Title: Accountability and effort among street-level bureaucrats: Evidence from a lab-in-the-field experiment
Governance reforms like decentralization and performance-based management aim to improve public services by increasing accountability among street-level bureaucrats: bureaucrats may be held to account by communities, supervisors, intermediary organizations, or all of these. To assess the relationship between accountability and bureaucratic effort, we utilize data from a lab-in-the-field behavioral experiment conducted with Honduran health workers across decentralized and centrally administered municipalities. We presented health workers with an incentivized effort task that included instructions that were neutral, had a bottom-up political accountability prompt, or a top-down bureaucratic accountability prompt. Our results show that administrative context moderates the accountability-to-effort relationship. With neutral instructions, civil servants in decentralized systems exert greater quality effort than their counterparts under centralized administration. Importantly, both accountability prompts increase quality effort in centrally administered settings to levels comparable with those in decentralized settings. These findings support multiple accountability as a potentially important mechanism linking decentralization reform to improved service delivery.  more » « less

  1. Abstract Collective action among public officials is necessary for the effective delivery of many social services, but relatively little is known about how it can be fostered through policy reforms. In this article, we compare cooperation among public officials within decentralized versus centrally‐administered municipalities in Honduras. Leveraging a quasi‐experiment in health sector reform, coupled with behavioral games and social network surveys, we find that decentralization is associated with greater cooperation. When they are able to communicate, health sector workers in decentralized municipalities contribute more to a public good than their centrally‐administered counterparts. This increase in cooperative behavior results in part from the decentralization reform engendering greater numbers of interactions and stronger ties across different levels of government. These findings indicate that institutional reforms like decentralization can favorably reconfigure patterns of social interactions across public organizations, which is an important component of administrative capacity in developing countries.

  2. Abstract Decentralization reform has both advantages and risks. Bringing service delivery “closer to the people” can improve information flows and strengthen accountability, but it may also leave systems vulnerable to elite capture and corruption by municipal government officials. While past research has acknowledged the possibility of corruption under decentralization, relatively little work has connected those risks to features of these reforms or specific local institutional arrangements. To explore the conditions that can help mitigate the risks of corruption under decentralization, we study the case of health sector reform in Honduras where municipal governments, associations, and NGOs each serve as intermediary-managing organizations under a common decentralized health service delivery model. We argue that three types of institutional arrangements reflecting local accountability practices serve as checks on the authority granted through decentralization and can help guard against corruption: external supervision, civil society engagement, and public participation. Empirically, we draw on data from more than 600 street-level bureaucrats, valuable but under-utilized informants about municipal corruption, across a matched sample of 65 municipalities with contrasting forms of administration. We find that reported corruption is highest under decentralization led by municipal governments, as compared to association- or NGO-led varieties. Both external supervision and civil society engagement help attenuate the positive association between decentralization and corruption, but public participation does not. Overall, this research highlights the importance of considering reform features and local conditions when designing policies to help manage risks and support effective social sector decentralization.

  3. Reliability enhancement of microgrids is challenged by environmental and operational failures. Centrally controlled microgrids are susceptible to failures at high probability due to a single-point-of-failure, e.g. the central controller. True decentralization of microgrid architecture entails elimination of the central controller, attaining a parallel configuration for the system. In this paper, decentralized microgrid control architecture is proposed as a solution for reliability degradation over the time, and analyzes the reliability aspects of centralized and decentralized control architectures for microgrids. Degree of importance of a single controller in centralized and decentralized architectures is determined and validated by Markov Chain Models (MCM). Results confirm that higher reliability is achieved when true decentralization of control architecture is adopted. Challenges of implementing a true decentralized control architecture are discussed. Hardware-In-the-Loop simulation results for microgrid controller failure scenarios for both architectures are presented and discussed.

  4. This paper addresses a key missing piece in the current ecosystem of decentralized services and blockchain apps: the lack of decentralized, verifiable, and private search. Existing decentralized systems like Steemit, OpenBazaar, and the growing number of blockchain apps provide alternatives to existing services. And yet, they continue to rely on centralized search engines and indexers to help users access the content they seek and navigate the apps. Such centralized engines are in a perfect position to censor content and violate users’ privacy, undermining some of the key tenets behind decentralization. To remedy this, we introduce DeSearch, the first decentralized search engine that guarantees the integrity and privacy of search results for decentralized services and blockchain apps. DeSearch uses trusted hardware to build a network of workers that execute a pipeline of small search engine tasks (crawl, index, aggregate, rank, query). DeSearch then introduces a witness mechanism to make sure the completed tasks can be reused across different pipelines, and to make the final search results verifiable by end users. We implement DeSearch for two existing decentralized services that handle over 80 million records and 240 GBs of data, and show that DeSearch can scale horizontally with the number of workers and can process 128 million search queries per day.

  5. Abstract The outbreak of SARS-CoV-2 virus forced office workers to conduct their daily work activities from home over an extended period. Given this unique situation, an opportunity emerged to study the satisfaction of office workers with indoor environmental quality (IEQ) factors of their houses where work activities took place and associate these factors with mental and physical health. We designed and administered a questionnaire that was open for 45 days during the COVID-19 pandemic and received valid data from 988 respondents. The results show that low satisfaction with natural lighting, glare, and humidity predicted eye-related symptoms, while low satisfaction with noise was a strong predictor of fatigue or tiredness, headaches or migraines, anxiety, and depression or sadness. Nose- and throat-related symptoms and skin-related symptoms were only uniquely predicted by low satisfaction with humidity. Low satisfaction with glare uniquely predicted an increase in musculoskeletal discomfort. Symptoms related to mental stress, rumination, or worry were predicted by low satisfaction with air quality and noise. Finally, low satisfaction with noise and indoor temperature predicted the prevalence of symptoms related to trouble concentrating, maintaining attention, or focus. Workers with higher income were more satisfied with humidity, air quality, and indoor temperature and had better overall mental health. Older individuals had increased satisfaction with natural lighting, humidity, air quality, noise, and indoor temperature. Findings from this study can inform future design practices that focus on hybrid home-work environments by highlighting the impact of IEQ factors on occupant well-being.
