Abstract Scientific study of issues at the nexus of food–energy–water systems (FEWS) requires grappling with multifaceted, “wicked” problems. FEWS involve interactions occurring directly and indirectly across complex and overlapping spatial and temporal scales; they are also imbued with diverse and sometimes conflicting meanings for the human and more-than-human beings that live within them. In this paper, we consider the role of language in the dynamics of boundary work, recognizing that the language often used in stakeholder and community engagement intended to address FEWS science and decision-making constructs boundaries and limits diverse and inclusive participation. In contrast, some language systems provide opportunities to build bridges rather than boundaries in engagement. Based on our experiences with engagement in FEWS science and with Indigenous knowledges and languages, we consider examples of the role of language in reflecting worldviews, values, practices, and interactions in FEWS science and engagement. We particularly focus on Indigenous knowledges from Anishinaabe and the language of Anishinaabemowin, contrasting languages of boundaries and bridges through concrete examples. These examples are used to unpack the argument of this work, which is that scientific research aiming to engage FEWS issues in working landscapes requires grappling with embedded, practical understandings. This perspective demonstrates the importance of grappling with the role of language in creating boundaries or bridges, while recognizing that training in engagement may not critically reflect on the role of language in limiting diversity and inclusivity in engagement efforts. Leaving this reflexive consideration of language unexamined may unknowingly perpetuate boundaries rather than building bridges, thus limiting the effectiveness of engagement that is intended to address wicked problems in working landscapes.

Means, motive, and opportunity: A method for understanding stakeholder agency within food–energy–water systems
Wicked problems are inherent in food–energy–water systems (FEWS) due to the complexity and interconnectedness of these systems, and addressing these challenges necessitates the involvement of the diverse stakeholders in FEWS. However, successful stakeholder engagement requires a strong understanding of the relationships between stakeholders and the specific wicked problem. To better account for these relationships, we adapted a means, motive, and opportunity (MMO) framework to develop a method of stakeholder analysis that evaluates the agency of stakeholders related to a wicked problem in FEWS. This method involves two key components: (1) identification of a challenge at the FEWS nexus and (2) evaluation of stakeholder agency related to the challenge using the dimensions of MMO. This approach provides a method for understanding the characteristics of stakeholders in FEWS and provides information that could be used to inform stakeholder engagement in efforts to address wicked problems at the FEWS nexus. In this article, we present the stakeholder analysis method and describe an example application of the MMO method by examining stakeholder agency related to the adoption of improved swine waste management technology in North Carolina, USA.

Yet no comprehensive framework exists for supporting best practices in community and stakeholder engagement for FEWS. A review and meta-synthesis were undertaken of a broad range of existing models, frameworks, and toolkits for community and stakeholder engagement. A framework is proposed that comprises situational awareness of the FEWS place or problem, creation of a suitable culture for engagement, focus on power-sharing in the engagement process, co-ownership, co-generation of knowledge and outcomes, the technical process of integration, the monitoring processes of reflective and reflexive experiences, and formative evaluation. The framework is discussed as a scaffolding for supporting the development and application of best practices in community and stakeholder engagement in ways that are arguably essential for sound FEWS science and sustainable management.more » « less

Stakeholder engagement is a vital, yet under-accessed and under-studied, resource for tackling wicked environmental problems. This paper examines mental models – cognitive representations of “real” systems – refined through group model building (GMB) with stakeholders concerned with environmental issues in the US state of Oklahoma. During GMB, a diverse group of high-level decision makers met with a variety of physical and social scientists to collaborate on mental models concerning three environmental focus areas in Oklahoma: encroachment of eastern red cedar, grid and infrastructure resilience, and marginal water use and re-use. We ask: how do individuals from diverse stakeholder groups describe causes and consequences of key environmental problems in Oklahoma? Results from this analysis advance efforts toward developing socially sustainable solutions for environmental problems in Oklahoma and beyond.more » « less

Given the integrated nature of food-energy-water systems (FEWS), stakeholder engagement is central to developing solution-oriented projects. However, effective engagement requires substantial time and resources, by both the organization conducting the project and the stakeholders themselves, making effective engagement challenging for many projects. To help teams prioritize, prepare, and sustain stakeholder-engaged environmental projects, we propose a methodological foundation for effective engagement based on six gears: diversity, listening, value, trust, accountability, and flexibility/adaptability. The application of these gears is demonstrated using a set of case studies in Arizona, Idaho, Mexico, and Guatemala. In practice, incorporating all the gears during stakeholder engagement can be challenging. This framework can help teams implement and foster more sustained, comprehensive, robust, actionable, equitable, inclusive, and timely engagement, processes, and outcomes.more » « less

Integrating social equity considerations into analyses of the food-energy-water systems nexus (FEWS) could improve understanding of how to meet increasing resource demands without impacting social vulnerabilities. Effective integration requires a robust definition of equity and an enhanced understanding of reliable FEWS analysis methods. By exploring how equity has been incorporated into FEWS research in the United States and countries with similar national development, this systematic literature review builds a knowledge base to address a critical research need. Our objectives were to 1) catalog analysis methods and metrics relevant to assessing FEWS equity at varying scales; 2) characterize current studies and interpret shared themes; and 3) identify opportunities for future research and the advancement of equitable FEWS governance. FEWS equity definitions and metrics were categorized by respective system (food, energy, water, overall nexus) and common governance scales (local, regional, national, global). Two central issues were climate change, which increases FEWS risks for vulnerable populations, and sustainable development, which offers a promising framework for integrating equity and FEWS in policy-making contexts. Social equity in FEWS was integrated into studies through affordability, access, and sociocultural elements. This framework could support researchers and practitioners to include equity in FEWS analysis tools based on study scale, purpose, and resource availability. Research gaps identified during the review included a lack of studies effectively integrating all three systems, a need for publicly available datasets, omission of issues related to energy conversion facilities, and opportunities for integration of environmental justice modalities into FEWS research. This paper synthesized how social equity has previously been incorporated into FEWS and outlines pathways for further consideration of equity within nexus studies. Our findings suggested that continued exploration of connections between FEWS, equity, and policy development across scales could reduce social risks and vulnerabilities associated with these systems.more » « less
