Colleges and universities are legally required to attempt to prevent and redress sexual violations on campus. Neo-institutional theory suggests that the implementation of law by compliance professionals rarely achieves law’s goals. It is critical in claims-based systems that those who are potential claimants understand the law. This article demonstrates that (a) intended subjects of the law (colleges and universities) interpret and frame the law in very similar ways; (b) resultant policies are complex and difficult to navigate; and (c) university undergraduates in an experimental setting are not able to comprehend the Title IX policies designed to protect them. These findings suggest that current implementations of Title IX policies leave them structurally ineffective to combat sexual assaults on campus.

University Title IX Requirements have Chilling Effect on Gender Discrimination Research: A Call for a More Nuanced Approach
The full extent of gender discrimination in university settings remains uncertain. More research is needed to understand the scope of gender discrimination experiences in universities and to develop effective prevention approaches. However, Title IX and Institutional Review Board policies may hinder researchers’ abilities to study gender discrimination in university settings. In this paper, we describe our experience working with the Institutional Review Board and Title IX offices to obtain approval for researching gender discrimination in university settings. We provide recommendations for how universities can enable gender discrimination research and follow Title IX policies.

In this full research paper, we bring into focus the interplay of conformity to masculine social norms and demographic characteristics (i.e., gender, race/ethnicity, institutional settings) among undergraduate engineering students in the United States. We approached this study with an exploratory, non-experimental design that involved examining patterns of relationship between the conformity to masculine social norms and demographic characteristics of respondents. Our data were obtained from of survey responses by engineering students (n = 128) in first-year general engineering courses at three universities in the Southeastern United States. We operationalized conformity to masculine social norms using the Conformity to Masculinity Social Norms Inventory (CMNI-22). Our results revealed moderate to low conformity to masculine social norms among engineering students in first-year general engineering courses. Overall, student demographic characteristics appeared to have weak to limited influence on levels of conformity. However, the institutional setting interacted significantly with both gender and race/ethnicity such that male students at the public research university setting and white students in the same setting reported significantly higher levels of conformity to masculine social norms than students in other demographic categories. We discuss these findings as they enrich understanding about how institutional contexts might affect gendered social norms related to engineering professional formation.more » « less

Predominantly STEM campuses tend to have a much lower representation of individuals with non-majority identities and lower inclusion of these individuals within organizational processes. To address these issues, an Advocates and Allies (A&A) program developed by another university that engages majority (on the basis of race and gender identities) individuals in institutional change [1] was vetted for an NSF ADVANCE Adaptation Grant. We, as members of the ADVANCE PI team, share our challenges and strategies as we established the program on our campus. We intend our discussion to be useful for other STEM-intensive institutions as they engage majority individuals in institutional change. The A&A program centers around workshops that discuss how discrimination manifests in universities and include the institution’s own data. We highlight adaptations we made specific to our institution in order to encourage other institutions to be responsive to the contexts that impact DEIS work on their campuses. For instance, our initial adaptation of the Advocates and Allies program sought to be more inclusive by including LGBTQIA+ and staff on the Advocates team and A&A Advisory Board (A3B). Our adaptations have also reflected an ongoing commitment to present race and ethnicity data in addition to gender data. Other adaptations we discuss concern developing the credibility of the team presenting the workshops and incorporating an ongoing Journal Club to discuss the relevant literature. This paper also shares reflections on the best strategies to direct the Advocate’s growth in DEIS knowledge and confidence, as well as the development of collaborative relationships between the two groups and A3B’s comfort level guiding and directing the Advocates. We reflect upon sustaining the A&A teams through the COVID pandemic, including cultivating online engagement and rebuilding post-COVID team dynamics. This work describes one team’s journey in navigating an adaptation of a well-known Advocates and Allies program onto a STEM-intensive campus. We include some assessment results from the workshops and close with recommendations for establishing and maintaining an A&A program.more » « less

Research Questions: While community college transfer (i.e., upward transfer) represents an important mechanism for advancing equity across STEM fields, existing studies of gender and women’s participation within computer science have largely excluded the perspectives of upward transfer students. We address this gap in the literature by exploring transfer receptivity and gender discrimination within computer science, guided by the following questions: (1) How do upward transfer computer science students report their receptivity experiences, and how might this differ by gender? (2) How do upward transfer computer science students make meaning of receptivity experiences, and how might that meaning making be shaped by gender? Methods: We use a sequential mixed methods design, relying on longitudinal survey and interview data from upward transfer computer science majors, collected throughout students’ first year at the receiving university. Results: Findings reveal that, relative to men, upward transfer women report greater experiences of transfer stigma and challenges accessing resources at the receiving university. Qualitative findings document additional nuances in how upward transfer students—especially women—describe resilience as they navigate the university campus, encounter navigation challenges at the university, and make meaning of various manifestations of transfer stigma on campus. Contributions: In addition to implications for research and theory, we discuss what universities can do to foster a more receptive environment for upward transfer women. Specific recommendations focus on ensuring that spaces for women in computing are inclusive of transfer students and, likewise, creating supportive transfer cohort communities that are inclusive of women.more » « less

Purpose: Meeting the needs of dual-career academic couples can be an important step in recruiting and retaining university faculty and researchers. The goal of this essay is to review the existing scholarship on dual-career hires and offer concrete recommendations for university administrators.Background/Motivation: Attending to dual-career needs is especially relevant to efforts at diversifying the academic workforce, as multiple studies have indicated that faculty appointments are a major contributor to the so-called leaky pipeline causing attrition of women and scholars of color, particularly in biomedical and STEM fields. We take it as a feminist imperative to confront institutional discrimination against dual-career scholars and to intervene in the service of collective praxis.Intended Audience: Scholars and administrators interested in understanding and overcoming institutional barriers to achieving diverse, inclusive, and family-friendly academic workplaces.Contribution: This essay synthesizes the recent literature on dual-career hires and offers recommendations for university administrators.Positionality: We approach this issue as a senior academic couple that has navigated dual-career job searches for close to twenty years and has held faculty positions together at three different academic institutions.
