Title: The Use of Digital Platforms for Community-Based Monitoring
Abstract Environmental observing programs that are based on Indigenous and local knowledge increasingly use digital technologies. Digital platforms may improve data management in community-based monitoring (CBM) programs, but little is known about how their use translates into tangible results. Drawing on published literature and a survey of 18 platforms, we examine why and how digital platforms are used in CBM programs and illuminate potential challenges and opportunities. Digital platforms make it easy to collect, archive, and share CBM data, facilitate data use, and support understanding larger-scale environmental patterns through interlinking with other platforms. Digital platforms, however, also introduce new challenges, with implications for the sustainability of CBM programs and communities’ abilities to maintain control of their own data. We expect that increased data access and strengthened technical capacity will create further demand within many communities for ethically developed platforms that aid in both local and larger-scale decision-making.  more » « less

  1. This study analyzes and compares how the digital semantic infrastructure of U.S. based digital news varies according to certain characteristics of the media outlet, including the community it serves, the content management system (CMS) it uses, and its institutional affiliation (or lack thereof). Through a multi-stage analysis of the actual markup found on news outlets’ online text articles, we reveal how multiple factors may be limiting the discoverability and reach of online media organizations focused on serving specific communities. Conceptually, we identify markup and metadata as aspects of the semantic infrastructure underpinning platforms’ mechanisms of distributing online news. Given the significant role that these platforms play in shaping the broader visibility of news content, we further contend that this markup therefore constitutes a kind of infrastructure of visibility by which news sources and voices are rendered accessible—or, conversely—invisible in the wider platform economy of journalism. We accomplish our analysis by first identifying key forms of digital markup whose structured data is designed to make online news articles more readily discoverable by search engines and social media platforms. We then analyze 2,226 digital news stories gathered from the main pages of 742 national, local, Black, and other identity-based news organizations in mid-2021, and analyze each for the presence of specific tags reflecting the Schema.org, OpenGraph, and Twitter metadata structures. We then evaluate the relationship between audience focus and the robustness of this digital semantic infrastructure. While we find only a weak relationship between the markup and the community served, additional analysis revealed a much stronger association between these metadata tags and content management system (CMS), in which 80% of the attributes appearing on an article were the same for a given CMS, regardless of publisher, market, or audience focus. Based on this finding, we identify the organizational characteristics that may influence the specific CMS used for digital publishing, and, therefore, the robustness of the digital semantic infrastructure deployed by the organization. Finally, we reflect on the potential implications of the highly disparate tag use we observe, particularly with respect to the broader visibility of online news designed to serve particular US communities.

Between 2018 and 2021 PIs for National Science Foundation Awards # 1758781 and 1758814 EAGER: Collaborative Research: Developing and Testing an Incubator for Digital Entrepreneurship in Remote Communities, in partnership with the Tanana Chiefs Conference, the traditional tribal consortium of the 42 villages of Interior Alaska, jointly developed and conducted large-scale digital and in-person surveys of multiple Alaskan interior communities. The survey was distributed via a combination of in-person paper surveys, digital surveys, social media links, verbal in-person interviews and telephone-based responses. Analysis of this measure using SAS demonstrated the statistically significant need for enhanced digital infrastructure and reworked digital entrepreneurial and technological education in the Tanana Chiefs Conference region. 1. Two statistical measures were created during this research: Entrepreneurial Readiness (ER) and Digital Technology needs and skills (DT), both of which showed high measures of internal consistency (.89, .81). 2. The measures revealed entrepreneurial readiness challenges and evidence of specific addressable barriers that are currently preventing (serving as hindrances) to regional digital economic activity. The survey data showed statistically significant correlation with the mixed-methodological in-person focus groups and interview research conducted by the PIs and TCC collaborators in Hughes and Huslia, AK, which further corroborated stated barriers to entrepreneurship development in the region. 3. Data generated by the survey and fieldwork is maintained by the Tanana Chiefs Conference under data sovereignty agreements. The survey and focus group data contains aggregated statistical/empirical data as well as qualitative/subjective detail that runs the risk of becoming personally identifiable especially due to (but not limited to) to concerns with exceedingly small Arctic community population sizes. 4. This metadata is being provided in order to serve as a record of the data collection and analysis conducted, and also to share some high-level findings that, while revealing no personal information, may be helpful for policymaking, regional planning and efforts towards educational curricular development and infrastructural investment. The sample demographics consist of 272 women, 79 men, and 4 with gender not indicated as a response. Barriers to Entrepreneurial Readiness were a component of the measure. Lack of education is the #1 barrier, followed closely by lack of access to childcare. Among women who participated in the survey measure, 30% with 2 or more children report lack of childcare to be a significant barrier to entrepreneurial and small business activity. For entrepreneurial readiness and digital economy, the scales perform well from a psychometric standpoint. The summary scores are roughly normally distributed. Cronbach’s alphas are greater than 0.80 for both. They are moderately correlated with each other (r = 0.48, p < .0001). Men and women do not differ significantly on either measure. Education is significantly related to the digital economy measure. The detail provided in the survey related to educational needs enabled optimized development of the Incubator for Digital Entrepreneurship in Remote Communities. Enhanced digital entrepreneurship training with clear cultural linkages to traditions and community needs, along with additional childcare opportunities are two among several specific recommendations provided to the TCC. The project PIs are working closely with the TCC administration and community members related to elements of culturally-aligned curricular development that respects data tribal sovereignty, local data management protocols, data anonymity and adherence to human subjects (IRB) protocols. While the survey data is currently embargoed and unable to be submitted publicly for reasons of anonymity, the project PIs are working with the NSF Arctic Data Center towards determining pathways for sharing personally-protected data with the larger scientific community. These approaches may consist of aggregating and digitally anonymizing sensitive data in ways that cannot be de-aggregated and that meet agency and scientific community needs (while also fully respecting and protecting participants’ rights and personal privacy). At present the data sensitivity protocols are not yet adapted to TCC requirements and the datasets will remain in their care.

