Title: How to break an API: cost negotiation and community values in three software ecosystems
Change introduces conflict into software ecosystems: breaking changes may ripple through the ecosystem and trigger rework for users of a package, but often developers can invest additional effort or accept opportunity costs to alleviate or delay downstream costs. We performed a multiple case study of three software ecosystems with different tooling and philosophies toward change, Eclipse, R/CRAN, and Node.js/npm, to understand how developers make decisions about change and change-related costs and what practices, tooling, and policies are used. We found that all three ecosystems differ substantially in their practices and expectations toward change and that those differences can be explained largely by different community values in each ecosystem. Our results illustrate that there is a large design space in how to build an ecosystem, its policies and its supporting infrastructure; and there is value in making community values and accepted tradeoffs explicit and transparent in order to resolve conflicts and negotiate change-related costs.  more » « less

    Open source software projects often rely on package management systems that help projects discover, incorporate, and maintain dependencies on other packages, maintained by other people. Such systems save a great deal of effort over ad hoc ways of advertising, packaging, and transmitting useful libraries, but coordination among project teams is still needed when one package makes a breaking change affecting other packages. Ecosystems differ in their approaches to breaking changes, and there is no general theory to explain the relationships between features, behavioral norms, ecosystem outcomes, and motivating values. We address this through two empirical studies. In an interview case study, we contrast Eclipse, NPM, and CRAN, demonstrating that these different norms for coordination of breaking changes shift the costs of using and maintaining the software among stakeholders, appropriate to each ecosystem’s mission. In a second study, we combine a survey, repository mining, and document analysis to broaden and systematize these observations across 18 ecosystems. We find that all ecosystems share values such as stability and compatibility, but differ in other values. Ecosystems’ practices often support their espoused values, but in surprisingly diverse ways. The data provides counterevidence against easy generalizations about why ecosystem communities do what they do.

Given that undergraduate engineering students are becoming more involved in research and entrepreneurial activities that can lead to the generation of intellectual property (IP), this study investigates faculty attitudes related to IP policies and practices associated with educating and guiding undergraduate students. We surveyed a sample of 143 faculty members from both engineering and entrepreneurship education to examine: (a) the extent and nature of faculty involvement in undergraduate IP; (b) issues confronting faculty as they relate to undergraduate IP; (c) ways to catalyze undergraduate involvement in the generation of IP; (d) indicators of success; (e) future changes; and (f) best practices. We found that the majority of faculty members who were involved in undergraduate IP perceived that unclear policies, a lack of information, and unclear ownership of inventions were the most significant obstacles when guiding and teaching students. Furthermore, unwritten policies, biased ownership of information toward universities, lack of legal assistance for undergraduate students placed undergraduate students in a gray area where legal policies were not sufficient. Faculty who had previously guided students through the patent process reported greater concerns about teaching students the values and the principles of protecting intellectual property than those who did not. In terms of the role universities should play in enhancing undergraduate IP generation, most participants agreed that universities should educate students about IP protection (87%) and entrepreneurship (71%). The three most highly rated success indicators in educating undergraduate IP development were the increasing number of students involved in real world innovation and invention and entrepreneurial activities and enhancing student involvement with industry. When asked how universities could mitigate issues related to student IP, six themes emerged from participants’ open-ended responses, including: university taking no claim on student IP; early education and training about intellectual property issues; consulting assistance from TTO; creation of entrepreneurial culture or ecosystem; and access to low cost legal advice. Faculty members surveyed had strong views about where potential problems occur, and fewer recommendations on what resources should be provided. From the data, it is clear that there is still much to be accomplished to clarify the extent to which universities should be involved in managing undergraduate intellectual property. With further research and understanding, best practices for undergraduate IP generation can be applied to avoid further IP challenges for faculty, students, and academic institutions.

  3. Abstract Background

    Efforts to achieve improved student outcomes in STEM are critically reliant on the success of reform efforts associated with teaching and learning. Reform efforts include the transformation of course-based practices, community values, and the institutional policies and structures associated with teaching and learning in higher education. Enacting change is a complex process that can be guided by change theories that describe how and why a desired change takes place. We analyzed the utility of a theory-based change model applied in a higher education setting. Our results provide guidance for change efforts at other institutions.

