Abstract School attendance zone boundary (AZB) data remain relatively underdocumented and understudied within the field of education, despite their critical implications for educational (in)equity. AZBs shape student outcomes and residential sorting patterns both by determining the public schools a student is assigned to and by signaling neighborhood characteristics to prospective homebuyers. The limited access, regulation, and review of AZB data to date has left a gap in the knowledge base, having the potential to leave intact (and exacerbate) patterns of segregation that maintain inequities in educational opportunity. Lack of data also limits our ability to know whether and when AZBs may mitigate segregation. In this brief, we examine a novel data collection effort of current and historical AZB data—the Longitudinal School Attendance Boundary System—to explore the contextual and political factors associated with data access and data quality. We aim to show how factors that hinder access to quality AZB data affect the study of educational equity, and we advocate for more comprehensive, top–down governmental efforts to create, maintain, and collect these data.

Attendance zones in the suburbs
While suburban schools across the country have become increasingly racially and economically diverse in recent decades, many remain highly segregated. School attendance zone boundaries (AZBs) play a critical role in shaping these patterns of within-district segregation. AZBs are especially important in suburban areas with growing and diversifying student populations. Using novel, longitudinal AZB data dating back to 1990, authors Sarah Asson, Erica Frankenberg, Christopher Fowler, and Ruth Krebs Buck studied the relationship between AZBs and segregation over time in three large suburban districts. They found AZB changes have not yet been realized as a force for desegregation. To do so will require more explicit action prioritizing racial and economic diversity.

We analyze the relationship between residential populations, school attendance zone boundaries (AZBs), and school enrollments in two large, countywide suburban districts, Fairfax County, Virginia and Montgomery County, Maryland, from 1990-2010. A steep decline in white, school-age children and an increase in black, Hispanic, and Asian children in both neighborhoods and the schools that serve them suggests that white households reluctant to send their children to diversifying schools are exiting (or never entering) these districts entirely rather than sorting within them. AZB changes, often due to the opening of new schools, affect a large portion of both districts, but boundary changes are associated with only a small portion of increased segregation observed in both schools and neighborhoods between 1990 and 2010. Our findings speak to the complex, multidirectional relationships between demographic trends and AZBs in diversifying, growing suburbs.more » « less

U.S. public schools provide substantially different educational opportunities to students—even within school districts, where attendance zone boundaries (AZBs) shape most children’s access to schools. The (re)drawing of AZBs is therefore a highly consequential policy decision. In this paper, I study how AZB changes in the Washington, D.C. metropolitan area affect children of different races between 2000 and 2020, including how they alter children’s travel times to school and access to school-level educational opportunities. Findings are starkly unequal, with rezoning disproportionately negatively affecting Black and Hispanic children. Results highlight the need for educational leaders to explicitly consider how AZB changes will redistribute opportunity within their districts.more » « less

Abstract Sulfate is a potential pollutant and important nutrient linked with the nitrogen, carbon, and phosphorus cycles. The importance of different anthropogenic sulfate sources in suburban streams (septic systems, fertilizer, road salt, and infrastructure) is uncertain, and the temporal dynamics of stream export sparsely documented. We study sources and export dynamics of sulfate in suburban and forested headwater catchments. Stream baseflow discharge and sulfate concentrations were strongly positively correlated in both watersheds with the highest values in spring. Suburban concentrations and fluxes (2.48–7.5 mg/L or 25.8–78.1 μM, 16.6 kg/ha/yr) were consistently higher than forested (0.56–2.78 mg/L or 5.8–28.9 μM, 5 kg/ha/yr). Following precipitation, sulfate concentrations in both forested and suburban streams increased to concentrations above pre‐storm values and remained high after peak discharge. These dynamics suggest that both catchments have a large pool of sulfate that can be mobilized under wet conditions. Ridge‐top forest soil samples contained 210 kg/ha stored, extractable sulfate. Current atmospheric sulfate deposition rates (5–7 kg/ha/yr) are approximately in balance with sulfate export in the forested stream. In the suburban watershed, we estimated septic fields contribute up to 11 kg/ha/yr (about half from surfactants) and lawn care up to 4.3 kg/ha/yr and are the most likely sources of elevated stream sulfate. Sulfate sulfur (4.9–5.8‰ forested; 6.1–7.0‰ suburban) and oxygen isotope values (0.7–2.0‰ forested; −0.1–4.1‰ suburban) are consistent with this interpretation, but do not provide strong corroboration due to large variation and overlap in estimated source values.more » « less

A central theme in the field of ecology is understanding how environmental variables influence a species’ distribution. In the last 20 years, there has been particular attention given to understanding adaptive physiological traits that allow some species to persist in urban environments. However, there is no clear consensus on how urbanization influences physiology, and it is unclear whether physiological differences in urban birds are directly linked to adverse outcomes or are representative of urban birds adaptively responding to novel environmental variables. Moreover, though low-density suburban development is the fastest advancing form of urbanization, most studies have focused on animals inhabiting high intensity urban habitats. In this study, we measured a suite of physiological variables that reflect condition and immune function in male song sparrows ( Melospiza melodia ) from rural and suburban habitats. Specifically, we measured hematological indices [packed cell volume (PCV), hemoglobin concentration, mean corpuscular hemoglobin concentration (MCHC)], circulating glutathione (total, reduced, and oxidized), oxidative damage (d-ROM concentration), antioxidant capacity, and components of the innate immune system [bacteria killing ability (BKA), white blood cell counts]. We also measured whole-animal indices of health, including body condition (scaled mass index length) and furcular fat. Song sparrows inhabiting suburban environments exhibited lower hemoglobin and MCHC, but higher body condition and furcular fat scores. Additionally, suburban birds had higher heterophil counts and lower lymphocyte counts, but there were no differences in heterophil:lymphocyte ratio or BKA between suburban and rural birds. PCV, glutathione concentrations, and oxidative damage did not differ between suburban and rural sparrows. Overall, suburban birds did not exhibit physiological responses suggestive of adverse outcomes. Rather, there is some evidence that sparrows from rural and suburban habitats exhibit phenotypic differences in energy storage and metabolic demand, which may be related to behavioral differences previously observed in sparrows from these populations. Furthermore, this study highlights the need for measuring multiple markers of physiology across different types of urban development to accurately assess the effects of urbanization on wildlife.more » « less
