Title: Characterizing Transnational Internet Performance and the Great Bottleneck of China
Transnational Internet performance is an important indication of a country's level of infrastructure investment, globalization, and openness. We conduct a large-scale measurement study of transnational Internet performance in and out of 29 countries and regions, and find six countries that have surprisingly low performance. Five of them are African countries and the last is mainland China, a significant outlier with major discrepancies between downstream and upstream performance. We then conduct a comprehensive investigation of the unusual transnational Internet performance of mainland China, which we refer to as the "Great Bottleneck of China''. Our results show that this bottleneck is widespread, affecting 79% of the receiver--sender pairs we measured. More than 70% of the pairs suffer from extremely slow speed (less than 1~Mbps) for more than 5 hours every day. In most tests the bottleneck appeared to be located deep inside China, suggesting poor network infrastructure to handle transnational traffic.   1. Government censorship—internet shutdowns, blockages, firewalls—impose significant barriers to the transnational flow of information despite the connective power of digital technologies. In this paper, we examine whether and how information flows across borders despite government censorship. We develop a semi-automated system that combines deep learning and human annotation to find co-occurring content across different social media platforms and languages. We use this system to detect co-occurring content between Twitter and Sina Weibo as Covid-19 spread globally, and we conduct in-depth investigations of co-occurring content to identify those that constitute an inflow of information from the global information ecosystem into China. We find that approximately one-fourth of content with relevance for China that gains widespread public attention on Twitter makes its way to Weibo. Unsurprisingly, Chinese state-controlled media and commercialized domestic media play a dominant role in facilitating these inflows of information. However, we find that Weibo users without traditional media or government affiliations are also an important mechanism for transmitting information into China. These results imply that while censorship combined with media control provide substantial leeway for the government to set the agenda, social media provides opportunities for non-institutional actors to influence the information environment. Methodologically, the system we develop offers a new approach for the quantitative analysis of cross-platform and cross-lingual communication.

  2. Abstract ObjectivesThis study assessed changes in behaviors/attitudes related to the COVID-19. With the understanding that behaviors and vaccine decision-making could contribute to global spread of infectious diseases, this study collected several waves of internet-based surveys from individuals in the United States, mainland China, Taiwan, Malaysia, Indonesia, and India. The aims of this study were to (1) characterize the relationship between the epidemiology of disease and changes over time in risk perceptions, knowledge, and attitudes towards hygienic behaviors; (2) examine if risk perceptions affect acceptance of less-than-ideal vaccines; and (3) contrast adherence to public health recommendations across countries which have had different governmental responses to the outbreak. Data descriptionWe conducted cross-sectional online surveys in six countries from March 2020 to April 2021. By the end of June 2021, there will be six waves of surveys for the United States and China, and four waves for the rest of countries. There are common sets of questions for all countries, however, some questions were adapted to reflect local situations and some questions were designed intentionally for specific countries to capture different COVID-19 mitigation actions. Participants were asked about their adherence towards countermeasures, risk perceptions, and acceptance of a hypothetical vaccine for COVID-19.

  3. Internet censorship imposes restrictions on what information can be publicized or viewed on the Internet. According to Freedom House’s annual Freedom on the Net report, more than half the world’s Internet users now live in a place where the Internet is censored or restricted. China has built the world’s most extensive and sophisticated online censorship system. In this paper, we describe a new corpus of censored and uncensored social media tweets from a Chinese microblogging website, Sina Weibo, collected by tracking posts that mention ‘sensitive’ topics or authored by ‘sensitive’ users. We use this corpus to build a neural network classifier to predict censorship. Our model performs with a 88.50% accuracy using only linguistic features. We discuss these features in detail and hypothesize that they could potentially be used for censorship circumvention.

Despite slow adoption in the US, mobile payments are thede facto solution for hundreds of millions of users in China for everything from paying bills to riding buses, from sending virtual "Red Packets'' to buying money-market funds. In this paper, we use the theoretical lens of infrastructure to study users' interactions with ubiquitous mobile payment systems in China, focusing on Alipay and WeChat Pay, the two dominant apps on the market. Based on data from a survey (n=466) and follow-up interviews (n=12) with users in China, we describe the diverse usage patterns across physical, social, and digital ubiquity, and a series of challenges people face. Reflecting on the lessons we learned from the Chinese case -- in particular, problems and pitfalls -- we discuss some implications both for design and for policy. Our findings have important implications for other countries that have been moving towards greater adoption of mobile payments.

    The sudden outbreak of the COVID-19 pandemic has brought drastic changes to people’s daily lives, work, and the surrounding environment. Investigations into these changes are very important for decision makers to implement policies on economic loss assessments and stimulation packages, city reopening, resilience of the environment, and arrangement of medical resources. In order to analyze the impact of COVID-19 on people’s lives, activities, and the natural environment, this paper investigates the spatial and temporal characteristics of Nighttime Light (NTL) radiance and Air Quality Index (AQI) before and during the pandemic in mainland China. The monthly mean NTL radiance, and daily and monthly mean AQI are calculated over mainland China and compared before and during the pandemic. Our results show that the monthly average NTL brightness is much lower during the quarantine period than before. This study categorizes NTL into three classes: residential area, transportation, and public facilities and commercial centers, with NTL radiance ranges of 5–20, 20–40 and greater than 40 (nW· cm − 2 · sr − 1 ), respectively. We found that the Number of Pixels (NOP) with NTL detection increased in the residential area and decreased in the commercial centers for most of the provinces after the shutdown, while transportation and public facilities generally stayed the same. More specifically, we examined these factors in Wuhan, where the first confirmed cases were reported, and where the earliest quarantine measures were taken. Observations and analysis of pixels associated with commercial centers were observed to have lower NTL radiance values, indicating a dimming behavior, while residential area pixels recorded increased levels of brightness after the beginning of the lockdown. The study also discovered a significant decreasing trend in the daily average AQI for mainland China from January to March 2020, with cleaner air in most provinces during February and March, compared to January 2020. In conclusion, the outbreak and spread of COVID-19 has had a crucial impact on people’s daily lives and activity ranges through the increased implementation of lockdown and quarantine policies. On the other hand, the air quality of mainland China has improved with the reduction in non-essential industries and motor vehicle usage. This evidence demonstrates that the Chinese government has executed very stringent quarantine policies to deal with the pandemic. The decisive response to control the spread of COVID-19 provides a reference for other parts of the world.