    Results

    Use of the CACAO model to guide the transformation of STEM instruction at a large public university resulted in changes to faculty teaching practices and department culture consistent with the vision defined for the project. Such changes varied across STEM departments in accordance with the emergent nature of project activities at the department level. Our application of the CACAO model demonstrates the importance of (1) creating a vision statement (statement of desired change or end-state); (2) attending to different levels of the organization (e.g., individuals, departments, and colleges); (3) working with change agents who are situated to be effective at different organizational levels; and (4) employing strategies to meet the needs and interests of faculty at different stages of adoption with respect to the desired change.

    Conclusion

    Our work, which demonstrates the utility of the CACAO model for change and captures its key elements in a matrix, provides a potential foundation for others considering how to frame and study change efforts. It reinforces the value of using change theories to inform change efforts and creates a structure that others can build on and modify, either by applying our CACAO matrix in their own setting or by using the matrix to identify elements that connect to other change theories. We contribute to the growing body of literature which seeks to understand how change theories can be useful and generalizable beyond a single project.

    https://pressbooks.lib.vt.edu/alaskanative/ At the start of the pandemic, the editors of this annotated bibliography initiated a remote (i.e., largely virtual) ethnographic research project that investigated how COVID-19 was impacting off-site modular construction practices in Alaska Native communities. Many of these communities are located off the road system and thus face not only dramatically higher costs but multiple logistical challenges in securing licensed tradesmen and construction crews and in shipping building supplies and equipment to their communities. These barriers, as well as the region’s long winters and short building seasons, complicate the construction of homes and related infrastructure projects. Historically, these communities have also grappled with inadequate housing, including severe overcrowding and poor-quality building stock that is rarely designed for northern Alaska’s climate (Marino 2015). Moreover, state and federal bureaucracies and their associated funding opportunities often further complicate home building by failing to accommodate the digital divide in rural Alaska and the cultural values and practices of Native communities.[1] It is not surprising, then, that as we were conducting fieldwork for this project, we began hearing stories about these issues and about how the restrictions caused by the pandemic were further exacerbating them. Amidst these stories, we learned about how modular home construction was being imagined as a possible means for addressing both the complications caused by the pandemic and the need for housing in the region (McKinstry 2021). As a result, we began to investigate how modular construction practices were figuring into emergent responses to housing needs in Alaska communities. We soon realized that we needed to broaden our focus to capture a variety of prefabricated building methods that are often colloquially or idiomatically referred to as “modular.” This included a range of prefabricated building systems (e.g., manufactured, volumetric modular, system-built, and Quonset huts and other reused military buildings[2]). Our further questions about prefabricated housing in the region became the basis for this annotated bibliography. Thus, while this bibliography is one of multiple methods used to investigate these issues, it played a significant role in guiding our research and helped us bring together the diverse perspectives we were hearing from our interviews with building experts in the region and the wider debates that were circulating in the media and, to a lesser degree, in academia. The actual research for each of three sections was carried out by graduate students Lauren Criss-Carboy and Laura Supple.