    Many humans live in large, complex political centers, composed of multi-scalar communities including neighborhoods and districts. Both today and in the past, neighborhoods form a fundamental part of cities and are defined by their spatial, architectural, and material elements. Neighborhoods existed in ancient centers of various scales, and multiple methods have been employed to identify ancient neighborhoods in archaeological contexts. However, the use of different methods for neighborhood identification within the same spatiotemporal setting results in challenges for comparisons within and between ancient societies. Here, we focus on using a single method—combining Average Nearest Neighbor (ANN) and Kernel Density (KD) analyses of household groups—to identify potential neighborhoods based on clusters of households at 23 ancient centers across the Maya Lowlands. While a one-size-fits all model does not work for neighborhood identification everywhere, the ANN/KD method provides quantifiable data on the clustering of ancient households, which can be linked to environmental zones and urban scale. We found that centers in river valleys exhibited greater household clustering compared to centers in upland and escarpment environments. Settlement patterns on flat plains were more dispersed, with little discrete spatial clustering of households. Furthermore, we categorized the ancient Maya centers into discrete urban scales, finding that larger centers had greater variation in household spacing compared to medium-sized and smaller centers. Many larger political centers possess heterogeneity in household clustering between their civic-ceremonial cores, immediate hinterlands, and far peripheries. Smaller centers exhibit greater household clustering compared to larger ones. This paper quantitatively assesses household clustering among nearly two dozen centers across the Maya Lowlands, linking environment and urban scale to settlement patterns. The findings are applicable to ancient societies and modern cities alike; understanding how humans form multi-scalar social groupings, such as neighborhoods, is fundamental to human experience and social organization.

Abstract Understanding the causes and consequences of environmental change is one of the key challenges facing researchers today as both types of information are required for decision making and adaptation planning. This need is particularly poignant in high latitude regions where permafrost thaw is causing widespread changes to local environments and the land-users who must adapt to changing conditions to sustain their livelihoods. The inextricable link between humans and their environments is recognized through socio-ecological systems research, yet many of these approaches employ top-down solutions that can lead to local irrelevance and create tensions amongst groups. We present and employ a framework for the use both of scientific and community-based knowledge sources that provides an enriched and thematic understanding of how permafrost thaw will affect northern land-users. Using geospatial modeling of permafrost vulnerability with community-based data from nine rural communities in Alaska, we show that permafrost thaw is a major driver of hazards for land-users and accounts for one-third to half of the hazards reported by community participants. This study develops an integrated permafrost-land-user system, providing a framework for thematic inquiry for future studies that will add value to large-scale institutional efforts and locally relevant observations of environmental change.

  5. The geographic settings and interests of diverse groups of rights- and stakeholders figure prominently in the need for internationally coordinated Arctic observing systems. Global and regional observing systems exist to coordinate observations across sectors and national boundaries, leveraging limited resources into widely available observational data and information products. Observing system design and coordination approaches developed for more focused networks at mid- and low latitudes are not necessarily directly applicable in more complex Arctic settings. Requirements for the latter are more demanding because of a greater need for cross-disciplinary and cross-sectoral prioritization and refinement from the local to the pan-Arctic scale, in order to maximize the use of resources in challenging environmental settings. Consideration of Arctic Indigenous Peoples’s observing priorities and needs has emerged as a core tenet of governance and coordination frameworks. We evaluate several different types of observing systems relative to the needs of the Arctic observing community and information users to identify the strengths and weaknesses of each framework. A typology of three approaches emerges from this assessment: “essential variable,” “station model,” and “central question.” We define and assess, against the requirements of Arctic settings, the concept of shared Arctic variables (SAVs) emerging from the Arctic Observing Summit 2020 and prior work by the Sustaining Arctic Observing Networks Road Mapping Task Force. SAVs represent measurable phenomena or processes that are important enough to multiple communities and sectors to make the effort to coordinate observation efforts worthwhile. SAVs align with essential variables as defined, for example, by global observing frameworks, in that they guide coordinated observations across processes that are of interest to multiple sectors. SAVs are responsive to the information needs of Arctic Indigenous Peoples and draw on their capacity to codesign and comanage observing efforts. SAVs are also tailored to accommodate the logistical challenges of Arctic operations and address unique aspects of the Arctic environment, such as the central role of the cryosphere. Specific examples illustrate the flexibility of the SAV framework in reconciling different observational approaches and standards such that the strengths of global and regional observing programs can be adapted to the complex Arctic environment.
