  1. Model parameter updating can enhance the use of nonlinear structural response simulation to guide decision-making in the post-earthquake environment. Since most structures in high seismic regions are not instrumented with sensors, the response history during ground shaking is usually not available after an earthquake. Nevertheless, technologies such as Light Detection and Ranging (LiDAR) and drone-mounted imaging devices have increased the feasibility of measuring residual deformations after the shaking has subsided. It is within this context that a framework for performing nonlinear structural model parameter updating based only on residual drift measurements is proposed. The considered setting is one where a structure is subjected to a sequence of ground motions (without repairs), whereby after each event, the structural model parameters are updated using a Bayesian formulation and the measured residual drift. The methodology is demonstrated by using experimental data from a reinforced concrete bridge pier subjected to six back-to-back ground motions with significant residual drifts recorded after the third, fourth and fifth records in the sequence. The results showed that the updating procedure is able to incrementally (after each record) improve the accuracy of both the concrete and steel model parameters which also enhanced the estimates of the simulated peak and residual drifts.

  2. Large-scale population displacements arising from conflict-induced forced migration generate uncertainty and introduce several policy challenges. Addressing these concerns requires an interdisciplinary approach that integrates knowledge from both computational modeling and social sciences. We propose a generalized computational agent-based modeling framework grounded by Theory of Planned Behavior to model conflict-induced migration outflows within Ukraine during the start of that conflict in 2022. Existing migration modeling frameworks that attempt to address policy implications primarily focus on destination while leaving absent a generalized computational framework grounded by social theory focused on the conflict-induced region. We propose an agent-based framework utilizing a spatiotemporal gravity model and a Bi-threshold model over a Graph Dynamical System to update migration status of agents in conflict-induced regions at fine temporal and spatial granularity. This approach significantly outperforms previous work when examining the case of Russian invasion in Ukraine. Policy implications of the proposed framework are demonstrated by modeling the migration behavior of Ukrainian civilians attempting to flee from regions encircled by Russian forces. We also showcase the generalizability of the model by simulating a past conflict in Burundi, an alternative conflict setting. Results demonstrate the utility of the framework for assessing conflict-induced migration in varied settings as well as identifying vulnerable civilian populations.

  3. Abstract The ongoing Russian aggression against Ukraine has forced over eight million people to migrate out of Ukraine. Understanding the dynamics of forced migration is essential for policy-making and for delivering humanitarian assistance. Existing work is hindered by a reliance on observational data which is only available well after the fact. In this work, we study the efficacy of a data-driven agent-based framework motivated by social and behavioral theory in predicting outflow of migrants as a result of conflict events during the initial phase of the Ukraine war. We discuss policy use cases for the proposed framework by demonstrating how it can leverage refugee demographic details to answer pressing policy questions. We also show how to incorporate conflict forecast scenarios to predict future conflict-induced migration flows. Detailed future migration estimates across various conflict scenarios can both help to reduce policymaker uncertainty and improve allocation and staging of limited humanitarian resources in crisis settings.

  4. The Russian invasion of Ukraine on February 24, 2022, has displaced more than a quarter of the population. Assessing disease burdens among displaced people is instrumental in informing global public health and humanitarian aid efforts. We estimated the disease burden in Ukrainians displaced both within Ukraine and to other countries by combining a spatiotemporal model of forcible displacement with age- and gender-specific estimates of cardiovascular disease (CVD), diabetes, cancer, HIV, and tuberculosis (TB) in each of Ukraine’s 629 raions (i.e., districts). Among displaced Ukrainians as of May 13, we estimated that more than 2.63 million have CVDs, at least 615,000 have diabetes, and over 98,500 have cancer. In addition, more than 86,000 forcibly displaced individuals are living with HIV, and approximately 13,500 have TB. We estimated that the disease prevalence among refugees was lower than the national disease prevalence before the invasion. Accounting for internal displacement and healthcare facilities impacted by the conflict, we estimated that the number of people per hospital has increased by more than two-fold in some areas. As regional healthcare systems come under increasing strain, these estimates can inform the allocation of critical resources under shifting disease burdens.

