Abstract Pastoral people in rangelands worldwide are experiencing uncertainty due to a combination of climatic, economic, and political stressors. Our study seeks to create a full view of the drivers, impacts, and adaptations to change for livestock herders in rural Mongolia, making use of herder traditional knowledge and select instrumental data. Interview respondents described undesirable trends in livestock herds, pasture, wildlife, and their livelihoods in three sites in northern, central, and eastern Mongolia from 1995 to 2015, including decreased lake levels. There was more agreement for precipitation trends than for temperature. We developed a systems model based on herder descriptions of the sequence and prominence of interacting drivers of change. Finally, we describe measures herders are taking to adapt to these changes, such as more frequent livestock movement. We present a transdisciplinary view of social-ecological change and applications for more regionally focused governance in an era of climate uncertainty.

“Those with many cattle were better off”: herd size preferences and perceived tradeoffs in the face of extreme events
African rangelands are changing rapidly due to land use change, the erosion of traditional social institutions, and increasing concern about extreme events. These changes pose a challenge to the resilience of pastoral people, their herds, and the rangelands that they inhabit. Despite these changes, debates in academics and policy continue about the optimal herd size to maintain pastoral livelihoods while avoiding environmental degradation. In this study, we draw from 33 focus group discussions with Maasai men and women in northern Tanzania to explore herd size preferences for coping with extreme events. Study participants expressed a preference for larger herds, with the primary rationale being enhanced ability to cope with drought and other extreme events. Those with large herds are better able to sell a few animals, and this money can directly benefit the family and help feed the rest of the herd through purchasing supplemental feed in the form of pumba, crop residues, or access to farmland for grazing crop residues. These findings highlight new pathways and reasons that large herds can be useful. Chief among these is having enough animals to sell to buy supplemental feed and yet sustain a viable herd. Recognizing the cultural importance of livestock to Maasai along with local perspectives on livestock herd numbers will help in supporting culturally relevant adaptation policy and practice. For example, policies and projects could focus on enhancing resilience through facilitating the saving and storing of crop residues or helping maintain livestock prices during extreme events.

Accelerated climate change is a global challenge that is increasingly putting pressure on the sustainability of livestock production systems that heavily depend on rangeland ecosystems. Rangeland management practices have low potential to sequester greenhouse gases. However, mismanagement of rangelands and their conversion into ex-urban, urban, and industrial landscapes can significantly exacerbate the climate change process. Under conditions of more droughts, heat waves, and other extreme weather events, management of risks (climate, biological, financial, political) will probably be more important to the sustainability of ranching than capability to expand output of livestock products in response to rising demand due to population growth. Replacing traditional domestic livestock with a combination of highly adapted livestock and game animals valued for both hunting and meat may be the best strategy on many arid rangelands. Eventually, traditional ranching could become financially unsound across large areas if climate change is not adequately addressed. Rangeland policy, management, and research will need to be heavily focused on the climate change problem.more » « less

One of the dominant narratives about pastoral systems is that livestock populations have the potential to grow exponentially and destroy common-pool grazing resources. However, longitudinal, interdisciplinary research has shown that pastoralists are able to sustainably manage common-pool resources and that livestock populations are not growing exponentially. The common explanation for limits on livestock population growth is that reoccurring droughts, diseases, and other disasters keep populations in check. However, we hypothesize that coupled demographic processes at the level of the household also may keep livestock population growth in check. Our hypothesis is that two mechanisms at the herd-household level explain why livestock populations grow much slower in pastoral systems than predicted by conventional Malthusian models. The two mechanisms are: (1) the domestic cycle of the household, and (2) the effects of scale and stochasticity. We developed an agent-based model of a pastoral system to evaluate the hypothesis. The results from our simulations show that the couplings between herd and household do indeed constrain the growth of both human and livestock populations. In particular, the domestic cycle of the household limits herd growth and ultimately constrains the growth of livestock populations. The study shows that the misfortunes that affect individual households every day cumulatively have a major impact on the growth of human and livestock populations.more » « less

Bondioli, Luca (Ed.)The Bronze Age village of Politiko- Troullia , located in the foothills of the copper-bearing Troodos mountains of central Cyprus, was occupied ~2050–1850 cal BCE. Excavated evidence shows that community activities included copper metallurgy (ore processing, smelting and casting), crop cultivation, and rearing of livestock. Faunal analysis reveals day-to-day subsistence practices that included consumption of sheep, goat, cattle, and pig, as well as community-scale ritual feasting focused on fallow deer, Dama dama mesopotamica . In this paper, we present bone collagen stable isotope data from these taxa to infer how these animals were managed. We incorporate stable isotope baselines calculated from modern cereal grains and compare these to archaeological seeds from Politiko- Troullia . Mean values of δ 13 C and δ 15 N cluster for livestock consistent with a diet of C3 plants, with a wider range in goats that suggests free-browsing herds. Higher δ 15 N values in cattle may reflect supplemental feeding or grazing in manured fields. Plant isotope values suggest livestock diets were predominantly composed of cultivated taxa. In contrast, deer and pig bones produce more negative mean δ 13 C and δ 15 N values suggesting that the villagers of Politiko- Troullia complemented their management of domesticated animals with hunting of wild deer and feral pigs in the woodlands surrounding their village.more » « less

Extreme weather events have cost lives and financial losses across the United States. Moreover, they are expected to increase in frequency, and this will exacerbate their impact on vulnerable sectors such as agriculture. But how farmers could adapt to extreme weather events by adopting different conservation practices has received slight attention in the literature. This study examines how farmers' perceptions of drought and flooding influence their decisions to implement conservation practices in their conventional crop fields. Out of the 350 farmer responses we received, fewer than half indicated a likelihood to adopt no-tillage/reduced tillage (43%), cover crops (40%), crop diversification (37%), and integrated crop-livestock grazing (29%). Using this data and a multivariate probit modeling framework, we show that farmers’ decisions can be partly explained by their perception of drought but not by their perception of flooding. Specifically, the perceived number of drought years significantly increases the likelihood of adopting no-tillage/reduced tillage and diversified cropping in the future. However, the number of drought years is not significantly associated with the use of cover crops and integrated crop-livestock grazing. These results suggest that the effects of extreme weather events on adoption of conservation practices as adaptive measures vary across different practices. Therefore, adaptation policies that make use of conservation practices must be tailored to farmers’ needs and priorities to be effective.more » « less
