Title: Interviews on Impacts of the Arctic Cruise Tourism Industry on Nature, Commerce, and Culture in Northern Communities (2021–2025)

Data were collected as part of the NSF research project "NNA Track 1: Collaborative Research: Navigating Impacts of the Arctic Tourism Industry on Nature, Commerce, and Culture in Northern Communities". This project addressed the challenges resulting from rapidly growing cruise-ship tourism encompassing natural, social and built systems of coastal communities in Alaska (Juneau and Nome), Iceland (Akureyri), Norway (Bergen) and Sweden (Visby). The overarching goals of the project were to: 1) systematically document, compare and interpret the ways in which cruise ships in Arctic and adjacent waters are impacting coastal communities; and 2) work together with local knowledge holders and decision makers to develop a set of data driven community-defined indicators to determine policies to enhance local adaptive capacities for identifying and responding to effects from cruise ship tourism. Data collected in this research project include transcripts of interviews, focus groups and listening sessions. These data were collected between 2021 and 2025 using a combination of online platforms and in-person sessions. In-person sessions were held in Juneau, Nome, Akureyri and Bergen during trips by members of the project team. A total of 123 persons were involved, of which 48 were in Juneau, 33 in Nome, 16 on Akureyri, 16 in Bergen and outlying communities, and 10 in Visby. Several commonalities and some differences amongst the responses were found between communities, mainly emphasizing the importance of finding a balance between social, economic and environmental impacts of cruise tourism in the communities, as well as the importance of technology (infrastructure) and public policy (governance) for sustainable cruise tourism at the community level.  more » « less

  1. Coastal communities are among the most rapidly changing, institutionally complex, and culturally diverse in the world, and they are among the most vulnerable to anthropogenic change. While being a driver of anthropogenic change, tourism can also provide socio-economic alternatives to declining natural resource-based livelihoods for coastal residents. The purpose of this study is to assess the impact of small-scale cruise tourism on coastal community resiliency in Petersburg, Alaska. Exploring these impacts through resiliency theory’s lens of exposure, sensitivity, and adaptive capacity, we employed ethnographic research methods that emphasize emic viewpoints to determine how residents see this form of tourism affecting the resiliency of valued community culture, institutions, and traditional livelihoods. Findings indicate that with purposeful engagement in niche cruise tourism involving boats with 250 passengers or less, and an active rejection of the large cruise ship industry, Petersburg exhibits increased adaptive capacity to promote the resilience of valued community institutions and heritage. This work draws needed recognition to the diversity of activities that fall under the label of cruise tourism, including the distinct implications of smaller-scale, niche cruise tourism for the resilience of coastal communities. It also highlights the need to capture emic perspectives to understand the politics of community resiliency.

  2. During the COVID-19 pandemic, tourism slowed down as the world went into lockdown. This pause in tourism provides a unique opportunity to analyze the environmental and socioeconomic effects of tourism by comparing tourism participation levels before, during, and after the pandemic restrictions. We examined tourism in Iceland, an island nation in the Arctic where international tourists vastly outnumber residents. Specifically, we systematically analyzed the materials, energy, tourist, and information flows, as well as the causes, effects, and agents of tourism in Iceland using the framework of telecoupling (human-nature interactions over distances). Results show that the U.S., U.K., and Nordic countries sent the highest numbers of tourists to Iceland. Flows of tourists to Iceland were tracked based on international flights and cruise ships, with Iceland’s tourism industry returning close to pre-pandemic levels in 2022 for air arrivals, while cruise ship tourism was slower in returning to pre-pandemic levels. Agents in the Icelandic tourism industry include government entities, local businesses, tour operators, and many others. There are diverse causes for tourism in Iceland, such as the demand for nature-based tourism and a cooler climate. International tourism in Iceland had both substantial environmental effects (CO2 emissions, damage to sensitive areas, etc.) and socioeconomic effects (e.g., increases in GDP and jobs). Many effects also spillover to the rest of the world as increases in CO2 emissions contribute to global climate change. Tourism is also expected to continue increasing after Iceland’s 2022 marketing launch of “Iceland Together in Progress.” Since Iceland has had such a strong tourism rebound, other countries around the world (especially other Arctic countries) that are looking to increase their tourism can gain insights from Iceland. However, it is important to make tourism more sustainable (e.g., reduction in CO2 emissions).

  3. The cruise line industry (CLI) provides an opportunity to rapidly improve national (and regional) economies in destinations. However, lack of planning and proper preparation by destination authorities and the cruise industry can have significant impacts on the local community, commerce, and environment. This paper identifies and quantifies near-shore challenges between the national authorities and the CLI that include port facility preparedness and the potential stresses on local infrastructure. These key parameters used to quantify the impact of the CLI on established destinations can potentially become part of the analysis, negotiation, and communication between all parties involved (government, business, and tourists) as part of the contribution to ensure sustainable CLI destinations. The Port of Havana, Cuba was selected as the study site and was compared against similar cruise line destinations around the Meso-American region (Philipsburg, Sint Maarten, Belize City, Belize, and Progreso, Mexico). The Port of Havana’s natural infrastructure and the carriage available for the incoming ship (i.e., nautical charting) appear to be adequate for welcoming increased cruise ship traffic. The main concerns are the potential toll on local resources including the impact on port traffic and the local infrastructure required to support tourists once they depart the ship.

  4. Discrete samples were collected on research cruise ID NRS2022 (-01T, -01S, -02S) between July 12, 2022 and September 5, 2022, and analyzed for oxygen/argon ratios and triple oxygen isotopes. Samples were collected intermittently from the underway seawater supply throughout the cruise, which departed from Homer, Alaska (AK) and sampled waters of the Bering, Chukchi, and Beaufort Seas, ending in Nome, AK. Samples were also collected at various depths from a selection of conductivity, temperature, and depth (CTD) casts during the second leg of the cruise (NRS2022_02S). The measurements here contribute to characterizing both the chemical environment and the rates of net and gross biological oxygen production in the Pacific-influenced Arctic.

This data set includes nutrient measurements of water samples collected at hydrographic stations from the Research Vessel (R/V) Sikuliaq during the Arctic Chief Scientist Training cruise June 6–12, 2023 sponsored by the University National Oceanographic Laboratory System (UNOLS) Arctic Icebreaker Coordinating Committee and the National Science Foundation. SKQ202309T was utilized as a training expedition for early-career Arctic oceanographers, focusing on skills essential for leading research cruises. Training topics centered on logistics, how to request time on ships, how to coordinate personnel and equipment, how to plan for operations and survey tasks at sea, how to work with vessel crew and staff, and how to edit research plans based on field conditions. Participants collected various data sets opportunistically throughout the research training. The cruise transited from Seward to Nome and water samples were collected at six hydrographic stations for nutrients (this data set). Specifically, this data set contains nutrient (total dissolved phosphorus (TDP), total dissolved nitrogen (TDN), phosphate, and nitrate+nitrite) measurements at surface and above seabed water depths. Bottle samples were collected in high-density polyethylene (HDPE) bottles which were rinsed at least three times before filling. The bottles were frozen at -40 Celsius (C).
