Bringmann, Karl; Grohe, Martin; Puppis, Gabriele; Svensson, Ola (Ed.)The splitting-off operation in undirected graphs is a fundamental reduction operation that detaches all edges incident to a given vertex and adds new edges between the neighbors of that vertex while preserving their degrees. Lovász [Lov{á}sz, 1974; Lov{á}sz, 1993] and Mader [Mader, 1978] showed the existence of this operation while preserving global and local connectivities respectively in graphs under certain conditions. These results have far-reaching applications in graph algorithms literature [Lovász, 1976; Mader, 1978; Frank, 1993; Frank and Király, 2002; Király and Lau, 2008; Frank, 1992; Goemans and Bertsimas, 1993; Frank, 1994; Bang-Jensen et al., 1995; Frank, 2011; Nagamochi and Ibaraki, 2008; Nagamochi et al., 1997; Henzinger and Williamson, 1996; Goemans, 2001; Jordán, 2003; Kriesell, 2003; Jain et al., 2003; Chan et al., 2011; Bhalgat et al., 2008; Lau, 2007; Chekuri and Shepherd, 2008; Nägele and Zenklusen, 2020; Blauth and Nägele, 2023]. In this work, we introduce a splitting-off operation in hypergraphs. We show that there exists a local connectivity preserving complete splitting-off in hypergraphs and give a strongly polynomial-time algorithm to compute it in weighted hypergraphs. We illustrate the usefulness of our splitting-off operation in hypergraphs by showing two applications: (1) we give a constructive characterization of k-hyperedge-connected hypergraphs and (2) we give an alternate proof of an approximate min-max relation for max Steiner rooted-connected orientation of graphs and hypergraphs (due to Király and Lau [Király and Lau, 2008]). We consider the problem of enumerating optimal solutions for two hypergraph k-partitioning problems, namely, Hypergraph-k-Cut and Minmax-Hypergraph-k-Partition. The input in hypergraph k-partitioning problems is a hypergraph [Formula: see text] with positive hyperedge costs along with a fixed positive integer k. The goal is to find a partition of V into k nonempty parts [Formula: see text]—known as a k-partition—so as to minimize an objective of interest. (1) If the objective of interest is the maximum cut value of the parts, then the problem is known as Minmax-Hypergraph-k-Partition. A subset of hyperedges is a minmax-k-cut-set if it is the subset of hyperedges crossing an optimum k-partition for Minmax-Hypergraph-k-Partition. (2) If the objective of interest is the total cost of hyperedges crossing the k-partition, then the problem is known as Hypergraph-k-Cut. A subset of hyperedges is a min-k-cut-set if it is the subset of hyperedges crossing an optimum k-partition for Hypergraph-k-Cut. We give the first polynomial bound on the number of minmax-k-cut-sets and a polynomial-time algorithm to enumerate all of them in hypergraphs for every fixed k. Our technique is strong enough to also enable an [Formula: see text]-time deterministic algorithm to enumerate all min-k-cut-sets in hypergraphs, thus improving on the previously known [Formula: see text]-time deterministic algorithm, in which n is the number of vertices and p is the size of the hypergraph. The correctness analysis of our enumeration approach relies on a structural result that is a strong and unifying generalization of known structural results for Hypergraph-k-Cut and Minmax-Hypergraph-k-Partition. We believe that our structural result is likely to be of independent interest in the theory of hypergraphs (and graphs). Etessami, Kousha; Feige, Uriel; Puppis, Gabriele (Ed.)Classical network design models, such as the Survivable Network Design problem (SNDP), are (partly) motivated by robustness to faults under the assumption that any subset of edges upto a specific number can fail. We consider non-uniform fault models where the subset of edges that fail can be specified in different ways. Our primary interest is in the flexible graph connectivity model [Adjiashvili, 2013; Adjiashvili et al., 2020; Adjiashvili et al., 2022; Boyd et al., 2023], in which the edge set is partitioned into safe and unsafe edges. Given parameters p,q ≥ 1, the goal is to find a cheap subgraph that remains p-connected even after the failure of q unsafe edges. We also discuss the bulk-robust model [Adjiashvili et al., 2015; Adjiashvili, 2015] and the relative survivable network design model [Dinitz et al., 2022]. While SNDP admits a 2-approximation [K. Jain, 2001], the approximability of problems in these more complex models is much less understood even in special cases. We make two contributions. Our first set of results are in the flexible graph connectivity model. Motivated by a conjecture that a constant factor approximation is feasible when p and q are fixed, we consider two special cases. For the s-t case we obtain an approximation ratio that depends only on p,q whenever p+q > pq/2 which includes (p,2) and (2,q) for all p,q ≥ 1. For the global connectivity case we obtain an O(q) approximation for (2,q), and an O(p) approximation for (p,2) and (p,3) for any p ≥ 1, and for (p,4) when p is even. These are based on an augmentation framework and decomposing the families of cuts that need to be covered into a small number of uncrossable families. Our second result is a poly-logarithmic approximation for a generalization of the bulk-robust model when the "width" of the given instance (the maximum number of edges that can fail in any particular scenario) is fixed. Via this, we derive corresponding approximations for the flexible graph connectivity model and the relative survivable network design model. We utilize a recent framework due to Chen et al.
