Title: Completion at the Expense of Access? The Relationship Between Performance-Funding Policies and Access to Public 4-Year Universities
Efforts to improve college-completion rates have dominated higher education policy agendas. Performance-based funding (PBF) intends to improve college completion and links state funding for public colleges and universities to performance measures. One critique of PBF policies is that institutions might restrict student access. This study uses a difference-in-differences design and institution-level data from 2001 to 2014 to examine whether 4-year, public institutions become more selective or enroll fewer underrepresented students under PBF. Our findings, supported by various robustness checks, suggest that institutions subject to PBF enroll students with higher standardized test scores and enroll fewer first-generation students. PBF models tied to institutions’ base funding are more strongly associated with increased standardized test scores and enrollment of Pell students.  more » « less

    In the past two decades, one of the most important trends in the US higher education system has been the steady increase in distance education through online courses. College administrators have expressed strong support for online education, signaling that the current online expansion will likely continue. While the supply and demand for online higher education is rapidly expanding, questions remain regarding its potential impact on increasing access, reducing costs, and improving student outcomes. Does online education enhance access to higher education among students who would not otherwise enroll in college? Can online courses create savings for students by reducing funding constraints on postsecondary institutions? Will technological innovations improve the quality of online education? This chapter provides a comprehensive review of existing research on online learning’s impact on access, cost, and student performance in higher education. Our review suggests that online education has the potential to expand access to college, especially among adult learners with multiple responsibilities. Yet, the online delivery format imposes additional challenges to effective instruction and learning. Indeed, existing studies on college courses typically find negative effects of online delivery on course outcomes and the online performance decrement is particularly large among academically less-prepared students. As a result, online courses without strong support to students may exacerbate educational inequities. We discuss a handful of practices that could better support students in online courses, including strategic course offering, student counseling, interpersonal interaction, warning and monitoring, and the professional development of faculty. Yet, college administrative data suggests that high-quality online courses with high degrees of instructor interaction and student support cost more to develop and administer than do face-to-face courses.

  2. States and broad-access colleges are rapidly scaling corequisite coursework—a model where students concurrently enroll in college-level and developmental coursework—in response to dismal completion rates in traditional “developmental” sequences. At community colleges, evidence suggests that corequisite reforms can dramatically improve students’ completion of required college-level courses, but colleges often implement new programing and sequences with limited information. We analyzed administrative data from Texas community colleges implementing a statewide corequisite mandate. Our results illustrate (a) how colleges structured corequisite courses in response to the statewide mandate and (b) how corequisite coursework characteristics predicted student outcomes. Our results suggest that some corequisite coursework elements—including mixed-ability college-level classes, higher credits for the developmental education (dev-ed) corequisite support course, and using the same instructor across both the college-level and dev-ed course—improve students’ probability of passing college-level math, though these course design elements do not appear to predict long-term outcomes like persistence in college.

    Broad-access institutions play a democratizing role in American society, opening doors to many who might not otherwise pursue college. Yet these institutions struggle with persistence and completion. Do feelings of nonbelonging play a role, particularly for students from groups historically disadvantaged in higher education? Is belonging relevant to students’ persistence—even when they form the numerical majority, as at many broad-access institutions? We evaluated a randomized intervention aimed at bolstering first-year students’ sense of belonging at a broad-access university ( N = 1,063). The intervention increased the likelihood that racial-ethnic minority and first-generation students maintained continuous enrollment over the next two academic years relative to multiple control groups. This two-year gain in persistence was mediated by greater feelings of social and academic fit one-year post-intervention. Results suggest that efforts to address belonging concerns at broad-access, majority-minority institutions can improve core academic outcomes for historically disadvantaged students at institutions designed to increase college accessibility.

  4. This study explores whether the Trade Adjustment Assistance Community College and Career Training (TAACCCT) Program, the largest federal investment in community colleges in this nation’s history, expanded and improved vocational training programs. We find that, on average, the completion of credentials in career-technical fields increased at institutions receiving a TAACCCT in the first wave of the program, compared with other public, 2-year colleges. In particular, credentials in business, health care, and information technology (IT)-related fields increased, and the growth is concentrated in certificates. Our findings support previous literature examining the relationship between college funding and student outcomes, and suggest that additional funding enables public 2-year colleges to expand and improve technical education programs, despite some of the unique challenges facing these programs.

  5. Because of their open enrollment policies, community colleges serve large numbers of students whose K–12 education has left them unready to succeed in college-level courses. Colleges typically use test scores such as the ACT to place students into appropriate course levels. However, the use of test-based measures alone has been criticized as being an incomplete measure of students’ ability. As a result, most colleges have begun to use high school grade point average (HSGPA) to supplement placement policy. We examine one such reform enacted across the 16 colleges in the Kentucky Community & Technical College System (KCTCS). We find that the number of students deemed college ready upon entrance to KCTCS substantially rose after HSGPA was added and that HSGPA is a stronger predictor of passing gateway courses than ACT scores. Newly college ready students based on HSGPA but not ACT scores generally had weaker first-year outcomes than students who met ACT college readiness benchmarks, but the gaps in gateway course enrollment and completion narrowed during the study period. However, we are unable to attribute the narrowing of these gaps solely to the use of HSGPA because of other concurrent developmental education reforms.
