Title: Mapping the Digital Divide: Before, During, and After COVID-19
The digital divide—and, in particular, the homework gap— have been exacerbated by the COVID-19 pandemic, laying bare not only the inequities in broadband Internet access but also how these inequities ultimately affect citizens’ ability to learn, work, and play. Addressing these inequities ultimately requires having holistic, “full stack” data on the nature of the gaps in infrastructure and uptake—from the physical infrastructure (e.g., fiber, cable) to speed and application performance to affordability and neighborhood effects that ultimately affect whether a technology is adopted. This paper surveys how various existing datasets can (and cannot) shed light on these gaps, the limitations of these datasets, what we know from existing data about how the Internet responded to shifts in traffic during COVID-19, and—importantly for the future—what data we need to better understand these problems moving forward and how the research community, policymakers, and the public might gain access to various data.   1. Although internet access and affordability are increasingly at the center of policy decisions around issues of the “digital divide” in the US, the complex nature of usage as it relates to structural inequality is not well-understood. We partnered with Project Waves, a community internet provider, to set up connectivity across the urban landscape of a city in the Eastern United States to study factors that impact the rollout of affordable broadband internet connectivity to low-income communities during the COVID-19 pandemic. The organization endeavored to meet structural challenges, provide community support for adoption, and stave off attendant privacy concerns. We present three dimensions of equitable use prioritized by the community internet provider: safety from COVID-19 through social distancing enabled by remote access, trusted connectivity, and private internet access. We use employee interviews and a phone survey of internet recipients to investigate how the provider prioritized these dimensions and who uses their service.

Abstract ObjectiveOnline patient portals become important during disruptions to in-person health care, like when cases of coronavirus disease 2019 (COVID-19) and other respiratory viruses rise, yet underlying structural inequalities associated with race, socio-economic status, and other socio-demographic characteristics may affect their use. We analyzed a population-based survey to identify disparities within the United States in access to online portals during the early period of COVID-19 in 2020. Materials and MethodsThe National Cancer Institute fielded the 2020 Health and Information National Trends Survey from February to June 2020. We conducted multivariable analysis to identify socio-demographic characteristics of US patients who were offered and accessed online portals, and reasons for nonuse. ResultsLess than half of insured adult patients reported accessing an online portal in the prior 12 months, and this was less common among patients who are male, are Hispanic, have less than a college degree, have Medicaid insurance, have no regular provider, or have no internet. Reasons for nonuse include: wanting to speak directly to a provider, not having an online record, concerns about privacy, and discomfort with technology. DiscussionDespite the rapid expansion of digital health technologies due to COVID-19, we found persistent socio-demographic disparities in access to patient portals. Ensuring that digital health tools are secure, private, and trustworthy would address some patient concerns that are barriers to portal access. ConclusionExpanding the use of online portals requires explicitly addressing fundamental inequities to prevent exacerbating existing disparities, particularly during surges in cases of COVID-19 and other respiratory viruses that tax health care resources.

  3. Modern science depends on computers, but not all scientists have access to the scale of computation they need. A digital divide separates scientists who accelerate their science using large cyberinfrastructure from those who do not, or who do not have access to the compute resources or learning opportunities to develop the skills needed. The exclusionary nature of the digital divide threatens equity and the future of innovation by leaving people out of the scientific process while over-amplifying the voices of a small group who have resources. However, there are potential solutions: recent advancements in public research cyberinfrastructure and resources developed during the open science revolution are providing tools that can help bridge this divide. These tools can enable access to fast and powerful computation with modest internet connections and personal computers. Here we contribute another resource for narrowing the digital divide: scalable virtual machines running on public cloud infrastructure. We describe the tools, infrastructure, and methods that enabled successful deployment of a reproducible and scalable cyberinfrastructure architecture for a collaborative data synthesis working group in February 2023. This platform enabled 45 scientists with varying data and compute skills to leverage 40,000 hours of compute time over a 4-day workshop. Our approach provides an open framework that can be replicated for educational and collaborative data synthesis experiences in any data- and compute-intensive discipline.

  4. Millions of individuals in the United States without a computer or broadband at their residence must rely on public libraries for their Internet access. Drawing on a rich data set of interviews and participant observation at three public libraries, we explore how individuals navigate these complex settings and how they profoundly shape their digital lives and experiences, one we characterize as digital home-lessness. In this article, we identify three themes that characterize the relationship between library computer use and digital home-lessness: lifeline encompasses the diverse set of activities that require computer and broadband access; negotiating access focuses on usability, privacy, and security disadvantages among these users; and risky business concentrates on the multiplicities of insecure Internet and computing practices exacerbated by low technological capital. Our findings push forward literature on the digital divide by illuminating how the experience of digital home-lessness limits social inclusion and reproduces socioeconomic inequality.

    Abstract. The COVID-19 pandemic has resulted in dramatic changes to the daily habits of billions of people. Users increasingly have to rely on home broadband Internet access for work, education, and other activities. These changes have resulted in corresponding changes to Internet traffic patterns. This paper aims to characterize the effects of these changes with respect to Internet service providers in the United States. We study three questions: (1) How did traffic demands change in the United States as a result of the COVID-19 pandemic?; (2) What effects have these changes had on Internet performance?; (3) How did service providers respond to these changes? We study these questions using data from a diverse collection of sources. Our analysis of interconnection data for two large ISPs in the United States shows a 30–60% increase in peak traffic rates in the first quarter of 2020. In particular, we observe traffic downstream peak volumes for a major ISP increase of 13–20% while upstream peaks increased by more than 30%. Further, we observe significant variation in performance across ISPs in conjunction with the traffic volume shifts, with evident latency increases after stay-at-home orders were issued, followed by a stabilization of traffic after April. Finally, we observe that in response to changes in usage, ISPs have aggressively augmented capacity at interconnects, at more than twice the rate of normal capacity augmentation.
