Contradictory evidence of the relationship between education funding and student achievement could reflect heterogeneous effects by revenue source or student characteristics. This study examines potential heterogeneous effects of a particular type of local revenue—bond funds for capital investments—on achievement by socioeconomic status. Comparing California school districts within a narrow window on either side of the cutoff of voter support required to pass a general obligation bond measure, I use dynamic regression discontinuity models to estimate effects of passing a bond on academic achievement among low- and high-socioeconomic-status (SES) students. Results consistently suggest that passing a bond increases achievement among low- but not high-SES students. However, these benefits for low-SES students are delayed and emerge six years after an election. Effects are larger in low-income districts and in small districts, where benefits of capital investments are experienced by a larger proportion of students.

Does Money Matter More in the Country? Education Funding Reductions and Achievement in Kansas, 2010–2018
The U.S. Department of Education made recent technical changes reducing eligibility for the Rural and Low-Income School Program. Given smaller budgets and lower economies of scale, rural districts may be less able to absorb short-term funding cuts and experience stronger negative achievement effects. Kansas implemented a state-level finance change (block grant funding) after 2015, which froze district revenue regardless of enrollment and reduced funding in districts where enrollment increased. Difference-in-differences models compare achievement before and after block grant implementation to estimate effects of funding cuts separately in rural and nonrural districts. Between-state and within-state comparisons offer complementary identification strategies in which the strengths of one approach help address limitations of the other. Revenue/spending reductions are similar by geography but represent a larger fraction of rural district budgets. Results indicate that revenue reductions have larger implications for achievement in rural areas, where they represent a larger proportion of the total budget.

A wide research base has documented the disproportional enrollment in K-12 special education and gifted and talented services across racial and socioeconomic lines. This study extends that knowledge base by integrating multiple population-level datasets to better understand predictors of access to and enrollment in gifted and talented services and tested whether these variables remained predictive after controlling for state mandate to provide services, average district achievement, and average school achievement. Results showed that states varied, with some serving 20% of their students as gifted and others serving 0%. Similarly, within-district income segregation, income-related achievement gaps, and parental education were dominant predictors of a school offering gifted and talented services and the size of the population served, even after controlling for achievement and the presence of a state mandate. These findings suggest that gifted and talented programs are often made available based on school or community demographics rather than the needs of the students.more » « less

The Exploring Computer Science (ECS) curriculum provides foundational knowledge of Computer Science (CS) to high school students as a stand-alone course. ECS began in the Los Angeles Unified School District in the late 2000s where it gained eminence for broadening participation in computing (BPC), with Latinx students representing over 70% of enrollment. This experience report describes a partnership that consists of three Universities, dozens of school districts, the ECS team, and other stakeholders to bring the ECS curriculum in mainly rural school districts in Alabama that have a majority African-American student population. Sixty in-service teachers (one teacher per school) have received professional learning opportunities to gain knowledge and skills to teach ECS. Signs of early broader impacts are emerging: 78% of our ECS enrollment are underrepresented minority (URM) students with nearly half of the cohort consisting of female students. Students reported they were engaged in working collaboratively and sharing responsibilities with others. Furthermore, students who reported being more involved in the ECS course had deeper confidence in their ability to succeed in CS, reported greater overall outcomes, had more confidence in development of 21st century skills, found the course more relevant, were more motivated to persist in CS, and exhibited increased interest in CS careers. We provide a comprehensive description of the partnership’s accomplishments and the evaluation findings on student CS experiences and on teacher self-efficacy in ECS preparation and instruction. Our findings contribute to the BPC literature, specifically for schools with predominantly African-American enrollment in rural communities.more » « less

The Idaho Elementary Computer Science (CS) Collaborative (IECC) is a researcher-practitioner partnership dedicated to understanding how to better support the predominately rural districts in Idaho to implement elementary CS education. As part of the IECC's work, we conducted a survey of elementary teachers across the state. This poster will present our initial findings. Two of the research questions we addressed via the survey are: (1) What factors would motivate Idaho elementary teachers to pursue professional development (PD) related to CS? (2) What are elementary teachers' perceptions of the value of connecting CS education to rural community economies and industries? Descriptive analyses of 309 survey responses suggest that about three-quarters of elementary teachers reported that the following factors would be at least somewhat influential in their decisions to pursue CS PD: a K-5 computational thinking requirement, a district-wide CS planning staff, a pathway for elementary teachers to earn a certification in CS teaching, and a way to request CS PD funding. Few (9%) Idaho elementary teachers found that the perception of a disconnect between CS education and rural community interests was a significant barrier to elementary CS education. Even so, over 70% of them were moderately to strongly interested in mechanisms for connecting their CS education efforts to rural community industries through guest speakers and industry partnerships. The poster will discuss the implications of these and other emerging findings from the teacher survey, as well as IECC's related surveys of Idaho district superintendents and elementary school principals.more » « less

null (Ed.)It is commonly believed that, in congressional and state legislature elections in the United States, rural voters have an inherent political advantage over urban voters. We study this hypothesis using an idealized redistricting method, balanced centroidal power diagrams, that achieves essentially perfect population balance while optimizing a principled measure of compactness. We find that, using this method, the degree to which rural or urban voters have a political advantage depends on the number of districts and the population density of urban areas. Moreover, we find that the political advantage in any case tends to be dramatically less than that afforded by district plans used in the real world, including district plans drawn by presumably neutral parties such as the courts. One possible explanation is suggested by the following discovery: modifying centroidal power diagrams to prefer placing boundaries along city boundaries significantly increases the advantage rural voters have over urban voters.more » « less
