Abstract Recent major investments in infrastructure in the United States and globally present a crucial opportunity to embed equity within the heart of resilient infrastructure decision-making. Yet there is a notable absence of frameworks within the engineering and scientific fields for integrating equity into planning, design, and maintenance of infrastructure. Additionally, whole-of-government approaches to infrastructure, including the Justice40 Initiative, mimic elements of process management that support exploitative rather than exploratory innovation. These and other policies risk creating innovation traps that limit analytical and engineering advances necessary to prioritize equity in decision-making, identification and disruption of mechanisms that cause or contribute to inequities, and remediation of historic harms. Here, we propose a three-tiered framework toward equitable and resilient infrastructure through restorative justice, incremental policy innovation, and exploratory research innovation. This framework aims to ensure equitable access and benefits of infrastructure, minimize risk disparities, and embrace restorative justice to repair historical and systemic inequities. We outline incremental policy innovation and exploratory research action items to address and mitigate risk disparities, emphasizing the need for community-engaged research and the development of equity metrics. Among other action items, we recommend a certification system—referred to as Social, Environmental, and Economic Development (SEED)—to train infrastructure engineers and planners and ensure attentiveness to gaps that exist within and dynamically interact across each tier of the proposed framework. Through the framework and proposed actions, we advocate for a transformative vision for equitable infrastructure that emphasizes the interconnectedness of social, environmental, and technical dimensions in infrastructure planning, design, and maintenance.

Can infrastructure help ‘left behind’ places ‘catch up?’ Theorizing the role of built infrastructure in regional development
Abstract The application of infrastructure as a regional development tool in resource peripheries has received little direct inquiry in both policy and scholarly debates. This article synthesizes theoretical and empirical directions across economic geography, regional studies and critical infrastructure studies to form a research agenda for investigating the role of built infrastructure in the development of ‘left behind’ peripheral regions in the USA. We argue that infrastructural systems’ material, social, fiscal and political dimensions potentially deepen rather than mitigate structural ‘left behind-ness’. Future research and policy design must account for such dynamics if infrastructure interventions are to prove generative for regional development.

Abstract Built infrastructure for water and energy supply, transportation, and other such services underpins human well‐being and socioeconomic development. A fundamental understanding of how infrastructure design and user strategies interact can guide important design decisions as well as policy formulation for ensuring long‐term infrastructure viability in conjunction with improved individual user benefits. In this work, an agent based model (ABM) is developed to study this issue for the specific case of irrigation canals. Cooperatively maintained irrigation canals serve essential roles in sustaining agriculture‐based economies in many regions. Canal system design can strongly affect benefits derived by distributed users, regional agricultural output, and the long‐term viability of the shared infrastructure itself. Here, an ABM is used to investigate how an option to use an independent water source interacts with canal design to affect canal maintenance cooperation and farmer income. The independent water source is stylized as a well that provides access to groundwater and represents astrategically robustdesign option; a design option that reduces the implementer's utility vulnerability to unfavorable actions by other actors. Research in other systems has demonstrated that strategically robust designs can improve both implementer utility and the probability of collaboration. The results of this research, in contrast, demonstrate that the option of individual resource access, the strategically robust design option, as represented by a well, reduces cooperative maintenance in most cases. However, wells also improve farmer income, especially for downstream farmers that are most affected by water theft.more » « less

Abstract Infrastructure resilience plays an important role in mitigating the negative impacts of natural hazards by ensuring the continued accessibility and availability of resources. Increasingly, equity is recognized as essential for infrastructure resilience. Yet, after about a decade of research on equity in infrastructure resilience, what is missing is a systematic overview of the state of the art and a research agenda across different infrastructures and hazards. To address this gap, this paper presents a systematic review of equity literature on infrastructure resilience in relation to natural hazard events. In our systematic review of 99 studies, we followed an 8-dimensional assessment framework that recognizes 4 equity definitions including distributional-demographic, distributional-spatial, procedural, and capacity equity. Significant findings show that (1) the majority of studies found were located in the US, (2) interest in equity in infrastructure resilience has been exponentially rising, (3) most data collection methods used descriptive and open-data, particularly with none of the non-US studies using human mobility data, (4) limited quantitative studies used non-linear analysis such as agent-based modeling and gravity networks, (5) distributional equity is mostly studied through disruptions in power, water, and transportation caused by flooding and tropical cyclones, and (6) other equity aspects, such as procedural equity, remain understudied. We propose that future research directions could quantify the social costs of infrastructure resilience and advocate a better integration of equity into resilience decision-making. This study fills a critical gap in how equity considerations can be integrated into infrastructure resilience against natural hazards, providing a comprehensive overview of the field and developing future research directions to enhance societal outcomes during and after disasters. As such, this paper is meant to inform and inspire researchers, engineers, and community leaders to understand the equity implications of their work and to embed equity at the heart of infrastructure resilience plans.more » « less

Abstract Recent archaeological research in the Andes suggests that Indigenous herders carefully managed their environments through the modification of local hydrology and vegetation. However, the limited geographical scale of previous research makes it challenging to assess the range and prevalence of pastoralist land management in the Andes. In this article, the authors utilise large-scale, systematic imagery survey to examine the distribution and environmental contexts of corrals and pastoralist settlements in Huancavelica, Peru. Results indicate that corrals and pastoralist settlements cluster around colonial and present-day settlements and that a statistically significant relationship exists between pastoral infrastructure and perennial vegetation. This highlights the utility of remote survey for the identification of trans-regional patterns in herder-environment relationships that are otherwise difficult to detect.more » « less

Integrating Operational and Organizational Aspects in Interdependent Infrastructure Network RecoveryAbstract Managing risk in infrastructure systems implies dealing with interdependent physical networks and their relationships with the natural and societal contexts. Computational tools are often used to support operational decisions aimed at improving resilience, whereas economics‐related tools tend to be used to address broader societal and policy issues in infrastructure management. We propose an optimization‐based framework for infrastructure resilience analysis that incorporates organizational and socioeconomic aspects into operational problems, allowing to understand relationships between decisions at the policy level (e.g., regulation) and the technical level (e.g., optimal infrastructure restoration). We focus on three issues that arise when integrating such levels. First, optimal restoration strategies driven by financial and operational factors evolve differently compared to those driven by socioeconomic and humanitarian factors. Second, regulatory aspects have a significant impact on recovery dynamics (e.g., effective recovery is most challenging in societies with weak institutions and regulation, where individual interests may compromise societal well‐being). And third, the decision space (i.e., available actions) in postdisaster phases is strongly determined by predisaster decisions (e.g., resource allocation). The proposed optimization framework addresses these issues by using: (1) parametric analyses to test the influence of operational and socioeconomic factors on optimization outcomes, (2) regulatory constraints to model and assess the cost and benefit (for a variety of actors) of enforcing specific policy‐related conditions for the recovery process, and (3) sensitivity analyses to capture the effect of predisaster decisions on recovery. We illustrate our methodology with an example regarding the recovery of interdependent water, power, and gas networks in Shelby County, TN (USA), with exposure to natural hazards.more » « less
