Title: Towards a more just approach to community forestry initiatives: Confronting contradictions, trade-offs, and threats to fairness
Community forest management (CFM) has gained prominence globally and shown great value as a community-based conservation approach to protecting and sustainably managing forest ecosystems while, at the same time, devolving tenure rights to local populations and stimulating local livelihoods and economies. Given CFM’s relative successes and socioeconomic goals, it is often assumed to be an inherently just approach. Here, we challenge that assumption. We present a framework rooted in environmental justice to uncover how some initiatives can perpetuate or exacerbate unfairness and thus undermine the core purpose and spirit of CFM. We put forward three questions on the fairness of CFM programs. First, we call to question the imposition of new CFM-related restrictions and rules, considering Indigenous and local communities’ legal autonomy and/or long-standing de facto rights. Second, we interrogate the burden of CFM-related economic costs and opportunity costs, in light of communities’ poverty conditions and vulnerable livelihoods. Third, we examine the fairness of focusing on the role of local communities in tackling deforestation and forest degradation, given these groups might not be the ones primarily responsible for those problems. Our discussion exposes several contradictions, trade-offs and justice implications of CFM that have remained largely unrecognized. We conclude by providing recommendations for a more just approach that centers a rights-needs-merit rationale. Forest restoration occupies centre stage in global conversations about carbon removal and biodiversity conservation, but recent research rarely acknowledges social dimensions or environmental justice implications related to its implementation. We find that 294.5 million people live on tropical forest restoration opportunity land in the Global South, including 12% of the total population in low-income countries. Forest landscape restoration that prioritizes local communities by affording them rights to manage and restore forests provides a promising option to align global agendas for climate miti-gation, conservation, environmental justice and sustainable development.

  2. Coastal ecosystems and human communities are threatened worldwide by climate change, and shocks from social, market and political change. There is an urgent global need to promote resilient food production and livelihoods in the face of these shocks. Small-scale fisheries (SSF) in rural settings can be particularly vulnerable as they frequently lack the resources, rights and infrastructure to respond to shocks originating outside the focal systems. We examined ecological and social outcomes of environmental extremes in a SSF socio-ecological system (SES) by using long-term oceanographic (between 2010-2019) and ecological (2006-2018) data tracking change in a kelp forest ecosystem of Baja California, Mexico, and concurrent documentation of proactive and reactive actions of a fishing community organized in a cooperative. Results indicate a complex landscape of ‘winners’ and ‘losers’ among species and fisheries exposed to unprecedented environmental extremes, including marine heat waves and prolonged hypoxia, and a suite of adaptive actions by the local fishing cooperative, and others in the region, that have helped confront these rapid and drastic changes. Cooperatives have established voluntary marine reserves to promote recovery of affected populations and have invested in diversification of activities enabled by access rights, collective decision-making, and participatory science programs. Results indicate that local actions can support social and ecological resilience in the face of shocks, and that enabling locally-driven adaptation pathways is critical to resilience. This case study highlights the crucial importance of strengthening and supporting rights, governance, capacity, flexibility, learning, and agency for coastal communities to respond to change and sustain their livelihoods and ecosystems in the long run.

  3. Abstract Across the globe, the legal land rights and tenure of many Indigenous peoples are yet to be recognized. A growing body of research demonstrates that tenure of Indigenous lands improves livelihoods and protects forests in addition to inherently recognizing human rights. However, the effect of tenure on environmental outcomes has scarcely been tested in regions with high development pressure, such as those with persisting forest–agriculture conflicts. In this paper, we conduct an event study and a difference-in-differences analysis to estimate the average treatment effect of land tenure on forest cover change for 129 Indigenous lands in the Atlantic Forest of Brazil from 1985 to 2019. We found that forest outcomes in Indigenous lands improved following tenure compared to pretenure and that forest outcomes improved in tenured compared to nontenured lands. We also found that formalized tenure, rather than incomplete tenure, was necessary to improve forest outcomes. Our study is the first rigorous analysis of the effect of tenure on Indigenous lands in the globally important Atlantic Forest biome and contributes to a growing body of literature on the role of rights-based approaches to conservation. The evidence presented in this study may support efforts to secure the legal rights and autonomy of Indigenous peoples.

  4. Abstract Substantial funding is being allocated to new land protection and access to protected open space for marginalized communities is a crucial concern. Using New England as a study area, we show striking disparities in the distribution of protected open space across multiple dimensions of social marginalization. Using a quartile-based approach within states, we find that communities in the lowest income quartile have just 52% as much nearby protected land as those in the most affluent quartile. Similarly, communities with the highest proportions of people of color have just 47% as much protected land as those in the lowest quartile. These disparities persist across both public and private protected land, within urban, exurban and rural communities, for different sized buffers around communities, and across time. To help address these disparities in future conservation plans, we develop a screening tool to identify and map communities with high social marginalization and low nearby protected open space within each state. We then show that areas prioritized according to these environmental justice (EJ) criteria are substantially different from areas prioritized according to conventional conservation criteria. This demonstrates how incorporating EJ criteria in conservation prioritization processes could shift patterns of future land protection. Our work provides methods that can be used broadly across regions to inform conservation efforts.

  5. Aridification in the U.S. Southwest has led to tension about conservation and land management strategy. Strain on multi-generational agricultural livelihoods and nearly 150-year-old Colorado River water adjudication necessitates solutions from transdisciplinary partnerships. In this study, farmers and ranchers in a small San Juan River headwater community of southwestern Colorado engaged in a participatory, convergent research study prioritizing local objectives and policy. Acknowledging the historic and sometimes perceived role of academic institutions as representing urban interests, our goal was to highlight how research can support rural governance. This process involved creating community partnerships, analyzing data, and supporting results distribution to the surveyed population through social media. The survey was designed to support a local waterway management plan. Survey results showed lack of water availability and climate changes were selected by producers as most negatively affecting their operations, and many were extremely interested in agroforestry methods and drought-resistant crop species. Statistical analysis identified that satisfaction with community resources was positively correlated with scale of production, satisfaction with irrigation equipment, and familiarity with water rights. We hope to contribute our framework of a convergent, place-based research design for wider applications in other regions to uncover solutions to resource challenges.
