This essay is an introduction to the special issue of the Journal of Information Policy (JIP) on the workshop titled “Broadband Research in a Changing World” that met at the American University Washington College of Law, on September 10, 2017. It provides an overview of the multistage process that resulted in the September 10 workshop, introduces the two articles included in the special issue, and summarizes the views and opinions of workshop participants on the means of further stimulating and carrying forward a national dialog on broadband research.  more » « less

    This paper serves as an Introduction to the Public Interest Technology (PIT) for Innovation in Global Development Special Issue, based on a workshop of the same title held in September 2023. The paper’s contribution is in proposing recommendations and practical guidance to aid in launching PIT projects. We begin by situating the Special Issue in evolving definitions of PIT in Section II , followed by an overview of the PIT ecosystem in Section III to offer a succinct account of the current state of PIT scholarship. The corresponding links to the innovation in global development context are subsequently described in Section IV , in keeping with the theme of the workshop. These links relate to an overview of adjacent fields and concepts; an illustrative example in the information technology for development (ICT4D) field; the identification of gaps in current PIT scholarship; and the preliminary questions that require attention. Next, Section V presents workshop outcomes, in the form of a general overview of the event; the identification of prevalent themes emerging from and / or are reinforced in the workshop; and a summary of Special Issue papers. The workshop is used as an interdisciplinary catalyst for the explication of more recent PIT developments. These developments are encapsulated in ten recommendations for launching PIT projects in Section VI , intended to direct PIT project managers or lead investigators prior to project launch or during the initial stages of a project.

    We begin the special issue with an Editorial that focuses on the origin of the workshop and our Stone Stories. Each scholar conveyed at the workshop a personal story that epitomized their relationship with stone. Each story is a unique journey demonstrating how we listened and learned from childhood experiences, elders, and Indigenous communities. Our paths demonstrate how scholars can learn to put aside their Western perceptions and reconceive the world through other ontologies.

    The landscape of software engineering has dramatically changed in recent years. The impressive advances of artificial intelligence are just the latest and most disruptive innovation that has remarkably changed the software engineering research and practice. This special issue shares a roadmap to guide the software engineering community in this confused era. This roadmap is the outcome of a 2-day intensive discussion at the2030 Software Engineeringworkshop. The roadmap spotlights and discusses seven main landmarks in the new software engineering landscape: artificial intelligence for software engineering, human aspects of software engineering, software security, verification and validation, sustainable software engineering, automatic programming, and quantum software engineering. This editorial summarizes the core aspects discussed in the 37 papers that comprise the seven sections of the special issue and guides the interested readers throughout the issue. This roadmap is a living body that we will refine with follow-up workshops that will update the roadmap for a series of forthcoming ACM TOSEM special issues.

    This workshop report summarizes outcomes in three broadband domains: technologies, usage and effects. Within each domain critical themes are presented. The 40 page report concludes with recommendations for fostering interdisciplinary broadband research, developing a network of scholars and enhancing publicly accessible data to generate enhanced knowledge of the role of broadband for the U.S.