[3] They worked with us to identify source materials and their hard work led to the team identifying three themes that cover intersecting topics related to housing security in Alaska during the pandemic. The source materials collected in these sections can be used in a variety of ways depending on what readers are interested in exploring, including insights into debates on housing security in the region as the pandemic was unfolding (2021-2022). The bibliography can also be used as a tool for thinking about the relational aspects of these themes or the diversity of ways in which information on housing was circulating during the pandemic (and the implications that may have had on community well-being and preparedness). That said, this bibliography is not a comprehensive analysis. Instead, by bringing these three sections together with one another to provide a snapshot of what was happening at that time, it provides a critical jumping off point for scholars working on these issues. The first section focuses on how modular housing figured into pandemic responses to housing needs. In exploring this issue, author Laura Supple attends to both state and national perspectives as part of a broader effort to situate Alaska issues with modular housing in relation to wider national trends. This led to the identification of multiple kinds of literature, ranging from published articles to publicly circulated memos, blog posts, and presentations. These materials are important source materials that will likely fade in the vastness of the Internet and thus may help provide researchers with specific insights into how off-site modular construction was used – and perhaps hyped – to address pandemic concerns over housing, which in turn may raise wider questions about how networks, institutions, and historical experiences with modular construction are organized and positioned to respond to major societal disruptions like the pandemic. As Supple pointed out, most of the material identified in this review speaks to national issues and only a scattering of examples was identified that reflect on the Alaskan context. The second section gathers a diverse set of communications exploring housing security and homelessness in the region. The lack of adequate, healthy housing in remote Alaska communities, often referred to as Alaska’s housing crisis, is well-documented and preceded the pandemic (Guy 2020). As the pandemic unfolded, journalists and other writers reported on the immense stress that was placed on already taxed housing resources in these communities (Smith 2020; Lerner 2021). The resulting picture led the editors to describe in their work how housing security in the region exists along a spectrum that includes poor quality housing as well as various forms of houselessness including, particularly relevant for the context, “hidden homelessness” (Hope 2020; Rogers 2020). The term houseless is a revised notion of homelessness because it captures a richer array of both permanent and temporary forms of housing precarity that people may experience in a region (Christensen et al. 2107). By identifying sources that reflect on the multiple forms of housing insecurity that people were facing, this section highlights the forms of disparity that complicated pandemic responses. Moreover, this section underscores ingenuity (Graham 2019; Smith 2020; Jason and Fashant 2021) that people on the ground used to address the needs of their communities. The third section provides a snapshot from the first year of the pandemic into how CARES Act funds were allocated to Native Alaska communities and used to address housing security. This subject was extremely complicated in Alaska due to the existence of for-profit Alaska Native Corporations and disputes over eligibility for the funds impacted disbursements nationwide. The resources in this section cover that dispute, impacts of the pandemic on housing security, and efforts to use the funds for housing as well as barriers Alaska communities faced trying to secure and use the funds. In summary, this annotated bibliography provides an overview of what was happening, in real time, during the pandemic around a specific topic: housing security in largely remote Alaska Native communities. The media used by housing specialists to communicate the issues discussed here are diverse, ranging from news reports to podcasts and from blogs to journal articles. This diversity speaks to the multiple ways in which information was circulating on housing at a time when the nightly news and radio broadcasts focused heavily on national and state health updates and policy developments. Finding these materials took time, and we share them here because they illustrate why attention to housing security issues is critical for addressing crises like the pandemic. For instance, one theme that emerged out of a recent National Science Foundation workshop on COVID research in the North NSF Conference[4] was that Indigenous communities are not only recovering from the pandemic but also evaluating lessons learned to better prepare for the next one, and resilience will depend significantly on more—and more adaptable—infrastructure and greater housing security.

