Road infrastructure development is an existing, but not a frequent element of extractive industry benefit-sharing frameworks in remote northern regions. However, it is often at the center of extractive activity and inflicts major impact on environment and communities. This paper examines the benefits and impacts derived from development of informal roads, i.e., vehicular roadways beyond the current publicly-governed road networks constructed, maintained and/or used by various entities and individuals based on private, special purpose and/or informal practices and regulations. Based on several field studies, GIS analysis of road networks and examination of secondary sources, the article investigates the use of informal roads as a form of benefit-sharing and details their impact on mobilities, environment and livelihoods of local and indigenous communities in the Irkutsk Oil and Gas region, Russia. We argue that construction, maintenance and use of the industry-built roads can be a part of benefit-sharing agreements, albeit mostly semi-formal and negotiated. The gains and problems stemming from ‘trickle-down’ (i.e., unintended) effects of the road networks are the most significant. The community-relevant implications of informal roads go far beyond immediate impacts on surrounding environment, but deeply affect subsistence activities, mobility, food security, personal safety and even consumer preferences of the indigenous residents.

Indigenous Knowledge for Sustainable Communications and Mobility: Perspectives from the Kolyma Road, Northeast Russia
In northeast Russia, the famous historic Kolyma Road spans two thousand kilometers across two federal subjects of the Russian Federation: the Sakha Republic (Yakutia) and Magadan Oblast. Thousands of people live along and in close proximity to the road, depending on it for communication, mobility, goods, and life support. As the major transportation infrastructure in the entire region, it should be reliable and stable for local communities’ well-being. One strategic approach to ensure its reliability is to acknowledge the role of Indigenous knowledge, which has been neglected despite being established long before the emergence of existing formal systems of communication. Based on data collected through fieldwork, personal observations, and conversations, this paper aims to demonstrate that Indigenous knowledge regarding ways of living, moving, and communicating along and on the road is the key to sustainability in the region. As a result, we claim that this realization should be manifested in designing and implementing communication and mobility systems based on the principles of diversity, equity, and inclusion. In the long term, it is necessary to develop a sustainable road management system for the Kolyma Road to ensure the security and well-being of local communities and for everyone visiting and working on the road.

The Arctic region is a complex and dynamic environment, inhabited by Indigenous and non-Indigenous communities and non-human species. Understanding and engaging with the Arctic requires interdisciplinary approaches that integrate sciences, arts, local knowledge, and Indigenous perspectives. The exhibition, Arctic InfraScapes, (2023) and other multimedia projects initiated by the international platform ArtSLInK (Arts, Science, Local, and Indigenous Knowledge) used an audio-visual language and recent digital realms to express concepts and ideas about the future of the Arctichardandsoftinfrastructures affected by the climate change. The article presents the Indigenous scholar and curator’s perspective on the form and process of creating multimodal narrative(s) based on the ArtSLInK methodological approach. It seeks to showcase how this approach provides grounds for analyzing the possibilities and challenges associated with converging diverse knowledge systems.more » « less

ABSTRACT. Well-being and equity are increasingly identified as integral to environmental governance and improved sustainability outcomes. Greater consideration of these dimensions has generated calls for more data and new methodologies capable of collecting, evaluating, and converting social and cultural data into formats deemed more useful to decision makers. These efforts expose gaps and challenges related to an over reliance on quantitative data, especially when it comes to adequately accounting for the well-being of Indigenous communities. Located along the western shore of Nanvarpak (Lake Iliamna) in southwest Alaska, this paper examines Indigenous conceptions of well-being and provides insights on how to better account for the well-being of Indigenous communities in sustainable governance. Carried out in partnership with the Tribal Nation of Igyaraq (Igiugig), we draw on ethnographic and interview data to identify and examine three foundational elements of Indigenous well-being: (1) land relations or nunaka (my land, my birthplace), inclusive of one’s responsibility to ensure continuation of a way of life defined by connections to ancestral lands; (2) sovereignty; and (3) effective governance. We pay special attention to the implications of Indigenous well-being as primarily expressed and achieved through enactments of sovereignty and nation-building. We draw attention to the need for greater investment in diverse scientific expertise and data but caution against assuming that more science will lead to better governance. There is a need to acknowledge the ways in which dominant Western science-policy structures do not serve Indigenous communities. Our research suggests that you cannot adequately account for Indigenous well-being without explicit consideration of governance, and the often taken for granted value assumptions and political conditions that quietly frame policy debates and scientific understandings of what data are considered useful and what impacts are considered acceptable. This paper demonstrates the fundamental importance of centering sovereignty in not only well-being and equity considerations, but as a central tenet of ethical scientific inquiry and environmental governance more broadly.more » « less

null (Ed.)Addressing the need for convergence of different sources of knowledge to deal with complex issues such as global change, this paper presents the results of collaboration between artists and scientists to study social-ecological-technological systems (SETS). We focus on informal roads as an example of SETS. In the absence of public roads local, mostly indigenous communities and others use these forestry roads, seismic line clearings and oil and gas service roads for mobility in Siberian taiga affected by extractive industry. In 2020, with COVID-19, we had to increase our emphasis on virtual forms of data gathering, interpretation, and representations of the results. Presented in this paper forms of transmedia storytelling are designed to allow audience and users as well as the local and indigenous communities to get familiar with the research results, give feedback, and provide their own perspectives, interrelations and interdependencies between different SETS components.more » « less
