ABSTRACT. Data availability challenges the management of small-scale fisheries in large river basins. One way to circumvent the challenges of data collection is to rely on local stakeholders who are well-positioned to collect data that can inform management through community-based monitoring (CBM). Although science and management has increasingly considered opportunities for community involvement in scientific research, the efficacy of these programs are rarely assessed. We describe a current CBM initiative in the Kuskokwim River Basin of western Alaska. We then explore how existing approaches for incorporating local involvement in fisheries research and management measure against claims made by CBM programs to understand pathways for data utility for decision makers and approaches to capacity building and meaningful engagement of local citizens. We identify major gaps in the CBM literature and explore one of these gaps through an interview-based study of public participation in the Kuskokwim. We find that the CBM program intent to collect high quality data was complemented by increasing trust in data stewards. Ultimately, through our interview findings we illustrate how definitions of local engagement differ, how CBM data is used by decision makers, and how trust in data is dependent on trust in data stewards and the infrastructure that supports that stewardship.

The Use of Digital Platforms for Community-Based Monitoring
Abstract Environmental observing programs that are based on Indigenous and local knowledge increasingly use digital technologies. Digital platforms may improve data management in community-based monitoring (CBM) programs, but little is known about how their use translates into tangible results. Drawing on published literature and a survey of 18 platforms, we examine why and how digital platforms are used in CBM programs and illuminate potential challenges and opportunities. Digital platforms make it easy to collect, archive, and share CBM data, facilitate data use, and support understanding larger-scale environmental patterns through interlinking with other platforms. Digital platforms, however, also introduce new challenges, with implications for the sustainability of CBM programs and communities’ abilities to maintain control of their own data. We expect that increased data access and strengthened technical capacity will create further demand within many communities for ethically developed platforms that aid in both local and larger-scale decision-making.

Abstract The construction and building materials (CBM) production industries, such as cement, steel, and plastics that are responsible for a substantial share of global CO2emissions, face increasing pressure to decarbonize. Recent legislative initiatives like the United States (US) federal Buy Clean Initiative and the World Green Building Council’s decarbonization plan for Europe highlights the urgency to reduce emissions during CBM production stages. However, there remains a gap in addressing the localized environmental and social impacts of these industries as well as a necessary understanding of how decarbonization efforts may change local impacts. This study introduces a framework for quantifying the disproportionate impacts (Id) of 12 CBM production facility categories on communities of color and low-income demographics across the US. Using geographical and environmental data from the 2017 National Emissions Inventory (NEI), we assess these impacts at four spatial scales: census tract, county, state, and national. Results show that across all scales, many CBM production facilities impose disproportionate impacts. The geographical disproportionate impact (IG,d) shows the greatest burdens at the broadest spatial scales, whereas the environmental disproportionate impact (IE,d) indicates highest burdens at more localized levels. Based on this spatial understanding, we provide methods that can be implemented to support community engagement and mitigate damages to populations neighboring industrial materials manufacturing. These findings offer valuable insights into the relationship between facility locations, emissions, and demographic groups, providing a basis for more targeted environmental justice policies aimed at mitigating these disproportionate impacts.more » « less

Digital technologies shape how individuals, communities, and soci- eties interact; yet they are far from equitable. This paper presents a framework that challenges the “one-view-fits-all” design approach to digital health tools. We explore systemic issues of power to eval- uate the multidimensional indicators of Latino health outcomes and how technology can support well-being. Our proposed frame- work enables designers to gain a better understanding of how marginalized communities use digital technologies to navigate unique challenges. As an innovative and possibly controversial approach to assets-based design, we stress the importance of in- dustry and academia self-reflection on their organization’s role in the marginalization of communities in addition to valuing the lived experiences of marginalized communities. Through this approach, designers may avoid amplifying structural and health inequities in marginalized communities.more » « less

This study analyzes and compares how the digital semantic infrastructure of U.S. based digital news varies according to certain characteristics of the media outlet, including the community it serves, the content management system (CMS) it uses, and its institutional affiliation (or lack thereof). Through a multi-stage analysis of the actual markup found on news outlets’ online text articles, we reveal how multiple factors may be limiting the discoverability and reach of online media organizations focused on serving specific communities. Conceptually, we identify markup and metadata as aspects of the semantic infrastructure underpinning platforms’ mechanisms of distributing online news. Given the significant role that these platforms play in shaping the broader visibility of news content, we further contend that this markup therefore constitutes a kind of infrastructure of visibility by which news sources and voices are rendered accessible—or, conversely—invisible in the wider platform economy of journalism. We accomplish our analysis by first identifying key forms of digital markup whose structured data is designed to make online news articles more readily discoverable by search engines and social media platforms. We then analyze 2,226 digital news stories gathered from the main pages of 742 national, local, Black, and other identity-based news organizations in mid-2021, and analyze each for the presence of specific tags reflecting the Schema.org, OpenGraph, and Twitter metadata structures. We then evaluate the relationship between audience focus and the robustness of this digital semantic infrastructure. While we find only a weak relationship between the markup and the community served, additional analysis revealed a much stronger association between these metadata tags and content management system (CMS), in which 80% of the attributes appearing on an article were the same for a given CMS, regardless of publisher, market, or audience focus. Based on this finding, we identify the organizational characteristics that may influence the specific CMS used for digital publishing, and, therefore, the robustness of the digital semantic infrastructure deployed by the organization. Finally, we reflect on the potential implications of the highly disparate tag use we observe, particularly with respect to the broader visibility of online news designed to serve particular US communities.more » « less