Introduction and Theoretical Frameworks Our study draws upon several theoretical foundations to investigate and explain the educational experiences of Black students majoring in ME, CpE, and EE: intersectionality, critical race theory, and community cultural wealth theory. Intersectionality explains how gender operates together with race, not independently, to produce multiple, overlapping forms of discrimination and social inequality (Crenshaw, 1989; Collins, 2013). Critical race theory recognizes the unique experiences of marginalized groups and strives to identify the micro- and macro-institutional sources of discrimination and prejudice (Delgado & Stefancic, 2001). Community cultural wealth integrates an asset-based perspective to our analysis of engineering education to assist in the identification of factors that contribute to the success of engineering students (Yosso, 2005). These three theoretical frameworks are buttressed by our use of Racial Identity Theory, which expands understanding about the significance and meaning associated with students’ sense of group membership. Sellers and colleagues (1997) introduced the Multidimensional Model of Racial Identity (MMRI), in which they indicated that racial identity refers to the “significance and meaning that African Americans place on race in defining themselves” (p. 19). The development of this model was based on the reality that individuals vary greatly in the extent to which they attach meaning to being a member of the Black racial group. Sellers et al. (1997) posited that there are four components of racial identity: 1. Racial salience: “the extent to which one’s race is a relevant part of one’s self-concept at a particular moment or in a particular situation” (p. 24). 2. Racial centrality: “the extent to which a person normatively defines himself or herself with regard to race” (p. 25). 3. Racial regard: “a person’s affective or evaluative judgment of his or her race in terms of positive-negative valence” (p. 26). This element consists of public regard and private regard. 4. Racial ideology: “composed of the individual’s beliefs, opinions and attitudes with respect to the way he or she feels that the members of the race should act” (p. 27). The resulting 56-item inventory, the Multidimensional Inventory of Black Identity (MIBI), provides a robust measure of Black identity that can be used across multiple contexts. Research Questions Our 3-year, mixed-method study of Black students in computer (CpE), electrical (EE) and mechanical engineering (ME) aims to identify institutional policies and practices that contribute to the retention and attrition of Black students in electrical, computer, and mechanical engineering. Our four study institutions include historically Black institutions as well as predominantly white institutions, all of which are in the top 15 nationally in the number of Black engineering graduates. We are using a transformative mixed-methods design to answer the following overarching research questions: 1. Why do Black men and women choose and persist in, or leave, EE, CpE, and ME? 2. What are the academic trajectories of Black men and women in EE, CpE, and ME? 3. In what way do these pathways vary by gender or institution? 4. What institutional policies and practices promote greater retention of Black engineering students? Methods This study of Black students in CpE, EE, and ME reports initial results from in-depth interviews at one HBCU and one PWI. We asked students about a variety of topics, including their sense of belonging on campus and in the major, experiences with discrimination, the impact of race on their experiences, and experiences with microaggressions. For this paper, we draw on two methodological approaches that allowed us to move beyond a traditional, linear approach to in-depth interviews, allowing for more diverse experiences and narratives to emerge. First, we used an identity circle to gain a better understanding of the relative importance to the participants of racial identity, as compared to other identities. The identity circle is a series of three concentric circles, surrounding an “inner core” representing one’s “core self.” Participants were asked to place various identities from a provided list that included demographic, family-related, and school-related identities on the identity circle to reflect the relative importance of the different identities to participants’ current engineering education experiences. Second, participants were asked to complete an 8-item survey which measured the “centrality” of racial identity as defined by Sellers et al. (1997). Following Enders’ (2018) reflection on the MMRI and Nigrescence Theory, we chose to use the measure of racial centrality as it is generally more stable across situations and best “describes the place race holds in the hierarchy of identities an individual possesses and answers the question ‘How important is race to me in my life?’” (p. 518). Participants completed the MIBI items at the end of the interview to allow us to learn more about the participants’ identification with their racial group, to avoid biasing their responses to the Identity Circle, and to avoid potentially creating a stereotype threat at the beginning of the interview. This paper focuses on the results of the MIBI survey and the identity circles to investigate whether these measures were correlated. Recognizing that Blackness (race) is not monolithic, we were interested in knowing the extent to which the participants considered their Black identity as central to their engineering education experiences. Combined with discussion about the identity circles, this approach allowed us to learn more about how other elements of identity may shape the participants’ educational experiences and outcomes and revealed possible differences in how participants may enact various points of their identity. Findings For this paper, we focus on the results for five HBCU students and 27 PWI students who completed the MIBI and identity circle. The overall MIBI average for HBCU students was 43 (out of a possible 56) and the overall MIBI scores ranged from 36-51; the overall MIBI average for the PWI students was 40; the overall MIBI scores for the PWI students ranged from 24-51. Twenty-one students placed race in the inner circle, indicating that race was central to their identity. Five placed race on the second, middle circle; three placed race on the third, outer circle. Three students did not place race on their identity circle. For our cross-case qualitative analysis, we will choose cases across the two institutions that represent low, medium and high MIBI scores and different ranges of centrality of race to identity, as expressed in the identity circles. Our final analysis will include descriptive quotes from these in-depth interviews to further elucidate the significance of race to the participants’ identities and engineering education experiences. The results will provide context for our larger study of a total of 60 Black students in engineering at our four study institutions. Theoretically, our study represents a new application of Racial Identity Theory and will provide a unique opportunity to apply the theories of intersectionality, critical race theory, and community cultural wealth theory. Methodologically, our findings provide insights into the utility of combining our two qualitative research tools, the MIBI centrality scale and the identity circle, to better understand the influence of race on the education experiences of Black students in engineering.
