Title: Perspectives on water resources among Native and non-Native residents of the Great Lakes Region
Abstract: Climate change and human population growth could reduce household water availability in the historically water-rich Great Lakes region. It is critical to understand human-water relationships in advance of policy actions that could result from reduced water supplies. Research on household water conservation typically occurs in a reactionary nature, in settings that are already water-stressed. Furthermore, few studies involve Native American perspectives on this important topic. We used semi-structured interviews to assess residents’ perspectives of Great Lakes water resources and views on household conservation, involving distinct samples of Native American and non-Native residents. Although interviewees deeply value the region’s water resources, few practice household conservation or plan to do so in the future. Few perceive others in the region as conserving water. Beliefs about water-related problems are focused more on water quality than supply. Native American interviewees expressed deeper spiritual values toward water than non-Native interviewees. Findings can help inform policy and outreach strategies and provide a rich foundation for follow-up quantitative research testing the Theory of Planned Behavior’s ability to explain household conservation intentions in the Great Lakes region.  more » « less

  1. Tribal perspectives in water resources and education are often overlooked. Only recently, the field of hydrologic sciences began to include people in conducting science (Sivapalan et al. 2012) and to value indigenous perspectives with western science (Huntington 2002; Redsteer et al. 2012). The April 2018 issue of Journal of Contemporary Water Research & Education (JCWRE) explores emerging voices in tribal communities related to water resources quality and quantity and impacts to tribal water resources such as climate change and water use. This special issue begins with three foundational papers, providing a baseline understanding on water quality regulation, water quality disparities, and tribal economies as they relate to water settlements. The special issue features articles focusing on various water challenges facing tribes and the role of tribal colleges in addressing these challenges. There are less than 0.3% of Native American graduate students and post-doctorates in Science and Engineering and only a handful in hydrologic sciences and related sciences (NCSES 2016). While tribal lands are rich in natural resources and have significant water challenges (Cozetto et al. 2007; Smith and Frehner 2010), it is very unique that 67% of the lead authors are Native American including three Native American faculty, three Native American graduate students, and one Tribal College and University (TCU) Faculty. A deep discussion on water challenges facing tribes and Native American scientists working on these challenges are emerging voices of tribal perspectives in water resources.

Groundwater historically has been a critical but understudied, underfunded, and underappreciated natural resource, although recent challenges associated with both groundwater quantity and quality have raised its profile. This is particularly true in the Laurentian Great Lakes (LGL) region, where the rich abundance of surface water results in the perception of an unlimited water supply but limited attention on groundwater resources. As a consequence, groundwater management recommendations in the LGL have been severely constrained by our lack of information. To address this information gap, a virtual summit was held in June 2021 that included invited participants from local, state, and federal government entities, universities, non-governmental organizations, and private firms in the region. Both technical (e.g., hydrologists, geologists, ecologists) and policy experts were included, and participants were assigned to an agricultural, urban, or coastal wetland breakout group in advance, based on their expertise. The overall goals of this groundwater summit were fourfold: (1) inventory the key (grand) challenges facing groundwater in Michigan; (2) identify the knowledge gaps and scientific needs, as well as policy recommendations, associated with these challenges; (3) construct a set of conceptual models that elucidate these challenges; and (4) develop a list of (tractable) next steps that can be taken to address these challenges. Absent this type of information, the sustainability of this critical resource is imperiled.

Background.U.S. households produce a significant amount of greenhouse gas emissions, indicating a potential to reduce their carbon footprints from changing food, energy, and water (FEW) consumption patterns. Behavioral change to FEW consumption is needed, but difficult to achieve. Interactive and engaging approaches like serious games could be a way to increase awareness of possible measures, leading to more sustainable behavior at a household level. This study looks into the experiences and effects of a digital game for homeowners with the potential to reduce FEW resource consumption impacts. Intervention.In this study, we developed and implemented a digital game to explore its potential to raise awareness of the consumption and conservation of FEW resources and the efficacy of conservation messages. This study aims to measure learning outcomes from game participation and to assess the suitability of the game for informing resource conservation actions. Methods.We tested a proof-of-concept of a digital four-player game, called HomeRUN, with 28 homeowners. The data collected include homeowners’ values and preferences with regard to FEW resources. The patterns of game actions are analyzed with an emphasis on the effectiveness of conservation messaging in informing household consumption behavior. Results.About 65% of the respondents agree that they gained a better understanding of the greenhouse gas emission impacts of FEW resource consumption after playing the game. Over 57% of the respondents agree that the game experience would influence their future consumption behavior, while a quarter of the respondents are unsure. Overall, we demonstrate the HomeRUN game has potential as a tool for informing conservation efforts at a household level.

Abstract Pre-engineering Collaboration as a Tool to Facilitate Decolonization of Native American Students The intent of this paper is to describe how a collaborative engineering education program operating on a number of tribally controlled colleges and universities, TCU’s, across a particular geographic region of the United States may, through thoughtful application of best educational practices including a community-based approach, be seen as a tool that moves decolonization within Native American communities and education systems forward. Put in terms of a research question: “How effective can the funded program be when considered as a method to move decolonization forward in Native American engineering education and could it increase enrollment?” This collaborative education effort which is been going on for the past 10 years and is soon to graduate its 10th student with a Baccalaureate of Science in either Civil, Mechanical, Electrical or Agricultural Engineering, is using this milestone as an opportunity to do some introspection on the program, its achievements, the processes that were used and some long-term outcomes. In recent history great consideration has been given by indigenous peoples to the recognition of colonial influences on their current lives. Much discussion has taken place among Native Americans regarding efforts to mitigate or reverse these influences on their reservations and lives. This paper will offer a working definition of decolonization as it might be applied to educational activities and specifically engineering education involving Native Americans. The paper will present information about the effectiveness and costs of considering and supporting the “total student” and how it may be augmented to accomplish decolonization. The steps and procedures utilized to affect this transformation will be presented and discussed, along with basic numerics to indicate effectiveness. Relevancy of this activity to other situations in other underrepresented or under-resourced communities will be discussed.

  5. This paper explores social acceptance of different wood-based energy applications in the Great Lakes region in the Upper Midwest, USA. Specifically, the paper examines attitudes and perceptions towards residential wood burning, commercial-scale wood boilers for heat, combined heat and power (CHP) facilities, and industrial power generation in Michigan. In 2021, we conducted a state-wide survey (n = 207) and 30 semi-structured interviews with individuals representing different stakeholder perspectives, including regulatory agencies, biomass industry leaders, non-governmental organizations and scientists who have shaped biomass debates, forest products workers, and Michigan residents. Results suggest that the depth of an individual's knowledge about different types of wood energy applications generally led to more positive attitudes, particularly for smaller-scale uses of wood for heat. Despite perceived environmental, economic, and human health risks of using wood for different energy applications, across all stakeholder groups, 70% of respondents perceived environmental benefits, 61% perceived economic benefits, and 57% perceived health benefits. Changing economic and environmental conditions in different parts of the state contributed to people's attitudes toward different forms of wood energy and their perceptions of associated risks and benefits. A key recommendation of this study is that policy-makers and energy developers seek to understand the complex factors that influence social acceptance when planning for the adoption of new types of wood-based bioenergy technologies.
