Environmental governance is recognized as a key issue in many natural and social sciences. It is highly relevant for ecosystem services and common-pool resources as well. Both fields overlap yet have typically been studied separately. Therefore, this study aimed a) to examine the emerging body of literature that incorporates concepts from both fields of research and considers governance challenges, and b) to identify policy tools and recommendations presented for addressing those challenges. The analysis of thirty-nine selected peer-review papers revealed the multiplicity of interacting governance challenges with three major categories: environmental, socioeconomic, and problems of governance itself. Governance is impeded by institutional mismatches, exclusion of local actors, corruption, and perverse policies. The proposed policy recommendations most often suggest changes in institutional arrangements and increasing scientific understanding. Meeting human needs, and increasing social equity and justice were recognized broadly as integral for improving governance, yet correlations among governance problems and solutions appear elusive. These findings extend theoretical reasoning, while carrying practical implications for policy, governance and environmental stewardship. The analysis implies that policies to improve human conditions will be key for improved environmental governance, but more research is needed to learn which types of policy recommendations prove successful given diverse local contexts.

                            Economic Analysis of Global and Local Policies for Respecting Planetary Boundaries
                        
                    
    
            ABSTRACT In a series of highly cited papers over the period of 2009–2023, earth system scientists have identified a set of nine planetary boundaries that must not be breached if we wish to avoid catastrophic consequences for nature and humanity. These range from well‐mixed, global boundaries, such as climate‐altering atmospheric greenhouse gas concentrations, to localized limits on freshwater availability and reactive nitrogen entering the environment. Recent estimates suggest that six of the nine planetary boundaries have already been breached. The food system is a key driver of these exceedances and, therefore, must play a key role in any solutions. However, the establishment of these boundaries and the analysis of potential solutions have often been devoid of economic considerations. Furthermore, in the case of several of these planetary boundaries, limited attention has been given to the economic policies that might allow society to address them, as well as the likely synergies and tradeoffs across economic policies targeted to individual objectives. This paper seeks to bring further economic analysis to bear on the quantitative assessment of global and local economic policies aimed at respecting these planetary boundaries, concluding with seven lessons to inform future research on this topic.

Many of the world's sustainability targets hinge on global nitrogen solutions, which, in turn, contribute lasting benefits for (i) world hunger; (ii) soil, air, and water quality; (iii) climate change mitigation; and (iv) biodiversity conservation.             Abstract As a cold war with China heats up, the U.S. and other members of the G7 need new approaches to their science and technology innovation (STI) policies. Dominance on the innovation frontier is no longer possible through traditional techno‐nationalist policies that view nations as ‘competing’ through exclusive STI development. Instead, we must recognise that talent and intellectual property are globally distributed, and thus build global collaborations that draw on the world's greatest talent while providing benefits equitably in a global STI commons. We need to recognise this new reality, not only for the benefits this would confer on humankind, but also to contend with China's growing STI capabilities and, eventually perhaps, integrating China into a system of global collaboration. Additionally, and importantly, national policies must recognise the geographically untethered operations of multinational enterprises that are the developers and/or repositories of STI but have weak ties to any one nation, thus blunting policies that try to contain STI within a country's borders. In this paper, we suggest approaches to advance these goals for global STI based on theories and cases of collective action.more » « less

            Abstract We present and evaluate a deep learning first-guess front-identification system that identifies cold, warm, stationary, and occluded fronts. Frontal boundaries play a key role in the daily weather around the world. Human-drawn fronts provided by the National Weather Service’s Weather Prediction Center, Ocean Prediction Center, Tropical Analysis and Forecast Branch, and Honolulu Forecast Office are treated as ground-truth labels for training the deep learning models. The models are trained using ERA5 data with variables known to be important for distinguishing frontal boundaries, including temperature, equivalent potential temperature, and wind velocity and direction at multiple heights. Using a 250-km neighborhood over the contiguous U.S. domain, our best models achieve critical success index scores of 0.60 for cold fronts, 0.43 for warm fronts, 0.48 for stationary fronts, 0.45 for occluded fronts, and 0.71 using a binary classification system (front/no front), whereas scores over the full unified surface analysis domain were lower. For cold and warm fronts and binary classification, these scores significantly outperform prior baseline methods that utilize 250-km neighborhoods. These first-guess deep learning algorithms can be used by forecasters to locate frontal boundaries more effectively and expedite the frontal analysis process. Significance StatementFronts are boundaries that affect the weather that people experience daily. Currently, forecasters must identify these boundaries through manual analysis. We have developed an automated machine learning method for detecting cold, warm, stationary, and occluded fronts. Our automated method provides forecasters with an additional tool to expedite the frontal analysis process.more » « less

            Fishing is an important economic sector in many countries, and the industry's products constitute a source of protein for billions of people. Overfishing, incessant consumer demand, and poor regulation have left the industry susceptible to labor exploitation. A system dynamics model that describes the interactions of both ecological and economic systems while considering sustainability criteria both for the natural sphere (regeneration capacity of fish populations) and the economic sphere (profits and employment) was developed. The model evaluates interventions that reduce forced labor and labor trafficking, which are constituents of the economic sphere, while measuring legal and illegal labor. This study employs a novel interdisciplinary approach to the systemic planning and policymaking of initiatives that reduce forced labor while still valuing environmental and economic concerns, while accounting for the nonlinear feedback relationships and accumulation processes in the system. Using this model, the study presents empirical evidence and an explanation of how an emphasis on one policy over another impacts key metrics by providing results that are counterintuitive and highlight the need to consider the whole process - for example allocating a large portion of a budget towards awareness campaigns reduces fish stocks and over time forced labor increases. To be effective while minimizing unintended consequences, policies must be combined and implemented dynamically. Our case country in this study is Thailand—a prominent seafood exporter in the global spotlight for labor trafficking.
