Research on live streaming systems that incorporate real-time data, such as game or viewer data, have been a topic of HCI research for some time. Despite the potential of data-driven game streaming interfaces, translating this research into practice faces two key challenges. First, the design space afforded by data-driven game streaming systems is not yet well understood, making it difficult to identify how designs might meet users' existing and potential needs. Second, adoption of these systems relies on engagement with the entire streaming ecosystem, which includes developers, streamers, moderators, and viewers, rather than with just one group. Through a two-phase design study, we investigate the expectations, desires, and experiences of streaming stakeholders, shedding light on how data-driven game streaming systems can meet their needs. Building upon these insights and drawing upon previous research, we propose a design framework aimed at analyzing and generating data-driven game streaming designs, thereby moving toward formalizing the design and development of such systems.

Agency and Extraction in Emerging Industrial Drone Applications: Imaginaries of Rwandan Farm Workers and Community Members
Rapidly diffusing 'industry 4.0' technologies stand to impact a broad range of stakeholders. Prior to implementation, forward looking formative analyses can identify systems and policy designs to promote equitable benefit. We investigate this potential through an analysis of stakeholders to a potential drone implementation on a small commercial farm in Rwanda. Translating stakeholders' imaginaries within a post-colonial frame, we identify hopes and concerns related to agency and influenced by global and local systems of power. The findings highlight constraints that recommend system designs promoting local agency and control and policies designed to balance local data management against potentially 'extractive' multinational data transfer processes.

Unlike aboveground utility systems, for which very detailed and accurate information exists, there is generally a dearth of good-quality data about underground utility infrastructures that provide vital services. To identify key strategies to improve the resilience of these underground systems, this paper presents mechanisms for successful engagement and collaboration among stakeholders and shared cross-sector system vulnerability concerns (including data availability) based on the innova- tive use of focus groups. Outputs from two virtual focus groups were used to obtain information from New York City area utilities and other stakeholders affected by underground infrastructure. There was strong agreement among participants that (1) a trusted agency in New York City government should manage a detailed map of underground infrastructure that would allow stakeholders to securely access appropriate information about underground systems on a need-to-know basis; (2) environmental risk factors, such as infrastructure age and condition, as well as location should be included; and (3) improved mechanisms for collaboration and sharing information are needed, especially during non-emergency situations. Stakeholders also highlighted the need for a regularly updated central database of relevant contacts at key organizations, since institutions often have a high employee turnover rate, which creates knowledge loss. The focus group script developed as part of this research was designed to be transferable to other cities to assess data needs and potential obstacles to stakeholder collabora- tion in the areas of underground infrastructure mapping and modeling.more » « less

Wicked problems are inherent in food–energy–water systems (FEWS) due to the complexity and interconnectedness of these systems, and addressing these challenges necessitates the involvement of the diverse stakeholders in FEWS. However, successful stakeholder engagement requires a strong understanding of the relationships between stakeholders and the specific wicked problem. To better account for these relationships, we adapted a means, motive, and opportunity (MMO) framework to develop a method of stakeholder analysis that evaluates the agency of stakeholders related to a wicked problem in FEWS. This method involves two key components: (1) identification of a challenge at the FEWS nexus and (2) evaluation of stakeholder agency related to the challenge using the dimensions of MMO. This approach provides a method for understanding the characteristics of stakeholders in FEWS and provides information that could be used to inform stakeholder engagement in efforts to address wicked problems at the FEWS nexus. null (Ed.)Local business leaders, policy makers, elected officials, city planners, emergency managers, and private citizens are responsible for, and deeply affected by, the performance of critical supply chains and related infrastructures. At the center of critical supply chains is the food-energy-water nexus (FEW); a nexus that is key to a community’s wellbeing, resilience, and sustainability. In the 21st century, managing a local FEW nexus requires accurate data describing the function and structure of a community’s supply chains. However, data is not enough; we need data-informed conversation and technical and social capacity building among local stakeholders to utilize the data effectively. There are some resources available at the mesoscale and for food, energy, or water, but many communities lack the data and tools needed to understand connections and bridge the gaps between these scales and systems. As a result, we currently lack the capacity to manage these systems in small and medium sized communities where the vast majority of people, decisions, and problems reside. This study develops and validates a participatory citizen science process for FEW nexus capacity building and data-driven problem solving in small communities at the grassroots level. The FEWSION for Community Resilience (F4R) process applies a Public Participation in Scientific Research (PPSR) framework to map supply chain data for a community’s FEW nexus, to identify the social network that manages the nexus, and then to generate a data-informed conversation among stakeholders. F4R was piloted and co-developed with participants over a 2-year study, using a design-based research process to make evidence-based adjustments as needed. Results show that the F4R model was successful at improving volunteers’ awareness about nexus and supply chain issues, at creating a network of connections and communication with stakeholders across state, regional, and local organizations, and in facilitating data-informed discussion about improvements to the system. In this paper we describe the design and implementation of F4R and discuss four recommendations for the successful application of the F4R model in other communities: 1) embed opportunities for co-created PPSR, 2) build social capital, 3) integrate active learning strategies with user-friendly digital tools, and 4) adopt existing materials and structure.more » « less

A critical question in relation to inter-agency coordination is not only whether, but how, to coordinate. This question is particularly salient when agencies are subject to a top-down mandate. While inter-agency coordination can provide multiple benefits, agencies frequently have concerns about the potential risks of coordination. Differing coordination mechanisms may reduce or exacerbate those concerns. Depending on their coordination concerns, agencies will be inclined to favor certain mechanisms over others. Examination of the implementation of California’s Sustainable Groundwater Management Act, which mandates local agency coordination, indicates that coordination mechanism selection is influenced by which combination of concerns agencies hold, with autonomy considerations taking priority over other concerns. These findings suggest opportunities to improve the explanatory power of theories of inter-agency coordination by incorporating potential hierarchies of concerns, their distribution across the multiple agencies tasked with coordinating, and configurational effects. To this end, we propose a contingency theory of agency concerns and coordination mechanism choice under a mandate to coordinate.more » « less
