Rules are a critical component of the functioning of nearly every online community, yet it is challenging for community moderators to make data-driven decisions about what rules to set for their communities. The connection between a community's rules and how its membership feels about its governance is not well understood. In this work, we conduct the largest-to-date analysis of rules on Reddit, collecting a set of 67,545 unique rules across 5,225 communities which collectively account for more than 67% of all content on Reddit. More than just a point-in-time study, our work measures how communities change their rules over a 5+ year period. We develop a method to classify these rules using a taxonomy of 17 key attributes extended from previous work. We assess what types of rules are most prevalent, how rules are phrased, and how they vary across communities of different types. Using a dataset of communities' discussions about their governance, we are the first to identify the rules most strongly associated with positive community perceptions of governance: rules addressing who participates, how content is formatted and tagged, and rules about commercial activities. We conduct a longitudinal study to quantify the impact of adding new rules to communities, finding that after a rule is added, community perceptions of governance immediately improve, yet this effect diminishes after six months. Our results have important implications for platforms, moderators, and researchers. We make our classification model and rules datasets public to support future research on this topic.

Governing Online Goods: Maturity and Formalization in Minecraft, Reddit, and World of Warcraft Communities
Building a successful community means governing active populations and limited resources. This challenge often requires communities to design formal governance systems from scratch. But the characteristics of successful institutional designs are unclear. Communities that are more mature and established may have more elaborate formal policy systems (as cause or effect of their success). Alternatively, they may require less formalization precisely because of their maturity: because they have more latitude and capacity to select and acculturate new members, or because their reputations encourage greater self-selection. Indeed, scholars often downplay the role that formal rules relative to unwritten rules, norms, and values. But in a community with formal rules, decisions are more consistent, transparent, and legitimate. To understand the relationship of formal institutions to community maturity and governance style, we conduct a large-scale quantitative analysis applying institutional analysis frameworks of self-governance scholar Elinor Ostrom to 80,000 communities across 3 platforms: the sandbox game Minecraft, the MMO game World of Warcraft, and Reddit. We classify communities' written rules according to several institutional taxonomies in order to test predictors of institutional formalization. From this analysis we extract two major findings. First, institutional formalization, the size and complexity of an online community's governance system, is generally positively associated with maturity, as measured by age, population size, or degree of user engagement. Second, we find that online communities employ similar governance styles across platforms, strongly favoring weak norms to strong requirements. These findings suggest that designers and founders of online communities converge, to some extent independently, on styles of governance practice that are correlated with successful self-governance. With deeper insights into the patterns of successful self-governance, we can help more communities overcome the challenges of self-governance and create for their members powerful experiences of shared meaning and collective empowerment.?

Generative AI has begun to alter how we work, learn, communicate, and participate in online communities. How might our online communities be changed by generative AI? To start addressing this question, we focused on online community moderators' experiences with AI-generated content (AIGC). We performed fifteen in-depth, semi-structured interviews with moderators of Reddit communities that restrict the use of AIGC. Our study finds that rules about AIGC are motivated by concerns about content quality, social dynamics, and governance challenges. Moderators fear that, without such rules, AIGC threatens to reduce their communities' utility and social value. We find that, despite the absence of foolproof tools for detecting AIGC, moderators were able to somewhat limit the disruption caused by this new phenomenon by working with their communities to clarify norms. However, moderators found enforcing AIGC restrictions challenging, and had to rely on time-intensive and inaccurate detection heuristics in their efforts. Our results highlight the importance of supporting community autonomy and self-determination in the face of this sudden technological change, and suggest potential design solutions that may help.more » « less

The governance of many online communities relies on rules created by participants. However, prior work provides limited evidence about how these self-governance efforts compare and relate to one another across communities. Studies tend either to analyze communities as discrete entities or consider communities that coexist within a hierarchically-managed platform. In this paper, we investigate both comparative and relational dimensions of self-governance in similar communities. We use exhaustive trace data from the five largest language editions of Wikipedia over almost 20 years since their founding, and consider both patterns in rule-making and overlaps in rule sets. We find similar rule-making activity across the five communities that replicates and extends prior work on English language Wikipedia alone. However, we also find that these Wikipedias have increasingly unique rule sets, even as editing activity concentrates on rules shared between them. Self-governing communities aligned in key ways may share a common core of rules and rule-making practices as they develop and sustain institutional variations.more » « less

What types of governance arrangements make some self-governed online groups more vulnerable to disinformation campaigns? We present a qualitative comparative analysis of the Croatian and Serbian Wikipedia editions to answer this question. We do so because between at least 2011 and 2020, the Croatian language version of Wikipedia was taken over by a small group of administrators who introduced far-right bias and outright disinformation. Dissenting editorial voices were reverted, banned, and blocked. Although Serbian, Bosnian, and Serbo-Croatian Wikipedias share many linguistic and cultural features, and faced similar threats, they seem to have largely avoided this fate. Based on a grounded theory analysis of interviews with members of these communities and others in cross-functional platform-level roles, we propose that the convergence of three features---high perceived value as a target, limited early bureaucratic openness, and a preference for personalistic, informal forms of organization over formal ones---produced a window of opportunity for governance capture on Croatian Wikipedia. Our findings illustrate that online community governing infrastructures can play a crucial role in systematic disinformation campaigns and other influence operations.more » « less

Sustainable Open Source Software (OSS) forms much of the fabric of our digital society, especially successful and sustainable ones. But many OSS projects do not become sustainable, resulting in abandonment and even risks for the world's digital infrastructure. Prior work has looked at the reasons for this mainly from two very different perspectives. In software engineering, the focus has been on understanding success and sustainability from the socio-technical perspective: the OSS programmers' day-to-day activities and the artifacts they create. In institutional analysis, on the other hand, emphasis has been on institutional designs (e.g., policies, rules, and norms) that structure project governance. Even though each is necessary for a comprehensive understanding of OSS projects, the connection and interaction between the two approaches have been barely explored. In this paper, we make the first effort toward understanding OSS project sustainability using a dual-view analysis, by combining institutional analysis with socio-technical systems analysis. In particular, we (i) use linguistic approaches to extract institutional rules and norms from OSS contributors' communications to represent the evolution of their governance systems, and (ii) construct socio-technical networks based on longitudinal collaboration records to represent each project's organizational structure. We combined the two methods and applied them to a dataset of developer digital traces from 253 nascent OSS projects within the Apache Software Foundation (ASF) incubator. We find that the socio-technical and institutional features relate to each other, and provide complimentary views into the progress of the ASF's OSS projects. Refining these combined analyses can help provide a more precise understanding of the synchronization between the evolution of institutional governance and organizational structure.more » « less
