Although they play a key role in shaping local efforts, there is limited research on how city officials define sustainability as it is practiced in their communities. To address this limitation and contribute to planning research, we leveraged a unique nationwide data set of sustainability definitions provided by the sustainability lead in more than 400 U.S city governments. Our study’s qualitative analysis of these statements complements existing research by exploring emerging themes on how sustainability is perceived and practiced at the local level. Results indicated that practitioners’ conceptualizations reflected five general orientation categories: action, aspiration, emotion, process and organization, and progress. We evaluated the association of these general orientation categories with cities’ administrative arrangements, political environments, resources, and capacities. Findings suggested that supportive contexts were associated with city sustainability staff defining sustainability in aspirational terms, as opposed to emphasizing progress or discrete actions.

OPTIMAL LINE PACKINGS FROM FINITE GROUP ACTIONS
We provide a general program for finding nice arrangements of points in real or complex projective space from transitive actions of finite groups. In many cases, these arrangements are optimal in the sense of maximizing the minimum distance. We introduce our program in terms of general Schurian association schemes before focusing on the special case of Gelfand pairs. Notably, our program unifies a variety of existing packings with heretofore disparate constructions. In addition, we leverage our program to construct the first known infinite family of equiangular lines with Heisenberg symmetry.

null (Ed.)Flexible, contingent, or 'agile,' working arrangements provide workers with greater autonomy over when, where, or how to fulfill their responsibilities. In search of increased productivity and reduced absenteeism, organizations have increasingly turned to flexible work arrangements. Although access to flexible work arrangements is more prevalent among high-skilled workers, in the form of flextime or co-working, the past decade has also witnessed growth of independent contractors, digital nomadism, digitally enabled crowdwork, online freelancing, and on-demand platform labor. Flexible work arrangements reduce commutes and can enable workers with care-responsibilities to stay in the workforce. Younger workers also see flexibility as a top priority when considering career opportunities. Flexible working arrangements can also be mutually beneficial, enabling organizations to scale dynamically. Specific skill sets can be immediately accessed by turning to freelancers to fill organizational gaps. A growing number of organizations and workers rely on short-term and project-based relationships, using online platforms such as Upwork or Fiverr to connect. However, flexible work arrangements often come entwined with precarity cloaked in emancipatory narratives. Fixed salaries and benefits have given way to hourly rates and quantified ratings. Flexible workers often face unpredictability and uncertainty as they carry more risk and responsibility, and are burdened with a great portion of administrative costs (that is, overhead) associated with organizational support systems. Flexible workers at Google, for instance, outnumber full time workers but face far more unpredictability. Current formulations consider organizations as relatively fixed 'containers', which encapsulate the work performed and the information and communications technology (ICT) systems used to perform it.12 However, flexible work arrangements take place outside of organizational containers. In this new sociotechnical dynamic, flexible workers interact with a diversity of digital tools that defy centralized, top-down standardization or governance. We capture this diversity of digital tools through the concept of Personal Digital Infrastructures (PDIs), which denote an individualized assemblage of tools and technologies, such as personal laptops, smartphones, cloud services, and applications brought together by workers to perform their work tasks. Yet, flexible workers constantly reconfigure their PDIs as the technology landscape, client-relationship, and task requirements shift. For flexible work arrangements to be mutually beneficial, PDI integration in ICT systems for work is increasingly necessary, beyond a narrow focus on enterprise systems supporting standard work. Our collective research on flexible work arrangements indicates that PDIs present non-trivial challenges, but a more effective design of ICT systems for work can facilitate the integration of these bottom-up infrastructures. The nuanced understanding of PDIs presented here highlights their interplay with flexible work arrangements across key dimensions (spatial, temporal, organizational, and technological) and suggests key priorities for technology and platform developers.more » « less

Abstract Coordination mandates are used to steer collective action between local government agencies. When higher levels of government allow agencies to choose how to work together, the organizational forms and institutional arrangements they adopt likely influences their ability to achieve mandated coordinated outcomes. How group-level interactions influence achievement of coordinated outcomes is not well understood. California’s Sustainable Groundwater Management Act (SGMA) provides opportunity to shed light on this topic. SGMA is a state-legislative mandate that requires local agencies who share groundwater basins to undertake groundwater sustainability planning. The mandate affords agencies leeway in deciding how they engage with one another so long as they meet multiple requirements for coordinated outcomes. Drawing on institutional theories of collective action and ethnographic data collected from 2018 to 2022, we employ multi-value Qualitative Comparative Analysis to examine how configurations of organizational forms and institutional arrangements adopted by agencies in eighteen groundwater basins influenced their achievement of coordinated outcomes. Our findings highlight the importance of adopting collaborative institutional arrangements. Yet, the specific configuration of collaborative institutional arrangements varies depending on the type of coordinated outcomes agencies are mandated to achieve. These findings point to the need for mandates to require adoption of collaborative institutional arrangements, the specific configurations of which will be dictated by the requirements of the mandate.more » « less

This paper examines a family of designs for magnetic cubes and counts how many configurations are possible for each design as a function of the number of modules. Magnetic modular cubes are cubes with magnets arranged on their faces. The magnets are positioned so that each face has either magnetic south or north pole outward. Moreover, we require that the net magnetic moment of the cube passes through the center of opposing faces. These magnetic arrangements enable coupling when cube faces with opposite polarity are brought in close proximity and enable moving the cubes by controlling the orientation of a global magnetic field. This paper investigates the 2D and 3D shapes that can be constructed by magnetic modular cubes, and describes all possible magnet arrangements that obey these rules. We select ten magnetic arrangements and assign a "color" to each of them for ease of visualization and reference. We provide a method to enumerate the number of unique polyominoes and polycubes that can be constructed from a given set of colored cubes. We use this method to enumerate all arrangements for up to 20 modules in 2D and 16 modules in 3D. We provide a motion planner for 2D assembly and through simulations compare which arrangements require fewer movements to generate and which arrangements are more common. Hardware demonstrations explore the self-assembly and disassembly of these modules in 2D and 3D.more » « less

Energy transfer in organic materials is extensively studied due to many applications in optoelectronics. The electronic and vibrational relaxations within molecular assemblies can be influenced by stacking arrangements or additions of a backbone that unites them. Here, we present the computational study of the photoexcitation dynamics of a perylene diimide monomer, and face-to-face stacked dimer and trimer. By using non-adiabatic excited-state molecular dynamics simulations, we show that the non-radiative relaxation is accelerated with the number of stacked molecules. This effect is explained by differences in the energy splitting between states that impacts their corresponding nonadiabatic couplings. Additionally, our analysis of the vibronic dynamics reveals that the passage through the different conical intersections that participate in the relaxation of the stacked systems, activate a positive feedback mechanism. This effect involves a narrow set of vibrational normal modes that accelerate the process by increasing the efficiency of its vibronic dynamics. In contrast, an addition of a biologically inspired backbone slows down the relaxation rate due to its participation in the vibronic dynamics of the molecular stacking arrangements. Our results suggest the stacking arrangements and common backbones as strategies to modulate the efficiency of electronic and vibrational relaxation of diimide-based systems and other molecular aggregates.more » « less
