Online abusive behavior affects millions and the NLP community has attempted to mitigate this problem by developing technologies to detect abuse. However, current methods have largely focused on a narrow definition of abuse to detriment of victims who seek both validation and solutions. In this position paper, we argue that the community needs to make three substantive changes: (1) expanding our scope of problems to tackle both more subtle and more serious forms of abuse, (2) developing proactive technologies that counter or inhibit abuse before it harms, and (3) reframing our effort within a framework of justice to promote healthy communities.

A critical evaluation of the technological emergence concept
The study of emerging technologies is broad and has multiple and often poorly integrated threads. For example, some literature draw from a number of characteristics such as radicalness, growth speed, coherence, impact, uncertainty and ambiguity while other only look at expected economic benefits. This fractured view of the growth of new technologies has created a hodgepodge of approaches and a dearth of fundamental measures within this research space. Recent efforts at developing a more fundamental measure of technological behavior have yielded "Technical Emergence" - a simple proposition which seeks to measure the growth of concepts within a community of users by tracking Novelty, Persistence, Community and Growth. This fundamental unit induces the possibility to actually measure and, more importantly test, its behavior using repeatable bibliometric techniques. We discuss in detail the conceptual origins and evaluate the concept of technological emergence and relations of indicators to it.

There has been much research concerning emergence in technology, ever since knowledge has been accepted as a prime engine of economic growth. However, even though there are a growing number of publications, the concept remains ambiguous. In this study, we aim to trace emergence discussions to find the evolution of related concepts, in order to explore usage in the technological context. To achieve this, the philosophy of science, complexity, and economic literatures are reviewed in accordance with the emergence concept qualita‑ tively. Then, a bibliometrics study is performed to strengthen the qualitative argument and find evidence of emergence in technology studies for comparison. Based on the findings, we can assert that the definition of technology emergence needs to be revised with con‑ sideration of its theoretical foundations. null (Ed.)Fundamental research in physics has long been a prerequisite for computer scientists and engineers to design innovative products, such as laptops and cell phones. Technological innovations and fundamental research are both part of the so-called STEM fields (Science, Technology, Engineering, and Mathematics), which are known to substantially contribute to economic growth. However, the questions still remain: how much contribution do these fields make to both wealth accumulation and inequality at different levels of analysis? First, analyzing the lists of world’s wealthiest individuals, the Zipf plot analysis demonstrates that STEM billionaires contribute more to wealth inequality than their non-STEM counterparts. Analyzing the companies in the S&P500, we find that STEM firms contribute more to wealth inequality and have larger growth rates on average than the non-STEM firms. Finally, we show that the more STEM graduates in a country, the larger its GDP growth rate. In combination, we demonstrate that STEM is a fractal mechanism that drives wealth accumulation—and the wealth inequality— at different scales of economy—from individual wealth to firm valuation to country GDP.more » « less

The development of electrically pumped semiconductor diode lasers emitting at the ultraviolet (UV)-B and -C spectral bands has been an active area of research over the past several years, motivated by a wide range of emerging applications. III-Nitride materials and their alloys, in particular AlGaN, are the material of choice for the development of this ultrashort-wavelength laser technology. Despite significant progress in AlGaN-based light-emitting diodes (LEDs), the technological advancement and innovation in diode lasers at these spectral bands is lagging due to several technical challenges. Here, the authors review the progress of AlGaN electrically-pumped lasers with respect to very recent achievements made by the scientific community. The devices based on both thin films and nanowires demonstrated to date will be discussed in this review. The state-of-the-art growth technologies, such as molecular beam epitaxy (MBE) and metalorganic chemical vapor deposition (MOCVD); and various foreign substrates/templates used for the laser demonstrations will be highlighted. We will also outline technical challenges associated with the laser development, which must be overcome in order to achieve a critical technological breakthrough and fully realize the potential of these lasers.more » « less

Recent decades have seen a significant increase in the frequency, intensity, and impact of natural disasters and other emergencies, forcing the governments around the world to make emergency response and disaster management national priorities. The growth of extremely large and complex datasets — commonly referred to as big data — and various advances in information and communications technology and computing now support more effective approaches to humanitarian relief, logistical coordination, overall disaster management, and long-term recovery in connection with natural disasters and emergency events. Leveraging big data and technological advances for emergency management has attracted considerable attention in the research community. However, the desired merging of big data and emergency management (BDEM) requires coordinated efforts to align and define interdisciplinary terminologies and methodologies. To date, the key concepts and technologies in this emerging research area have not been coherently discussed in a sufficiently broad and multidisciplinary manner. In this article, an international team presents an overview of the BDEM domain, highlighting a general framework and discussing key challenges from several perspectives. We introduce and summarize typical technologies and applications, organized into the six broad categories. Finally, we outline several directions of future research.more » « less
