Title: Decentralization Can Increase Cooperation among Public Officials
Abstract

Collective action among public officials is necessary for the effective delivery of many social services, but relatively little is known about how it can be fostered through policy reforms. In this article, we compare cooperation among public officials within decentralized versus centrally‐administered municipalities in Honduras. Leveraging a quasi‐experiment in health sector reform, coupled with behavioral games and social network surveys, we find that decentralization is associated with greater cooperation. When they are able to communicate, health sector workers in decentralized municipalities contribute more to a public good than their centrally‐administered counterparts. This increase in cooperative behavior results in part from the decentralization reform engendering greater numbers of interactions and stronger ties across different levels of government. These findings indicate that institutional reforms like decentralization can favorably reconfigure patterns of social interactions across public organizations, which is an important component of administrative capacity in developing countries.

  1. Governance reforms like decentralization and performance-based management aim to improve public services by increasing accountability among street-level bureaucrats: bureaucrats may be held to account by communities, supervisors, intermediary organizations, or all of these. To assess the relationship between accountability and bureaucratic effort, we utilize data from a lab-in-the-field behavioral experiment conducted with Honduran health workers across decentralized and centrally administered municipalities. We presented health workers with an incentivized effort task that included instructions that were neutral, had a bottom-up political accountability prompt, or a top-down bureaucratic accountability prompt. Our results show that administrative context moderates the accountability-to-effort relationship. With neutral instructions, civil servants in decentralized systems exert greater quality effort than their counterparts under centralized administration. Importantly, both accountability prompts increase quality effort in centrally administered settings to levels comparable with those in decentralized settings. These findings support multiple accountability as a potentially important mechanism linking decentralization reform to improved service delivery.

  2. Abstract

    Decentralization reform has both advantages and risks. Bringing service delivery “closer to the people” can improve information flows and strengthen accountability, but it may also leave systems vulnerable to elite capture and corruption by municipal government officials. While past research has acknowledged the possibility of corruption under decentralization, relatively little work has connected those risks to features of these reforms or specific local institutional arrangements. To explore the conditions that can help mitigate the risks of corruption under decentralization, we study the case of health sector reform in Honduras where municipal governments, associations, and NGOs each serve as intermediary-managing organizations under a common decentralized health service delivery model. We argue that three types of institutional arrangements reflecting local accountability practices serve as checks on the authority granted through decentralization and can help guard against corruption: external supervision, civil society engagement, and public participation. Empirically, we draw on data from more than 600 street-level bureaucrats, valuable but under-utilized informants about municipal corruption, across a matched sample of 65 municipalities with contrasting forms of administration. We find that reported corruption is highest under decentralization led by municipal governments, as compared to association- or NGO-led varieties. Both external supervision and civil society engagement help attenuate the positive association between decentralization and corruption, but public participation does not. Overall, this research highlights the importance of considering reform features and local conditions when designing policies to help manage risks and support effective social sector decentralization.

  3. Abstract

    Many public services are co‐produced through networks of governmental and non‐governmental organizations that choose to or are obliged to contribute resources, a trend that has been reinforced through decentralization reforms. We utilize original data for 826 organizations across 65 local governance networks to assess how decentralization affects resource contributions while accounting for municipality context, network environment, and organizational attributes. Drawing on a quasi‐experimental design in the context of health sector reform in Honduras, we find that decentralization is associated with a slight reduction in the number of resource ties an organization contributes to other organizations in its network. This association is most prominent where municipal governments, rather than non‐governmental organizations (NGOs) or associations, are lead intermediary organizations under decentralization. Additionally, NGOs contribute more resource ties relative to community associations or public organizations, and consistent with a crowding‐out dynamic, we find that this relationship is attenuated under decentralization. Our results suggest that administrative reforms can influence resource contributing behavior by organizations and the structure of inter‐organizational networks, which are important but underemphasized mechanisms potentially linking decentralization to service delivery outcomes. This is particularly relevant for policymakers working to support network governance for the joint production of public services in under‐resourced settings.

  4. Abstract

    Unreliable public water supplies cause human hardships and are still common worldwide. Households often deal with the issue by adopting various coping strategies that are representative of economic decentralization (e.g., using private wells, sourcing from third‐party vendors) and political decentralization (e.g., making petitions to a public provider). There is growing interest in these user‐level decentralized coping strategies, but their relative effects on provider's behavior and the long‐term sustainability of public water supply remain unclear. This puzzle has not been tackled using an experimental approach. This study reports a controlled behavioral experiment conducted to test the relative effectiveness of different coping strategies on infrastructure quality and users‐provider cooperation in the context of agricultural water supply. We tested experimental treatments involving two classes of coping strategies:exitandvoice. The exit option represents users' shift to an alternative water source. The voice option represents users' direct effort to influence a public irrigation service provider. We recruited 272 human subjects into our 4‐player experiment (one provider and three users) and observed and compared their decisions under four treatments (exit, voice, their combination, and no options). The results show that the voice option leads to improved outcomes compared to other choices that include the exit option, suggesting that contrary to previously thought, the exit option can be detrimental to users‐provider cooperation. We also observed that a user tends to cooperate more (pay and use the public service) when other users do the same.

  5. Web decentralization has the potential to radically change the way we produce, store, and manage data. Much of the focus of decentralization has been on blockchain tech-nologies which have high energy requirements. An alternative and potentially complementary decentralization technology exists in the form of the Solid project. Solid primarily exists for the decentralization of online social data that is prevalent in social media. However, many of the key challenges to realizing a decentralized social web exist in the current Internet of Things (IoT). IoT-especially industrial IoT-is currently a collection of many intranets of things rather than an interconnected network of machines. Those devices that are public facing produce data and consume commands often devoid of context. Devices at the edge are resource constrained and the overhead of many decentralization technologies may be technologically infeasible or would result in performance degradation. It is our hypothesis that a mechanism to overcome some of these challenges can exist in the form of a client bridge to integrate IoT devices with the Solid infrastructure, which would in turn enable finer access control and improved context that are necessary to realize a more interconnected Internet of Things. This work demonstrates the feasibility of this paradigm, and plots future directions to bring this technology to fruition.
