Title: Evidence that spillover from Marine Protected Areas benefits the spiny lobster (Panulirus interruptus) fishery in southern California
Abstract Marine Protected Areas (MPAs) are designed to enhance biodiversity and ecosystem services. Some MPAs are also established to benefit fisheries through increased egg and larval production, or the spillover of mobile juveniles and adults. Whether spillover influences fishery landings depend on the population status and movement patterns of target species both inside and outside of MPAs, as well as the status of the fishery and behavior of the fleet. We tested whether an increase in the lobster population inside two newly established MPAs influenced local catch, fishing effort, and catch-per-unit-effort (CPUE) within the sustainable California spiny lobster fishery. We found greater build-up of lobsters within MPAs relative to unprotected areas, and greater increases in fishing effort and total lobster catch, but not CPUE, in fishing zones containing MPAs vs. those without MPAs. Our results show that a 35% reduction in fishing area resulting from MPA designation was compensated for by a 225% increase in total catch after 6-years, thus indicating at a local scale that the trade-off of fishing ground for no-fishing zones benefitted the fishery.  more » « less

    Abstract Adaptive management of marine protected areas (MPAs) to determine whether they are meeting their intended goals requires predicting how soon those goals will be realized. Such predictions have been made for increases in fish abundance and biomass inside MPAs. However, projecting increases in fishery yield (“fishery spillover”) is more complex because it involves both how the fishery is managed and uncertainty in larval connectivity. We developed a two-patch, age-structured population model, based on a renewal equation approach, to project the initial timing of increase in fishery yield from larvae exported from a no-take MPA. Our results link our understanding of the predicted timing of increases in biomass (and thus reproduction) in MPAs with the time-lags associated with new recruits entering the fishery. We show that the time-lag between biomass peaking within the MPA and the increased fishery yield outside the MPA reaching its maximum depends, in a predictable way, on the age-dependent patterns of growth, natural mortality, and fishing mortality. We apply this analysis to 16 fishery species from the US Pacific coast; this difference ranged from 7 to 18 years. This model provides broadly applicable guidance for this important emerging aspect of fisheries management.

  2. Abstract

    Fisheries are often characterized by high heterogeneity in the spatial distribution of habitat quality, as well as fishing effort. However, in several fisheries, the objective of achieving a sustainable yield is addressed by limiting Total Allowable Catch (TAC), set as a fraction of the overall population, regardless of the population's spatial distribution and of fishing effort. Here, we use an integral projection model to investigate how stock abundance and catch in the green abalone fishery in Isla Natividad, Mexico, are affected by the interaction of heterogeneity in habitat quality and fishing effort, and whether these interactions change with Allee effects—reproductive failure in a low-density population. We found that high-quality areas are under-exploited when fishing pressure is homogeneous but habitat is heterogeneous. However, this leads to different fishery outcomes depending on the stock's exploitation status, namely: sub-optimal exploitation when the TAC is set to maximum sustainable yield, and stability against collapses when the fishery is overexploited. Concentration of fishing effort in productive areas can compensate for this effect, which, similarly, has opposite consequences in both scenarios: fishery performance increases if the TAC is sustainable but decreases in overexploited fisheries. These results only hold when Allee effects are included.

  3. Abstract

    A network of marine reserves can enhance yield in depleted fisheries by protecting populations, particularly large, old spawners that supply larvae for interspersed fishing grounds. The ability of marine reserves to enhance sustainable fisheries is much less evident. We report empirical evidence of a marine reserve network improving yield regionally for a sustainable spiny lobster fishery, apparently through the spillover of adult lobsters and behavioral adaptation by the fishing fleet. Results of a Before-After, Control-Impact analysis found catch, effort, and Catch-Per-Unit Effort increased after the establishment of marine reserves in the northern region of the fishery where fishers responded by fishing intensively at reserve borders, but declined in the southern region where they vacated once productive fishing grounds. The adaptation of the northern region of the fishery may have been aided by a history of collaboration between fishers, scientists, and managers, highlighting the value of collaborative research and education programs for preparing fisheries to operate productively within a seascape that includes a large marine reserve network.

    The number of protected areas that restrict or prohibit harvest of wild populations is growing. In general, protected areas are expected to increase the abundance of previously‐harvested species. Whether a protected area achieves this expectation is typically evaluated by assessing trends in abundance after implementation. However, the underlying assumption that harvest has actually ceased is rarely tested directly. Determining whether illegal harvest (poaching) has continued in a protected area is important to planning enforcement and adaptive management. Here, we estimated harvest rates for four kelp forest fish species inside marine protected areas (MPAs) and non‐MPA reference sites in the California Channel Islands, from 2003 (when MPAs were implemented) to 2017. We estimated harvest by fitting a size‐structured population model to survey data. Overall, harvest rates were effectively zero in MPAs but much higher in non‐MPA sites. This indicates successful adherence to MPA regulations, and possible displacement of fishing effort to reference sites. However, some poaching was detected in two MPA sites, highlighting the importance of assessing this quantity. This modeling approach could provide a tool to complement the long‐term management of MPA networks, particularly given the difficulty of acquiring harvest rate data at the spatial scale of individual MPAs.

    Antarctic toothfish (Dissostichus mawsoni) and Weddell seals (Leptonychotes weddellii) are important mesopredators in the waters of the Antarctic continental shelf. They compete with each other for prey, yet the seals also prey upon toothfish. Such intraguild predation means that prevalence and respective demographic rates may be negatively correlated, but quantification is lacking. Following a review of their natural histories, we initiate an approach to address this deficiency by analysing scientific fishing catch per unit effort (CPUE; 1975–2011 plus sporadic effort to 2018) in conjunction with an annual index of seal abundance in McMurdo Sound, Ross Sea. We correlated annual variation in scientific CPUE to seal numbers over a 43 year period (1975–2018), complementing an earlier study in the same locality showing CPUE to be negatively correlated with spatial proximity to abundant seals. The observed relationship (more seals with lower CPUE, while controlling for annual trends in each) indicates the importance of toothfish as a dietary item to Weddell seals and highlights the probable importance of intra- and inter-specific competition as well as intraguild predation in seal-toothfish dynamics. Ultimately, it may be necessary to supplement fishery management with targeted ecosystem monitoring to prevent the fishery from having adverse effects on dependent species.
