Title: Extremely Cold Climate and Social Vulnerability in Alaska: Problems and Prospects
Cold exposure remains a significant public health concern, particularly in the Arctic regions prone to extremely cold weather. While the physical health impacts of cold exposure are well documented, understanding the social vulnerability aspects is crucial for effective mitigation and policy development. This study investigates the multifaceted dimensions of social vulnerability in the face of cold temperatures across various communities in Alaska. Alaska, renowned for its extreme cold temperatures and harsh environmental conditions, poses unique challenges to its residents, particularly in the context of social vulnerability. Drawing on a combination of quantitative data analysis and qualitative insights, we examine the factors contributing to social vulnerability, including demographic, economic, geographic, and infrastructural elements, in terms of the Extremely Cold Social Vulnerability Index, for seven Public Health Regions in Alaska. The Universal Thermal Climate Index in two very cold categories (<−27 °C) was used to identify cold exposure. Factors such as income, housing quality, health status, and resilience of the population play crucial roles in determining an individual or community’s sensitivity to, and ability to cope with, cold temperatures. Our analysis reveals that social vulnerability in Alaska is not uniform but varies significantly among regions. The research findings highlight the importance of considering factors of both sensitivity and adaptivity in understanding and addressing social vulnerability, thereby informing the development of targeted strategies and policies to enhance the resilience of Alaskan communities. As cold temperatures are projected to continue to challenge the region, addressing social vulnerability is essential for ensuring the well-being and safety of Alaska’s diverse populations.  more » « less

  1. The discourse on vulnerability to COVID-19 or any other pandemic is about the susceptibility to the effects of disease outbreaks. Over time, vulnerability has been assessed through various indices calculated using a confluence of societal factors. However, categorising Arctic communities, without considering their socioeconomic, cultural and demographic uniqueness, into the high and low continuum of vulnerability using universal indicators will undoubtedly result in the underestimation of the communities’ capacity to withstand and recover from pandemic exposure. By recognising vulnerability and resilience as two separate but interrelated dimensions, this study reviews the Arctic communities’ ability to cope with pandemic risks. In particular, we have developed a pandemic vulnerability–resilience framework for Alaska to examine the potential community-level risks of COVID-19 or future pandemics. Based on the combined assessment of the vulnerability and resilience indices, we found that not all highly vulnerable census areas and boroughs had experienced COVID-19 epidemiological outcomes with similar severity. The more resilient a census area or borough is, the lower the cumulative death per 100 000 and case fatality ratio in that area. The insight that pandemic risks are the result of the interaction between vulnerability and resilience could help public officials and concerned parties to accurately identify the populations and communities at most risk or with the greatest need, which, in turn, helps in the efficient allocation of resources and services before, during and after a pandemic. A resilience–vulnerability-focused approach described in this paper can be applied to assess the potential effect of COVID-19 and similar future health crises in remote regions or regions with large Indigenous populations in other parts of the world.

  2. Alaska, with its unique geographical and ecological characteristics, is experiencing the detrimental eects of climate change at an alarming rate. The Alaska Native (AN) population, deeply connected to the land and its resources, faces disproportionate vulnerability to these impacts. We call attention to climate change impacts on AN food sovereignty, mental and behavioral health, cultural and spiritual practices, resiliency and adaptation, and how local Alaskan organizations are addressing climate change impacts. This article also highlights the urgent need for environmental public health professionals to engage with AN and Native American communities, address health inequities, and participate in mitigation and adaptation efforts to address the environmental public health threats and consequences of climate change. Increasing awareness of climate related health impacts on these communities is crucial and immediate actions are needed to support safer, healthier, and more sustainable and climate-resilient communities. Government agencies at all levels should also seek to integrate perspectives from Indigenous Peoples, engage in co-management strategies, and provide equitable funding and support for Indigenous communities. Unity, resilience, and adaptation become attainable goals by joining communities in caring for the environment. This message resonates not only in Alaska but also globally, highlighting the need for collective action in the face of climate change.

  3. Children, and particularly infants, have physiological, anatomic, and social factors that increase vulnerability to temperature extremes. We performed a systematic review to explore the association between acute adverse infant outcomes (children 0–1 years) and exposure to high and low ambient temperatures. MEDLINE (Pubmed), Embase, CINAHL Plus, and Global Health were searched alongside the reference lists of key papers. We included published journal papers in English that assessed adverse infant outcomes related to short-term weather-related temperature exposure. Twenty-six studies met our inclusion criteria. Outcomes assessed included: infant mortality (n = 9), sudden infant death syndrome (n = 5), hospital visits or admissions (n = 5), infectious disease outcomes (n = 5), and neonatal conditions such as jaundice (n = 2). Higher temperatures were associated with increased risk of acute infant mortality, hospital admissions, and hand, foot, and mouth disease. Several studies identified low temperature impacts on infant mortality and episodes of respiratory disease. Findings on temperature risks for sudden infant death syndrome were inconsistent. Only five studies were conducted in low- or middle-income countries, and evidence on subpopulations and temperature-sensitive infectious diseases was limited. Public health measures are required to reduce the impacts of heat and cold on infant health.

  4. Abstract Climatic factors are known to shape the expression of social behaviours. Likewise, variation in social behaviour can dictate climate responses. Understanding interactions between climate and sociality is crucial for forecasting vulnerability and resilience to climate change across animal taxa.These interactions are particularly relevant for taxa like bees that exhibit a broad diversity of social states. An emerging body of literature aims to quantify bee responses to environmental change with respect to variation in key functional traits, including sociality. Additionally, decades of research on environmental drivers of social evolution may prove fruitful for predicting shifts in the costs and benefits of social strategies under climate change.In this review, we explore these findings to ask two interconnected questions: (a) how does sociality mediate vulnerability to climate change, and (b) how might climate change impact social organisation in bees? We highlight traits that intersect with bee sociality that may confer resilience to climate change (e.g. extended activity periods, diet breadth, behavioural thermoregulation) and we generate predictions about the impacts of climate change on the expression and distribution of social phenotypes in bees.The social evolutionary consequences of climate change will be complex and heterogeneous, depending on such factors as local climate and plasticity of social traits. Many contexts will see an increase in the frequency of eusocial nesting as warming temperatures accelerate development and expand the temporal window for rearing a worker brood. More broadly, climate‐mediated shifts in the abiotic and biotic selective environments will alter the costs and benefits of social living in different contexts, with cascading impacts at the population, community and ecosystem levels.

Abstract Increasing fire impacts across North America are associated with climate and vegetation change, greater exposure through development expansion, and less-well studied but salient social vulnerabilities. We are at a critical moment in the contemporary human-fire relationship, with an urgent need to transition from emergency response to proactive measures that build sustainable communities, protect human health, and restore the use of fire necessary for maintaining ecosystem processes. We propose an integrated risk factor that includes fire and smoke hazard, exposure, and vulnerability as a method to identify ‘fires that matter’, that is, fires that have potentially devastating impacts on our communities. This approach enables pathways to delineate and prioritise science-informed planning strategies most likely to increase community resilience to fires.
