Title: Fully Autonomous Vehicles for People with Visual Impairment: Policy, Accessibility, and Future Directions
A significant number of individuals in the United States report a disability that limits their ability to travel, including many people who are blind or visually impaired (BVI). The implications of restricted transportation result in negative impacts related to economic security, physical and mental health, and overall quality of life. Fully autonomous vehicles (FAVs) present a means to mitigate travel barriers for this population by providing new, safe, and independent travel opportunities. However, current policies governing interactions with the artificial intelligence (AI) ‘at the wheel’ of FAVs do not reflect the accessibility needs articulated by BVI people in the extant literature, failing to encourage use cases that would result in life changing mobility. By reviewing the legislative and policy efforts surrounding FAVs, we argue that the heart of this problem is due to a disjointed, laissez-faire approach to FAV accessibility that has yet to actualize the full benefits of this new transportation mode, not only for BVI people, but also for all users. We outline the necessity for a policy framework that guides the design of FAVs to include the concerns of BVI people and then propose legislative and design recommendations aimed to promote enhanced accessibility, transparency, and fairness during FAV travel.  more » « less

    The storefront accessibility can substantially impact the way people who are blind or visually impaired (BVI) travel in urban environments. Entrance localization is one of the biggest challenges to the BVI people. In addition, improperly designed staircases and obstructive store decorations can create considerable mobility challenges for BVI people, making it more difficult for them to navigate their community hence reducing their desire to travel. Unfortunately, there are few approaches to acquiring this information in advance through computational tools or services. In this paper, we propose a solution to collect large- scale accessibility data of New York City (NYC) storefronts using a crowdsourcing approach on Google Street View (GSV) panoramas. We develop a web-based crowdsourcing application, DoorFront, which enables volunteers not only to remotely label storefront accessibility data on GSV images, but also to validate the labeling result to ensure high data quality. In order to study the usability and user experience of our application, an informal beta-test is conducted and a user experience survey is designed for testing volunteers. The user feedback is very positive and indicates the high potential and usability of the proposed application.

  2. The goal of the proposed project is to transform a large transportation hub into a smart and accessible hub (SAT-Hub), with minimal infrastructure change. The societal need is significant, especially impactful for people in great need, such as those who are blind and visually impaired (BVI) or with Autism Spectrum Disorder (ASD), as well as those unfamiliar with metropolitan areas. With our inter-disciplinary background in urban systems, sensing, AI and data analytics, accessibility, and paratransit and assistive services, our solution is a hu-man-centric system approach that integrates facility modeling, mobile navigation, and user interface designs. We leverage several transportation facili-ties in the heart of New York City and throughout the State of New Jersey as testbeds for ensuring the relevance of the research and a smooth transition to real world applications.

The development of the transport network affects the socio-economic development of the territory and it is one of the most important factors in the growth of the level and quality of the population life. There is the need for a study of transport accessibility. In our work, we presented the mapping and assessment of changes in transport accessibility after the construction of service road. After the construction of the ESPO pipeline, a service road was built along it to maintenance the pipeline, which is located close to the district centers and crosses the local roads. This new road connected them into one network with year-round traffic. The object of our research is the Area of Oil and Gas Extraction in the Republic of Sakha (Yakutia) and the North Irkutsk region.We have created transport accessibility maps with and without all service roads, separately for winter and summer seasons. We have created maps for several district centers. We calculated transport accessibility using the method of constructing isochrones — lines of equal travel time to overcome the space relative to given points, using open GIS GRASS GIS. After construction, the company owner of this road gives permission to the municipal and federal services and local population use for free, but a preliminary application is required. There is a payment requirement and compliance with restrictions for transportation of commercial goods. After the construction of the ESPO pipeline, people who live close to the pipeline can reach to the district centers and neighboring districts by car year-round theoretically. The materials of this study can be useful in calculating the travel time on these roads, and finding priority areas for the construction of new roads.

    Hurricane Sandy hit New York City on October 29, 2012 and greatly disrupted transportation systems, power systems, work, and schools. This research used survey data from 397 respondents in the NYC Metropolitan Area to develop an agent-based model for capturing commuter behavior and adaptation after the disruption. Six different recovery scenarios were tested to find which systems are more critical to recover first to promote a faster return to productivity. Important factors in the restoration timelines depends on the normal commuting pattern of people in that area. In the NYC Metropolitan Area, transit is one of the common modes of transportation; therefore, it was found that the subway/rail system recovery is the top factor in returning to productivity. When the subway/rail system recovers earlier (with the associated power), more people are able to travel to work and be productive. The second important factor is school and daycare closure (with the associated power and water systems). Parents cannot travel unless they can find a caregiver for their children, even if the transportation system is functional. Therefore, policy makers should consider daycare and school condition as one of the important factors in recovery planning. The next most effective scenario is power restoration. Telework is a good substitute for the physical movement of people to work. By teleworking, people are productive while they skip using the disrupted transportation system. To telework, people need power and communication systems. Therefore, accelerating power restoration and encouraging companies to let their employees' telework can promote a faster return to productivity. Finally, the restoration of major crossings like bridges and tunnels is effective in the recovery process.

  5. The layout of public service facilities and their accessibility are important factors affecting spatial justice. Previous studies have verified the positive influence of public facilities accessibility on house prices; however, the spatial scale of the impact of various public facilities accessibility on house prices is not yet clear. This study takes transportation analysis zone of Wuhan city as the spatial unit, measure the public facilities accessibility of schools, hospitals, green space, and public transit stations with four kinds of accessibility models such as the nearest distance, real time travel cost, kernel density, and two step floating catchment area (2SFCA), and explores the multiscale effect of public services accessibility on house prices with multiscale geographically weighted regression model. The results show that the differentiated scale effect not only exists among different public facility accessibilities, but also exists in different accessibility models of the same sort of facility. The article also suggests that different facilities should adopt its appropriate accessibility model. This study provides insights into spatial heterogeneity of urban public service facilities accessibility, which will benefit decision making in equal accessibility planning and policy formulation for the layout of urban service facilities.