  6. The fragmented and inefficient healthcare system in the United States leads to many preventable deaths and unnecessary costs every year. During a pandemic, the lives saved and economic benefits of a single-payer universal healthcare system relative to the status quo would be even greater. For Americans who are uninsured and underinsured, financial barriers to COVID-19 care delayed diagnosis and exacerbated transmission. Concurrently, deaths beyond COVID-19 accrued from the background rate of uninsurance. Universal healthcare would alleviate the mortality caused by the confluence of these factors. To evaluate the repercussions of incomplete insurance coverage in 2020, we calculated the elevated mortality attributable to the loss of employer-sponsored insurance and to background rates of uninsurance, summing with the increased COVID-19 mortality due to low insurance coverage. Incorporating the demography of the uninsured with age-specific COVID-19 and nonpandemic mortality, we estimated that a single-payer universal healthcare system would have saved about 212,000 lives in 2020 alone. We also calculated that US$105.6 billion of medical expenses associated with COVID-19 hospitalization could have been averted by a single-payer universal healthcare system over the course of the pandemic. These economic benefits are in addition to US$438 billion expected to be saved by single-payer universal healthcare during a nonpandemic year.

    Aspergillus flavus is an agriculturally important fungus that causes ear rot of maize and produces aflatoxins, of which B 1 is the most carcinogenic naturally-produced compound. In the US, the management of aflatoxins includes the deployment of biological control agents that comprise two nonaflatoxigenic A . flavus strains, either Afla-Guard (member of lineage IB) or AF36 (lineage IC). We used genotyping-by-sequencing to examine the influence of both biocontrol agents on native populations of A . flavus in cornfields in Texas, North Carolina, Arkansas, and Indiana. This study examined up to 27,529 single-nucleotide polymorphisms (SNPs) in a total of 815 A . flavus isolates, and 353 genome-wide haplotypes sampled before biocontrol application, three months after biocontrol application, and up to three years after initial application. Here, we report that the two distinct A . flavus evolutionary lineages IB and IC differ significantly in their frequency distributions across states. We provide evidence of increased unidirectional gene flow from lineage IB into IC, inferred to be due to the applied Afla-Guard biocontrol strain. Genetic exchange and recombination of biocontrol strains with native strains was detected in as little as three months after biocontrol application and up to one and three years later. There was limited inter-lineage migration in the untreated fields. These findings suggest that biocontrol products that include strains from lineage IB offer the greatest potential for sustained reductions in aflatoxin levels over several years. This knowledge has important implications for developing new biocontrol strategies.

  9. Successful public health regimes for COVID-19 push below unity long-term regionalRt—the average number of secondary cases caused by an infectious individual. We use a susceptible-infectious-recovered (SIR) model for two coupled populations to make the conceptual point that asynchronous, variable local control, together with movement between populations, elevates long-term regionalRt, and cumulative cases, and may even prevent disease eradication that is otherwise possible. For effective pandemic mitigation strategies, it is critical that models encompass both spatiotemporal heterogeneity in transmission and movement.

  10. Brazil has been severely hit by COVID-19, with rapid spatial spread of both cases and deaths. We used daily data on reported cases and deaths to understand, measure, and compare the spatiotemporal pattern of the spread across municipalities. Indicators of clustering, trajectories, speed, and intensity of the movement of COVID-19 to interior areas, combined with indices of policy measures, show that although no single narrative explains the diversity in the spread, an overall failure of implementing prompt, coordinated, and equitable responses in a context of stark local inequalities fueled disease spread. This resulted in high and unequal infection and mortality burdens. With a current surge in cases and deaths and several variants of concern in circulation, failure to mitigate the spread could further aggravate the burden.
