The research objective is to estimate consumer willingness to pay (WTP) for electricity grid fortification. Data are from a representative survey of Oklahoma citizens. Extreme weather events, aging utility infrastructure, increased demand for affordable energy, and terrorism threaten the safety and security of the way most citizens access electricity. This study is a first look at public willingness to support energy grid security measures in the United States Southern Great Plains. Findings suggest that consumers would pay an additional 14.69 in monthly utility bills for a fortified grid. This WTP estimate is close to a recent energy bill hike of 14 initiated by local electricity providers. The findings provide policymakers and energy providers with information on consumer willingness to support efforts to modernize the current grid.

Watts at stake: Concern and willingness-to-pay for electrical grid improvements in the United States
Utilizing a random sample of Oklahoma, USA residents, this paper examines the factors that are 1) associated with concern for the current state of the electrical grid in Oklahoma, and 2) associated with willingness-to-pay (WTP) for electrical grid improvements in the state. We develop a conceptual model using a risk perception framework and based on previous literature to hypothesize which variables should be related to our dependent variables (concern for the electrical grid, and WTP for improvements to the grid). We then test our conceptual model using a structural equation model (SEM). The results suggest that respondents who hold higher perceptions of weather-related risks and perceive more risks from electrical outages had greater concern for electricity infrastructure. Additionally, respondents who expressed less trust in those charged with electrical grid maintenance reported more concern for electricity infrastructure. The results for our second research question suggest that lower cost, respondents who were more politically liberal, non-white, trust grid maintenance, perceived risks of electrical outages and have concerns for the electrical grid infrastructure were all related to WTP for electrical grid improvements. We conclude the paper with implications of our findings and some brief recommendations for electrical grid concern and WTP for modernization.

We analyzed data from a survey administered to 1,212 respondents living in superstorm Hurricane Sandy-affected areas. We estimated the effect of having experienced hurricane-induced disruptions to utility services, such as electricity, water, gas, phone service, and public transportation, on having an evacuation plan. Around 39% of respondents reported having an evacuation plan in case a hurricane affects their neighborhood this year. Respondents who had experienced disruptions to electricity supply had an approximately 11 percentage-point higher likelihood of having an evacuation plan than those who had experienced no such disruptions. Respondents who had experienced monetary losses from Hurricane Sandy had around a five percentage-point higher likelihood of having an evacuation plan compared with those who had not. Among control variables, prior evacuation, distance to the coastline, residence in a flood zone, concern about the impacts of future natural disaster events, had window protection, and household members being disabled, each had an association with residents’ future evacuation planning and hurricane preparedness. In light of these findings, we discuss the policy implications of our findings for improving disaster management in hurricane-prone areas.more » « less

Households’ willingness to pay (WTP) for water quality improvements—representing their economic value—depends on where improvements occur. Households often hold higher values for improvements close to their homes or iconic areas. Are there other areas where improvements might hold high value to individual households, do effects on WTP vary by type of improvement, and can these areas be identified even if they are not anticipated by researchers? To answer these questions, we integrated a water quality model and map-based, interactive choice experiment to estimate households’ WTP for water quality improvements throughout a river network covering six New England states. The choice experiment was implemented using a push-to-web survey over a sample of New England households. Voting scenarios used to elicit WTP included interactive geographic information system (GIS) maps that illustrated three water quality measures at various zoom levels across the study domain. We captured data on how respondents maneuvered through these maps prior to answering the value-eliciting questions. Results show that WTP was influenced by regionwide quality improvements and improvements surrounding each respondent’s home, as anticipated, but also by improvements in individualized locations identifiable via each respondent’s map interactions. These spatial WTP variations only appear for low-quality rivers and are focused around particular areas of New England. The study shows that dynamic map interactions can convey salient information for WTP estimation and that predicting spatial WTP heterogeneity based primarily on home or iconic locations, as typically done, may overlook areas where water quality has high value.more » « less

Abstract As demand for electricity increases on an already strained electrical supply due to urbanization, population growth, and climate change, the likelihood of power outages will also increase. While researchers understand that the number of electrical grid disturbances is increasing, we do not adequately understand how increased power outages will affect a society that has become increasingly dependent on a reliable electric supply. This systematic review aims to understand how power outages have affected society, primarily through health impacts, and identify populations most vulnerable to power outages based on the conclusions from prior studies. Based on search parameters, 762 articles were initially identified, of which only 50 discussed the social impacts of power outages in North America. According to this literature, racial and ethnic minorities, especially Blacks or African Americans, those of lower socioeconomic status, children, older adults, and those living in rural areas experienced more significant impacts from previous power outages. Additionally, criminal activity increased during prolonged power outages with both pro-social and anti-social behaviors observed. Providing financial assistance or resources to replace spoiled goods can reduce crime. Future research on this topic must consider the financial effects of power outages, how power outage impacts seasonally vary, and the different durations of power outage impacts.more » « less

Household power outage experiences vary based on outage characteristics and the household's ability to cope with a disruption. While disaster management scholarship has produced methods to predict where the most significant impacts of a hazard may occur, these methods do not anticipate secondary effects, such as those from power outages. This research is necessary as the expected risks associated with power outages will increase in the United States due to climate change, increasing electricity demand, and aging infrastructure. To understand households' power outage experiences, we collected 896 surveys from three cities in the United States: Detroit, MI; Miami, FL; and Phoenix, AZ. Participants were recruited through Amazon's Mechanical Turk (MTurk) service to complete a survey. We hypothesized that racial/ethnic minority groups, specifically non-white households and lower-income households experienced more frequent and prolonged power outages. We also hypothesized that the same groups were more likely to have experienced more significant adverse effects, such as throwing away perishable food and not receiving assistance. We found that non-white households in Phoenix and Detroit were more likely to experience longer outages than white households; however, this association was not present in Miami and was not statistically significant in any city. Income was not a major factor in predicting food waste or assistance received during the longest self-reported outage. Further assessments in varying geographical contexts and more generalizable samples are necessary to increase understanding of how households experience power outages.more » « less
