Abstract Local food systems can have economic and social benefits by providing income for producers and improving community connections. Ongoing global climate change and the acute COVID-19 pandemic crisis have shown the importance of building equity and resilience in local food systems. We interviewed ten stakeholders from organizations and institutions in a U.S. midwestern city exploring views on past, current, and future conditions to address the following two objectives: 1) Assess how local food system equity and resilience were impacted by the COVID-19 pandemic, and 2) Examine how policy and behavior changes could support greater equity and resilience within urban local food systems. We used the Community Capitals Framework to organize interviewees’ responses for qualitative analyses of equity and resilience. Four types of community capital were emphasized by stakeholders: cultural and social, natural, and political capital. Participants stated that the local food system in this city is small; more weaknesses in food access, land access, and governance were described than were strengths in both pre- and post-pandemic conditions. Stakeholder responses also reflected lack of equity and resilience in the local food system, which was most pronounced for cultural and social, natural and political capitals. However, local producers’ resilience during the pandemic, which we categorized as human capital, was a notable strength. An improved future food system could incorporate changes in infrastructure (e.g., food processing), markets (e.g., values-based markets) and cultural values (e.g., valuing local food through connections between local producers and consumers). These insights could inform policy and enhance community initiatives and behavior changes to build more equitable and resilient local food systems in urban areas throughout the U.S. Midwest.

The Small World of the Alternative Food Network
This research offers the first use of graph theory mathematics in social network analysis to explore relationships built through an alternative food network. The local food system is visualized using geo-social data from 110 farms and 224 markets around Baltimore County, Maryland, with 699 connections between them. Network behavior is explored through policy document review and interviews. The findings revealed a small-world architecture, with system resiliency built-in by diversified marketing practices at central nodes. This robust network design helps to explain the long-term survival of local food systems despite the meteoric rise of global industrial food supply chains. Modern alternative food networks are an example of a movement that seeks to reorient economic power structures in response to a variety of food system-related issues not limited to consumer health but including environmental impacts. Uncovering the underlying network architecture of this sustainability-oriented social movement helps reveal how it weaves systemic change more broadly. The methods used in this study demonstrate how social values, social networks, markets, and governance systems embed to transform both physical landscapes and human bodies. Network actors crafted informal policy reports, which were directly incorporated in state and local official land-use and economic planning documents. Community governance over land-use policy suggests a powerful mechanism for further localizing food systems.

null (Ed.)Abstract Local food systems are growing, and little is known about how the constellation of farms and markets change over time. We trace the evolution of two local food systems (Baltimore County, Maryland and Chester County, Pennsylvania) over six years, including a dataset of over 2690 market connections (edges) between 1520 locations (nodes). Longitudinal social network analysis reveals how the architecture, actor network centrality, magnitude, and spatiality of these supply chains shifted during the 2012–2018 time period. Our findings demonstrate that, despite growth in the number of farmers’ markets, grocery stores, farms and restaurants in both counties, each local food system also experienced high turnover rates. Over 80% of the market connections changed during the study period. Farms, farmers’ markets, and grocery stores showed a 40–50% ‘survival’ rate, indicating their role in sustaining local food systems over longer time periods. Other actors, such as restaurants, had a much higher turnover rate within the network. Both food systems became more close-knit and consolidated as the center of gravity for both local food systems pulled away from urban areas toward rural farmland. Evidence of both growth and decay within local food systems provides a new understanding of the social networks behind local food markets.more » « less

The U.S. healthcare system is in crisis, marked by soaring costs, inefficiencies, and stark disparities in health outcomes. Or at least, this is how U.S. policy makers have predominantly narrated and justified healthcare policy interventions since the 1970s. This dissertation examines how, starting in the 2010s, U.S. policymakers and politicians have turned towards data infrastructures – including new protocols and standards for exchanging clinical, billing, and administrative health data – as the newest site for reforming healthcare markets. Drawing on 24 months of multi-sited ethnographic research in the U.S. healthcare industry, I trace how federal regulations, particularly the 21st Century Cures Act (2016), position data interoperability, or standardized data sharing, as a means to realign a fragmented, profit-driven healthcare market with the efficient production of population health outcomes. I describe this mode of governance, which merges market-solutionism and techno-solutionism, as “computing care.” Through a close examination of “value-based care” policies, social determinants of health data, and the automation of prior authorization, I show how computing care helps to depoliticize the failures of for-profit healthcare markets to produce equitable, accessible, affordable care. The failures of healthcare markets are instead narrated by policymakers as technical problems - of insufficient information and sub-optimal market design. I argue that intensified computation and continually evolving capacities to collect, analyze, and store data help reproduce this depoliticized, market-solutionist mode of governance. Through this project, I interrogate the banal violence of computing care as a mode of governance and point towards the possibility of alternative modes of governance beyond market- and techno-solutionism. I also reflect specifically on the potential role of data infrastructures in advancing alternative modes of care governance. This project contributes to the fields of critical data studies, science and technology studies, and feminist political economy, highlighting the reconfigurations of data and governance necessary to achieve an equitable and just future of healthcare.more » « less

null (Ed.)Most people in the world live in urban areas, and their high population densities, heavy reliance on external sources of food, energy, and water, and disproportionately large waste production result in severe and cumulative negative environmental effects. Integrated study of urban areas requires a system-of-systems analytical framework that includes modeling with social and biophysical data. We describe preliminary work toward an integrated urban food-energy-water systems (FEWS) analysis using co-simulation for assessment of current and future conditions, with an emphasis on local (urban and urban-adjacent) food production. We create a framework to enable simultaneous analyses of climate dynamics, changes in land cover, built forms, energy use, and environmental outcomes associated with a set of drivers of system change related to policy, crop management, technology, social interaction, and market forces affecting food production. The ultimate goal of our research program is to enhance understanding of the urban FEWS nexus so as to improve system function and management, increase resilience, and enhance sustainability. Our approach involves data-driven co-simulation to enable coupling of disparate food, energy and water simulation models across a range of spatial and temporal scales. When complete, these models will quantify energy use and water quality outcomes for current systems, and determine if undesirable environmental effects are decreased and local food supply is increased with different configurations of socioeconomic and biophysical factors in urban and urban-adjacent areas. The effort emphasizes use of open-source simulation models and expert knowledge to guide modeling for individual and combined systems in the urban FEWS nexus.more » « less

Abstract Although economic sociology emphasizes the role of social networks for shaping economic action, little research has examined how network governance structures affect prices in the unregulated and high-risk social context of online criminal trade. We consider how overembeddedness—a state of excessive interconnectedness among market actors—arises from endogenous trade relations to shape prices in illegal online markets with aggregate consequences for short-term gross illegal revenue. Drawing on transaction-level data on 16 847 illegal drug transactions over 14 months of trade in a ‘darknet’ drug market, we assess how repeated exchanges and closure in buyer–vendor trade networks nonlinearly influence prices and short-term gross revenue from illegal drug trade. Using a series of panel models, we find that increases in closure and repeated exchange raise prices until a threshold is reached upon which prices and gross monthly revenue begin to decline as networks become overembedded. Findings provide insight into the network determinants of prices and gross monthly revenue in illegal online drug trade and illustrate how network structure shapes prices in criminal markets, even in anonymous trade environments.more » « less
