Title: Gendered, Collectivist Journeys: Exploring Sociotechnical Adaptation Among Afghan Refugees in the USA
This paper presents findings from an empirical study that uncovers the economic, psychological, and socio-cultural adaptation strategies used by recent Afghan refugees in a midwestern U.S. state. Through 14 semi-structured interviews conducted between February and April 2023, this study investigates how Afghan refugees utilize technology, tools, and skills in their resettlement process, and builds upon Hsiao et al.'s conceptualization of sociotechnical adaptation. The findings reveal (i) gender and collectivist cultural values play a big role in determining the types of adaptation strategies used by men versus women, (ii) strategic choices in terms of the type of support sought depending on shared versus non-shared identity of host community members, (iii) a notable tension between economic adaptation and preserving socio-cultural values is observed, and (iv) creative, collective solutions by women participants to address economic challenges, contributing to the discourse on solidarity economies in HCI. Key contributions include (a) design implications for technological products that can aid in psychological adaptation, fostering solidarity economies, and creating digital safe spaces for refugees to connect with shared-identity host populations, and (b) policy and program recommendations for refugee resettlement agencies to enhance digital literacy among refugees.  more » « less

  1. Abstract Flood risks are rising across the United States, putting the economic and social values of growing numbers of homes at risk. In response, the federal government is funding the purchase and demolition of housing in areas of greatest jeopardy, tacitly promoting residential resettlement as a strategy of climate adaptation, especially in cities. Despite these developments little is known about where people move when they engage in such resettlement or how answers to that question vary by the racial and economic status of their flood-prone neighborhoods. The present study begins to fill that gap. We introduce a new typology for classifying environmental resettlement along two socio-spatial dimensions of community attachment: (a) distance moved from one’s flood-prone home; and (b) average distance resettled from similarly relocated neighbors. Next, we analyze data from 1,572 homeowners who accepted government-funded buyouts across 39 neighborhood areas in Harris County, Texas – Houston’s urban core. Results indicate that homeowners from more privileged neighborhoods resettle closer to their flood-prone homes and to one another, thus helping to preserve the social and economic value of their homes; homeowners from less privileged areas end up farther away from both. Implications for understanding social inequities in government-funded urban climate adaptation are discussed.

  2. Abstract Motivated by the high socio-economic impact of innovations in science and technology, entrepreneurship in STEM disciplines is gaining increasing attention. As a result, entrepreneurship education programs (EEPs) have been introduced and designed to train STEM faculty and expose them to entrepreneurial practice. This study examines factors influencing women STEM faculty's perspectives on their participation in EEPs within the broader socio-cultural context of academia. The study addresses the under-researched and undertheorized area of women academics in STEM entrepreneurship by drawing on adult participation literature and key theoretical works in entrepreneurship education to formulate the conceptual grounding. Using qualitative methods, including in-depth interviews with 32 women STEM faculty, the findings identify internal and external influences and unpacks their complex interactions across the programmatic and systemic dimensions. Internal factors include perceptions of entrepreneurship, STEM academic identity, entrepreneurial identity, and self-efficacy, while external factors included professional mentors, personal role models, socioemotional support, and financial resources. The study conceptually synthesizes these factors and elucidates a nuanced understanding of women STEM faculty’s perspectives on their participation in EEPs, offering insights for future research and program development to enhance diversity, equity, and inclusivity in STEM entrepreneurship education.

  3. Faced with sea level rise and the intensification of extreme events, human populations living on the coasts are developing responses to address local situations. A synthesis of the literature on responses to coastal adaptation allows us to highlight different adaptation strategies. Here, we analyze these strategies according to the complexity of their implementation, both institutionally and technically. First, we distinguish two opposing paradigms – fighting against rising sea levels or adapting to new climatic conditions; and second, we observe the level of integrated management of the strategies. This typology allows a distinction between four archetypes with the most commonly associated governance modalities for each. We then underline the need for hybrid approaches and adaptation trajectories over time to take into account local socio-cultural, geographical, and climatic conditions as well as to integrate stakeholders in the design and implementation of responses. We show that dynamic and participatory policies can foster collective learning processes and enable the evolution of social values and behaviors. Finally, adaptation policies rely on knowledge and participatory engagement, multi-scalar governance, policy monitoring, and territorial solidarity. These conditions are especially relevant for densely populated areas that will be confronted with sea level rise, thus for coastal cities in particular.

  4. Boosting Employment of Resettled Refugees Whether a resettled refugee finds employment in the United States depends in no small part on which host community they are first welcomed to. Every week, resettlement agencies are assigned a group of refugees who they are required to place in communities around the country. In “Dynamic Placement in Refugee Resettlement,” Ahani, Gölz, Procaccia, Teytelboym, and Trapp develop an allocation system that recommends where to place an incoming refugee family with the aim of boosting the overall employment success. Should capacities in high-employment areas be used up as quickly as possible, or does it make sense to hold back for a perfect match? The simple algorithm, based on two-stage stochastic programming, achieves over 98% of the hindsight-optimal employment, compared with under 90% for the greedy-like approaches that were previously used in practice. Their algorithm is now part of the Annie™ MOORE optimization software used by a leading American refugee resettlement agency.

    Every year, tens of thousands of refugees are resettled to dozens of host countries. Although there is growing evidence that the initial placement of refugee families profoundly affects their lifetime outcomes, there have been few attempts to optimize resettlement decisions. We integrate machine learning and integer optimization into an innovative software tool, Annie™ Matching and Outcome Optimization for Refugee Empowerment (Annie™ Moore), that assists a U.S. resettlement agency with matching refugees to their initial placements. Our software suggests optimal placements while giving substantial autonomy to the resettlement staff to fine-tune recommended matches, thereby streamlining their resettlement operations. Initial back testing indicates that Annie™ can improve short-run employment outcomes by 22%–38%. We conclude by discussing several directions for future work.
