Title: Volcanic climate impacts can act as ultimate and proximate causes of Chinese dynastic collapse
Abstract State or societal collapses are often described as featuring rapid reductions in socioeconomic complexity, population loss or displacement, and/or political discontinuity, with climate thought to contribute mainly by disrupting a society’s agroecological base. Here we use a state-of-the-art multi-ice-core reconstruction of explosive volcanism, representing the dominant global external driver of severe short-term climatic change, to reveal a systematic association between eruptions and dynastic collapse across two millennia of Chinese history. We next employ a 1,062-year reconstruction of Chinese warfare as a proxy for political and socioeconomic stress to reveal the dynamic role of volcanic climatic shocks in collapse. We find that smaller shocks may act as the ultimate cause of collapse at times of high pre-existing stress, whereas larger shocks may act with greater independence as proximate causes without substantial observed pre-existing stress. We further show that post-collapse warfare tends to diminish rapidly, such that collapse itself may act as an evolved adaptation tied to the influential “mandate of heaven” concept in which successive dynasties could claim legitimacy as divinely sanctioned mandate holders, facilitating a more rapid restoration of social order.  more » « less

  1. Abstract As demonstrated at Anak Krakatau on December 22 nd , 2018, tsunamis generated by volcanic flank collapse are incompletely understood and can be devastating. Here, we present the first high-resolution characterisation of both subaerial and submarine components of the collapse. Combined Synthetic Aperture Radar data and aerial photographs reveal an extensive subaerial failure that bounds pre-event deformation and volcanic products. To the southwest of the volcano, bathymetric and seismic reflection data reveal a blocky landslide deposit (0.214 ± 0.036 km 3 ) emplaced over 1.5 km into the adjacent basin. Our findings are consistent with en-masse lateral collapse with a volume ≥0.175 km 3 , resolving several ambiguities in previous reconstructions. Post-collapse eruptions produced an additional ~0.3 km 3 of tephra, burying the scar and landslide deposit. The event provides a model for lateral collapse scenarios at other arc-volcanic islands showing that rapid island growth can lead to large-scale failure and that even faster rebuilding can obscure pre-existing collapse.

  2. Major eruptions can deliver climatic ‘shocks’ often linked to famine, disease, and conflict. It is possible indeed to treat historical eruptions that induced sudden climatic changes as potential ‘revelatory crises’ that tested the resilience and vulnerability of societies, exposing political, economic and ideological tensions and fault-lines that might otherwise have remained latent or hidden to us. With advances in ice-core science improving the dating of past eruptions, which are discernible in annual layers of polar ice when elevated sulphate levels are detected, and with advanced Earth System modelling recreating post-volcanic climate effects with ever greater detail, it has become possible to identify and extract insights from previously unrecognized co-occurrences between eruptions and periods of societal stress in the first millennium BCE.

  3. A wide research base has documented the disproportional enrollment in K-12 special education and gifted and talented services across racial and socioeconomic lines. This study extends that knowledge base by integrating multiple population-level datasets to better understand predictors of access to and enrollment in gifted and talented services and tested whether these variables remained predictive after controlling for state mandate to provide services, average district achievement, and average school achievement. Results showed that states varied, with some serving 20% of their students as gifted and others serving 0%. Similarly, within-district income segregation, income-related achievement gaps, and parental education were dominant predictors of a school offering gifted and talented services and the size of the population served, even after controlling for achievement and the presence of a state mandate. These findings suggest that gifted and talented programs are often made available based on school or community demographics rather than the needs of the students.

  4. Project Overview Jurisdictional boundaries of governmental agencies often do not align with the geographic or social boundaries of the policy issues they are tasked with addressing. This spatial mismatch is especially common in relation to natural resources and the environment. Where it occurs, achievement of policy goals may require coordination across jurisdictions, which can lead to mutual benefits. Yet, governmental agencies may view coordination as costly or as leading to a loss of autonomy. This project examined coordination decisions made by local level governmental agencies in California, as they formed Groundwater Sustainability Agencies (GSAs) and subsequently coordinated development of their first groundwater sustainability plans (GSPs) under California's Sustainable Groundwater Management Act (SGMA). The project addresses the question of how agencies make decisions and manage interactions when under a coordination mandate that allots agencies the discretion to decide how to coordinate. More specifically, it investigates:What factors influence decisions regarding the geographic extent of and parties involved in development of new formal agencies for groundwater management,How do concerns about the potential risks of coordination affect the choice of coordination mechanisms,How does the structure of agency interactions affect their achievement of the objectives of the coordination mandate, andHow do agencies make sense of a coordination mandate and how does that sense-making process influence the decisions agencies make when deciding how to respond to the mandate?

  5. Public sentiment toward the COVID-19 vaccine as expressed on social media can interfere with communication by public health agencies on the importance of getting vaccinated. We investigated Twitter data to understand differences in sentiment, moral values, and language use between political ideologies on the COVID-19 vaccine. We estimated political ideology, conducted a sentiment analysis, and guided by the tenets of moral foundations theory (MFT), we analyzed 262,267 English language tweets from the United States containing COVID-19 vaccine-related keywords between May 2020 and October 2021. We applied the Moral Foundations Dictionary and used topic modeling and Word2Vec to understand moral values and the context of words central to the discussion of the vaccine debate. A quadratic trend showed that extreme ideologies of both Liberals and Conservatives expressed a higher negative sentiment than Moderates, with Conservatives expressing more negative sentiment than Liberals. Compared to Conservative tweets, we found the expression of Liberal tweets to be rooted in a wider set of moral values, associated with moral foundations of care (getting the vaccine for protection), fairness (having access to the vaccine), liberty (related to the vaccine mandate), and authority (trusting the vaccine mandate imposed by the government). Conservative tweets were found to be associated with harm (around safety of the vaccine) and oppression (around the government mandate). Furthermore, political ideology was associated with the expression of different meanings for the same words, e.g. “science” and “death.” Our results inform public health outreach communication strategies to best tailor vaccine information to different groups.
