Title: Building Strength in Chicago: Setting the Local and National Computer Science Agendas,
We used Manna’s theory on borrowing strength to examine the influence of local and national idea champions seeking to broaden the participation of K-12 students in computer science. Concepts from Manna’s model were applied to analyze interview data gathered from idea champions at the national and local levels. We identified examples of borrowing strength that not only highlighted the importance of individual policy entrepreneurs but also elevated the importance of community building. We introduce the concept of building strength to highlight how idea champions strategically supported capacity-building activities at a different level in the federal system prior to borrowing strength.  more » « less

  1. Abstract

    The majority of food in the US is distributed through global/national supply chains that exclude locally-produced goods. This situation offers opportunities to increase local food production and consumption and is influenced by constraints that limit the scale of these activities. We conducted a study to assess perspectives of producers and consumers engaged in food systems of a major Midwestern city. We examined producers’ willingness to include/increase cultivation of local foods and consumers’ interest in purchasing/increasing local foods. We used focus groups of producers (two groups of conventional farmers, four local food producers) and consumers (three conventional market participants, two locavores) to pose questions about production/consumption of local foods. We transcribed discussions verbatim and examined text to identify themes, using separate affinity diagrams for producers and consumers. We found producers and consumers are influenced by thestatus quoand real and perceived barriers to local foods. We also learned participants believed increasing production and consumption of local foods would benefit their community and creating better infrastructure could enhance efforts to scale up local food systems. Focus group participants also indicated support from external champions/programs could support expansion of local foods. We learned that diversifying local food production was viewed as a way to support local community, increase access to healthy foods and reduce environmental impacts of conventional production. Our research indicates that encouraging producers and consumers in local food systems will be more successful when support for the local community is emphasized.

  2. Summary

    We present new models and methods for the posterior drift problem where the regression function in the target domain is modelled as a linear adjustment, on an appropriate scale, of that in the source domain, and study the theoretical properties of our proposed estimators in the binary classification problem. The core idea of our model inherits the simplicity and the usefulness of generalized linear models and accelerated failure time models from the classical statistics literature. Our approach is shown to be flexible and applicable in a variety of statistical settings, and can be adopted for transfer learning problems in various domains including epidemiology, genetics and biomedicine. As concrete applications, we illustrate the power of our approach (i) through mortality prediction for British Asians by borrowing strength from similar data from the larger pool of British Caucasians, using the UK Biobank data, and (ii) in overcoming a spurious correlation present in the source domain of the Waterbirds dataset.

  3. Abstract

    This article recounts a classroom application of a dialogue, story-telling process used at COPs beginning in 2017. In that year, the Fijian President of the United Nations climate summit, COP23 in Bonn, proposed the entire assembly use his nation’s Talanoa Dialogue process for building ambition for national commitments to the Paris Agreement. When youth, women’s and Indigenous voices were heard in unprecedented ways, many committed to continuing the practice. A florescence of the Asian-Pacific-inspired, conflict-resolution storytelling and dialogue practice ensued, with some continuing for years afterward. This paper recounts eight rounds of varied Talanoa Dialogues employed in higher education contexts. Purposes ranged from internal team-building, to forging community partnerships, to serving as vehicles for youth representation in international contexts like climate COPs. All dialogues nonetheless prioritized listening, recording, and representation through ethnographic, anthropological lenses. These experiences support recommendations to (1) Create chances for youth to listen empathetically to the stories of others in ways attentive to varied national, ethnic and other intersectional (e.g. gendered, class-based) social locations, expanding their awareness and linking their affective and intellectual selves; (2) Make opportunities for youth to voice their own stories and perspectives on climate challenges and work, considering their developmental trajectories in intergenerational contexts, while emphasizing the need to “scale” from individual through global dimensions; (3) Explore the implications of borrowing from exogenous cultural traditions, considering what factors may render this relatively legitimate, as opposed to appropriative. I explore particularities of the cultural origins of Talanoa Dialogues, which mediate hierarchy and egalitarianism, arguing that this function is especially apt for navigating conundrums of youth leadership and so-called “youth-washing.”

  4. Summary

    We propose a multi-resolution scanning approach to identifying two-sample differences. Windows of multiple scales are constructed through nested dyadic partitioning on the sample space and a hypothesis regarding the two-sample difference is defined on each window. Instead of testing the hypotheses on different windows independently, we adopt a joint graphical model, namely a Markov tree, on the null or alternative states of these hypotheses to incorporate spatial correlation across windows. The induced dependence allows borrowing strength across nearby and nested windows, which we show is critical for detecting high resolution local differences. We evaluate the performance of the method through simulation and show that it substantially outperforms other state of the art two-sample tests when the two-sample difference is local, involving only a small subset of the data. We then apply it to a flow cytometry data set from immunology, in which it successfully identifies highly local differences. In addition, we show how to control properly for multiple testing in a decision theoretic approach as well as how to summarize and report the inferred two-sample difference. We also construct hierarchical extensions of the framework to incorporate adaptivity into the construction of the scanning windows to improve inference further.

  5. Abstract

    With over half of the world’s population living in cities, there is mounting evidence indicating that investments in urban sustainability can deliver high returns on socioeconomic and environmental fronts. Current scholarship on urban agriculture (UA) reports a wide range of benefits which have been shown to vary with the scale and type of benefit examined. Notably, most city-scale studies do not align benefits of UA with locally meaningful goals. We fill this gap by conducting a city-scale analysis for Phoenix, the fifth largest city in the USA by population, and evaluate these benefits based on their ability to contribute to select desired outcomes specified in Phoenix’s 2050 Sustainability Goals: the elimination of food deserts, provision of green open space, and energy and CO2emissions savings from buildings. We consider three types of surfaces for UA deployment—undeveloped vacant lots, flat rooftops, and building façades—and find that the existing building stock provides 71% of available UA space in the study area. The estimated total food supply from UA is 183 000 tons per year, providing local produce in all existing food deserts of Phoenix, and meeting 90% of current annual consumption of fresh produce based on national per capita consumption patterns. UA would also add green open space and reduce by 60% the number of block groups underserved by public parks. Rooftop deployment of UA could reduce energy use in buildings and has the potential to displace more than 50 000 tons of CO2per year. Our work highlights the importance of combining a data-driven framework with local information to address place-based sustainability goals and can be used as a template for city-scale evaluations of UA in alternate settings.
