional hunting and fishing rights through time has caused deep hardship and stress. Statewide, the commodification and marketization of commercial fishing rights has dispossessed Indigenous communities from their human and cultural rights to fishing ways of life; as a result, many rural and Indigenous youth struggle to gain access to fishing livelihoods, leaving many fishing communities in a precarious state. These deep relationships and relatively recent fractures have motivated a concerted effort by a group of committed Indigenous and western scholars to better understand the root causes and opportunities for redress, as well as to document the breadth of research that has already been conducted, in an effort to improve the visibility of these often-overlooked dimensions of our salmon systems.more » « less
