Built infrastructure for water and energy supply, transportation, and other such services underpins human well-being and socioeconomic development. A fundamental understanding of how infrastructure design and user strategies interact can guide important design decisions as well as policy formulation for ensuring long-term infrastructure viability in conjunction with improved individual user benefits. In this work, an agent based model (ABM) is developed to study this issue for the specific case of irrigation canals. Cooperatively maintained irrigation canals serve essential roles in sustaining agriculture-based economies in many regions. Canal system design can strongly affect benefits derived by distributed users, regional agricultural output, and the long-term viability of the shared infrastructure itself. Here, an ABM is used to investigate how an option to use an independent water source interacts with canal design to affect canal maintenance cooperation and farmer income. The independent water source is stylized as a well that provides access to groundwater and represents a strategically robust design option; a design option that reduces the implementer's utility vulnerability to unfavorable actions by other actors. Research in other systems has demonstrated that strategically robust designs can improve both implementer utility and the probability of collaboration. The results of this research, in contrast, demonstrate that the option of individual resource access, the strategically robust design option, as represented by a well, reduces cooperative maintenance in most cases. However, wells also improve farmer income, especially for downstream farmers that are most affected by water theft.

Can infrastructure help ‘left behind’ places ‘catch up?’ Theorizing the role of built infrastructure in regional development
Abstract The application of infrastructure as a regional development tool in resource peripheries has received little direct inquiry in both policy and scholarly debates. This article synthesizes theoretical and empirical directions across economic geography, regional studies and critical infrastructure studies to form a research agenda for investigating the role of built infrastructure in the development of ‘left behind’ peripheral regions in the USA. We argue that infrastructural systems’ material, social, fiscal and political dimensions potentially deepen rather than mitigate structural ‘left behind-ness’. Future research and policy design must account for such dynamics if infrastructure interventions are to prove generative for regional development.

Recent major investments in infrastructure in the United States and globally present a crucial opportunity to embed equity within the heart of resilient infrastructure decision-making. Yet there is a notable absence of frameworks within the engineering and scientific fields for integrating equity into planning, design, and maintenance of infrastructure. Additionally, whole-of-government approaches to infrastructure, including the Justice40 Initiative, mimic elements of process management that support exploitative rather than exploratory innovation. These and other policies risk creating innovation traps that limit analytical and engineering advances necessary to prioritize equity in decision-making, identification and disruption of mechanisms that cause or contribute to inequities, and remediation of historic harms. Here, we propose a three-tiered framework toward equitable and resilient infrastructure through restorative justice, incremental policy innovation, and exploratory research innovation. This framework aims to ensure equitable access and benefits of infrastructure, minimize risk disparities, and embrace restorative justice to repair historical and systemic inequities. We outline incremental policy innovation and exploratory research action items to address and mitigate risk disparities, emphasizing the need for community-engaged research and the development of equity metrics. Among other action items, we recommend a certification system—referred to as Social, Environmental, and Economic Development (SEED)—to train infrastructure engineers and planners and ensure attentiveness to gaps that exist within and dynamically interact across each tier of the proposed framework. Through the framework and proposed actions, we advocate for a transformative vision for equitable infrastructure that emphasizes the interconnectedness of social, environmental, and technical dimensions in infrastructure planning, design, and maintenance.more » « less

Abstract Recent archaeological research in the Andes suggests that Indigenous herders carefully managed their environments through the modification of local hydrology and vegetation. However, the limited geographical scale of previous research makes it challenging to assess the range and prevalence of pastoralist land management in the Andes. In this article, the authors utilise large-scale, systematic imagery survey to examine the distribution and environmental contexts of corrals and pastoralist settlements in Huancavelica, Peru. Results indicate that corrals and pastoralist settlements cluster around colonial and present-day settlements and that a statistically significant relationship exists between pastoral infrastructure and perennial vegetation. This highlights the utility of remote survey for the identification of trans-regional patterns in herder-environment relationships that are otherwise difficult to detect.more » « less

There has been a growth in the number of composite indicator tools used to assess community risk, vulnerability, and resilience, to assist study and policy planning. However, existing research shows that these composite indicators vary extensively in method, selected variables, aggregation methods, and sample size. The result is a plethora of qualitative and quantitative composite indices to choose from. Despite each providing valuable location-based information about specific communities and their qualities, the results of studies, each using disparate methods, cannot easily be integrated for use in decision making, given the different index attributes and study locations. Like many regions in the world, the Arctic is experiencing increased variability in temperatures as a direct consequence of a changing planetary climate. Cascading effects of changes in permafrost are poorly characterized, thus limiting response at multiple scales. We offer that by considering the spatial interaction between the effects of permafrost, infrastructure, and diverse patterns of community characteristics, existing research using different composite indices and frameworks can be augmented. We used a system-science and place-based knowledge approach that accounts for sub-system and cascade impacts through a proximity model of spatial interaction. An estimated ‘permafrost vulnerability surface’ was calculated across Alaska using two existing indices: relevant infrastructure and permafrost extent. The value of this surface in 186 communities and 30 military facilities was extracted and ordered to match the numerical rankings of the Denali Commission in their assessment of permafrost threat, allowing accurate comparison between the permafrost threat ranks and the PVI rankings. The methods behind the PVI provide a tool that can incorporate multiple risk, resilience, and vulnerability indices to aid adaptation planning, especially where large-scale studies with good geographic sample distribution using the same criteria and methods do not exist.more » « less

Abstract We document that children growing up in places left behind by today’s economy experience lower levels of social mobility as adults. Using a longitudinal database that tracks over 20,000 places in the USA from 1980 to 2018, we identify two kinds of left behind places: the ‘long-term left behind’ that have struggled over long periods of history; and ‘recently left-behind’ places where conditions have deteriorated. Compared to children of similar baseline household income levels, we find that exposure to left behind places is associated with a 4-percentile reduction in adult income rank. Children fare considerably better when exposed to places where conditions are improving. These outcomes vary across prominent social and spatial categories and are compounded when nearby places are also experiencing hardship. Based on these findings, we argue that left behind places are having ‘scarring effects’ on children that could manifest long into the future, exacerbating the intergenerational challenges faced by low-income households and communities. Improvements in local economic conditions and outmigration to more prosperous places are, therefore, unlikely to be full remedies for the problems created by left behind places.more » « less
