Community efforts to consider climate change within local planning processes are increasingly common. Place-based climate adaptation workshops are commonly employed tools within these larger processes. The research, to date, on these phenomena has yielded mixed results, and the empirical evidence regarding what makes these workshops more or less effective has been mostly based on small samples in disparate contexts. In an effort to seek consensus regarding what factors lead to effective workshop outcomes, including participant learning and the motivation to take action; improved adaptation planning processes and implementation; and the development or strengthening of positive relationships between the participants, twenty-two experienced climate adaptation workshop facilitators participated in a Delphi study involving iterative surveys followed by focus groups. In this short report, we present a synthesis of consensus-based recommendations resulting from the Delphi study for enhancing place-based climate adaptation workshop outcomes. These recommendations address recruitment; fitting the local context; adequately preparing the participants; clarifying the objectives; facilitation strategies; promoting local leadership, efficacy and accountability; and providing post-workshop support. We discuss the role of these strategies in developing feelings of collective efficacy, local leadership and accountability through social learning.

Participant perspectives on effective elements and impacts of climate change adaptation workshops in the United States
Communities in the United States are increasingly relying on place-based climate adaptation workshops to aid attempts to prepare for—and cope with—climate change, but there is limited empirical evidence about what participants believe these workshops can achieve and what elements they find most valuable. To begin addressing this gap, we sought to understand participant perceptions of effective workshop elements and outcomes across a wide range of locations and workshop formats. We surveyed participants in 33 place-based adaptation workshops that took place in the United States between 2017 and 2020. We sought to understand participants’ perceptions of the outcomes of these workshops and the workshop elements that drove those outcomes. Results suggest that workshop participants commonly believed that they learned, strengthened their sense of efficacy, and deepened relationships with other workshop attendees. Participants identified specific climate actions resulting from the workshop, including knowledge dissemination efforts and project implementation. We argue that effective adaptation workshops can also expand reference groups and foster norms around climate change adaptation.

Communities facing complex social and environmental challenges may benefit from opportunities for collaborative learning. Place-based climate adaptation workshops, which help stakeholders to incorporate climate projections into site-specific adaptation strategies, are one space where learning can occur. We studied learning in eight facilitated climate adaptation workshops held in-person (n ¼ 2) and online(n ¼ 6) in the United States between 2021 and 2023. Workshops averaged 24participants and included state and local government employees, representatives from non-governmental organizations, interested citizens, academics, and others. We examined declarative, procedural, and relational learning and the processes through which knowledge was created and shared. We found evidence for learning across domains. Participants linked learning to a range of workshop elements, including collaborative workbooks, plenary presentations, and handouts. We found no meaningful differences between online and in-person workshops, suggesting that a range of workshop formats support meaningful learning. Abstract Prior research suggests that climate stories are rarely reported by local news outlets in the United States. As part of the Climate Matters in the Newsroom project—a program for climate-reporting resources designed to help journalists report local climate stories—we conducted a series of local climate-reporting workshops for journalists to support such reporting. Here, we present the impacts of eight workshops conducted in 2018 and 2019—including participant assessments of the workshop, longitudinal changes in their climate-reporting self-efficacy, and the number and proportion of print and digital climate stories reported. We learned that participants found value in the workshops and experienced significant increases in their climate-reporting self-efficacy in response to the workshops, which were largely sustained over the next 6 months. We found only limited evidence that participants reported more frequently on climate change after the workshops—possibly, in part, due to the impact of coronavirus disease 2019 (COVID-19) on the news industry. These findings suggest that local climate-reporting workshops can be a useful but not necessarily sufficient strategy for supporting local climate change reporting. Further research is needed to illuminate how to support local climate reporting most effectively. Significance StatementAs part of an NSF-funded project to support local climate change news reporting, we conducted a series of eight journalist workshops. Here we evaluate their impacts. Participants gave the workshops strong positive ratings and experienced significant increases in climate-reporting self-efficacy. There was only limited evidence, however, that the workshops led to more frequent reporting on climate change—a conclusion muddied by the impacts of coronavirus disease 2019 (COVID-19) on the news industry. Abstract Domestic climate migration is likely to increase in the future, but we know little about public perceptions and attitudes about climate migrants and migration. Understanding how perceptions and attitudes are formed is a critical task in assessing public support for assistance policies and developing effective messaging campaigns. In this paper, we aim to better understand how the U.S. public perceives domestic climate migrants. We use novel survey data to identify the relationship between climate change risk perceptions and awareness of “climate migrants,” belief that domestic climate migration is currently happening in the United States, perceived voluntariness of domestic climate migrant relocation, and support for the development of assistance programs for domestic climate migrants. We utilize a large, nationally representative panel of U.S. adults (N= 4074) collected over three waves in 2022. We find that climate change risk perceptions and perceptions of whether migration is voluntary are key drivers of perceptions and attitudes toward domestic climate migrants. We provide key suggestions to policy makers and decision-makers to improve outcomes for host and migrant communities. Significance StatementThis study illuminates factors that influence the how the public forms perceptions and attitudes about domestic climate migrants in the United States. For the first time, we offer insight into the drivers of public opinion toward domestic climate migrants and migration. Our results indicate that the various perceptions of climate migrants are largely driven by preexisting climate change risk perceptions and respondent characteristics. Our findings create a new connection with the existing literature on climate change risk perceptions and offer an opportunity for decision-makers and policy makers to create effective messaging campaigns on topics related to domestic climate migration in the United States.more » « less

In the United States (US), family forest owners, a group that includes individuals, families, trusts, and estates, are the largest single landowner category, owning approximately one-third of the nation's forests. These landowners' individualized decision-making on forest management has a profound impact on US forest cover and function at both local and regional scales. We sought to understand perceptions among family forest specialists of: climate impacts and adaptation options across different forested US regions; how family forest owners are taking climate adaptation into consideration in their forest management, if at all; and major barriers to more active management for adaptation among family forest owners. We conducted semi-structured interviews with 48 forest experts across the US who work with family forest owners, including extension specialists, state forestry agency employees, and consulting foresters who focus on family forest engagement. Our interviewees shared details on how both climate change impacts and forest management for climate adaptation vary across the US, and they perceived a lack of active forest management by family forest owners. They explained that western forest landowners confronting the imminent threat of catastrophic wildfires are more likely to see a need for active forest management. By contrast, in the east, where most forestland is privately owned, interviewees said that landowners see relatively fewer climate impacts on their forests and less need for forest management to respond to climate change. Perceived barriers to more active family forest management for climate adaptation include the lack of more robust markets for a wide range of forest products, a higher capacity forestry workforce, education and assistance in planning forest management, and addressing the issue of increased parcelization of family forest lands. We situate these perceptions in conversations on the role of boundary organizations in climate adaptation, how individual adaptation occurs, and how governing methods frame adaptation possibilities.more » « less
